	answer	answer is ministerial correction date of answer 15/07/2019 answer text <p>The Government has consulted with Members from all sides of the House on a range of issues relating to the UK’s withdrawal from, and future relationship with the EU.</p><p>If the UK leaves the EU without a deal, the UK would implement a temporary tariff regime that takes a balanced approach to support the UK economy as a whole. It will maintain open trade on the majority of UK imports, to support consumers and business supply chains, but retain necessary tariff protection for particular sectors of the UK economy. This would apply for up to 12 months while a full consultation, and review on a permanent approach, is undertaken.</p><p>As a responsible government we’ve been preparing to minimise any disruption in the event of no deal for over three years. This would mean that surcharge-free roaming when UK consumers travel to the EU, and EU consumers travel to the UK, could no longer be guaranteed. The Government and the European Commission have been clear that our ​trading relationship must comply with WTO rules. GATT Article XXIV is the provision which allows WTO members to form free trade areas or customs unions, or to adopt an interim agreement necessary for the formation of a customs union or of a free trade area. It relates solely to trade in goods. 	answer	answer is ministerial correction date of answer 15/05/2019 answer text <p>The Protocols and Annexes to the Treaty on European Union (TEU) and the Treaty on the Functioning of the European Union (TFEU) (as amended) “form an integral part thereof” as set out in Article 51 of the TEU i.e. they have the same legal status as the Treaties.</p><p>Joint or unilateral interpretative statements annexed to treaties are relevant to the interpretation of those treaties in accordance with article 31 of the Vienna Convention on the Law of Treaties and have binding legal force where they are accepted by the parties.</p><p>When Parliament approved the UK’s accession to the EU it approved accession to all existing EU Treaties as described in part 1 of Schedule 1 to the European Communities Act 1972.
