	answer	answer is ministerial correction date of answer 02/10/2019 answer text <p>The Government has always been clear that the best way to protect citizens’ rights is to secure a deal with the EU.</p><p>In the event of no deal, the UK has made a unilateral offer to protect the rights of EU citizens residing in the UK by exit day, and this includes continued entitlement to healthcare. Where possible, we have also made unilateral commitments to protect the rights of UK nationals living in the EU.</p><p>We welcome that all Member States have now put in place measures to protect the residency rights of UK nationals living in the EU by exit day but there are still areas where we hope that Member States will improve their offers to UK nationals, in line with what we have offered. We will continue to press for reciprocity and ask Member States to communicate their detailed plans as soon as possible.</p><p>Reciprocal healthcare arrangements cannot be fully protected unilaterally by the UK. This includes those who own property, own shares in a property and those who own a property and let it to tenants. UK national’s right to sell their existing property in the EU will remain unchanged and the property tax they pay on their properties will not be affected by the UK leaving the EU.</p><p>Some Member States have laws which govern property and land purchasing that differentiate between their own citizens, EU citizens and Third Country Nationals when purchasing property. The EU Commission has published details at: <a href="https://ec.europa.eu/info/brexit/brexit-preparedness/citizens-rights_en" target="_blank">https://ec.europa.eu/info/brexit/brexit-preparedness/citizens-rights_en</a>.</p><p>Member States have also made some unilateral commitments to protect the right to work, study, and access to benefits and services in a no deal scenario. For example Poland has committed to offering permanent residency covering the right to work and Malta will create a new ‘ad hoc’ status allowing UK nationals to work without a permit. EU citizens resident in the UK by exit day are able to apply to the EU Settlement Scheme to secure their status. The scheme fully opened on 30 March and so far over 800,000 applicants have applied. 	answer	answer is ministerial correction date of answer 02/07/2019 answer text <p>From the very beginning the Prime Minister has been clear that safeguarding the rights of EU citizens living in the UK and UK nationals living in the EU was her first priority for negotiations.</p><p>The agreement reached and set out in the Withdrawal Agreement text will provide UK nationals with certainty about their rights going forward and allow UK nationals to continue to live, work and study in the EU. They will continue to be able to access benefits and services on the same basis after we exit the EU as they do now, subject to any future domestic policy changes which apply to UK nationals.</p><p>In a no deal, all Member States have now made commitments to protect the rights of UK nationals in the EU and have guaranteed that UK nationals legally resident by exit day will be able to stay. UK nationals can find details of each system on the FCO “living in guides” on gov.uk.</p><p>On 27 February the House supported an amendment tabled by Alberto Costa MP to seek a joint UK-EU commitment to adopt Part II of the Withdrawal Agreement whatever the outcome of negotiations. The Government has since written to Michel Barnier twice to propose a ‘joint UK-EU commitment to adopt Part II of the Withdrawal Agreement whatever the outcome of negotiations’.</p><p>Michel Barnier has been very clear that the Withdrawal Agreement is the best way to protect the rights of citizens. The Withdrawal Agreement will protect the rights of around one million UK nationals in the EU and over 3 million EU citizens in the UK.</p><p>The UK cannot act unilaterally to protect the rights of UK nationals in the EU and that is why we have always prioritised reaching a reciprocal agreement with the EU. The Government has been calling on Member States to protect the rights of UK nationals in a no deal scenario and we welcome the progress that has been made. However, we will continue to do the responsible thing and prepare for all eventualities. This includes the potential impact of a no deal scenario on UK nationals currently resident in the EU.</p><p>The Office for National Statistics calculates there are approximately 780,000 UK nationals who currently live in the EU, excluding Ireland. Some of them could decide to return to the UK depending on a range of factors including action by EU member states and personal circumstances.</p><p>On 19 December, the European Commission reconfirmed their commitment to putting citizens’ rights first and called on Member States to take a generous approach to the rights of UK nationals in the EU. The majority of Member States, including France, Spain and the Netherlands, have set out their no deal plans and provided reassurances that the rights of UK nationals will be protected. This confirms EU citizens resident in the UK by 29 March 2019 will be able to work, study, and access benefits and services as now and that. The Home Office will continue to run the EU Settlement Scheme, with no changes to the basis for qualifying under the scheme.</p><p>This demonstrates the UK Government’s ongoing commitment to citizens and removes any ambiguity over their future.</p><p>We are calling for EU Member States to offer the same protections to UK nationals in the EU. Some countries have committed already to do so, and we hope others will do the same shortly. The agreement confirms that any UK national resident in the EU by December 2020 will be able to stay in their Member State of residence and will provide citizens more certainty about healthcare, pensions and other benefits.</p><p>While the Government is preparing for a range of scenarios, including the unlikely event that we reach March 2019 without agreeing a deal, the Prime Minister stated to EU citizens on 21 September “I want to be clear with you that even in the event of no deal your rights will be protected. You are our friends, our neighbours, our colleagues.
