star this property answer text <p>Local authorities have a combination of powers in housing, planning, transport, and environmental permitting which allow them to take action to achieve net zero and to improve air quality.</p><p> </p><p>Through the Net Zero Strategy, published on 19 October, the Government set out its commitments to enable local areas to make progress towards net zero. The strategy includes the creation of a new Local Net Zero Forum to improve collaboration net zero policies by convening national and local government senior officials.</p><p> </p><p>The Government is committed to improving air quality, including through reducing a diversity of pollutants that harm both human health and the environment. The Environment Act made improvements on the Local Air Quality Management framework to enable local authorities to take more effective, co-ordinated actions to improve air quality. It will also deliver improvements to public health by ensuring local authorities have more effective powers to tackle emissions from domestic burning.</p>

star this property answer text <p>The UK carbon budgets set in legislation are among the most stringent in the world, with the fifth carbon budget requiring a 57% cut in emissions by 2028-2032 from a 1990 baseline.</p><p> </p><p>The Clean Growth Strategy sets out our plans to reduce greenhouse gas emissions through to 2032, showing one possible pathway for meeting the fifth carbon budget through domestic action.</p><p> </p><p>Projections show that we are on track to deliver over 90% of our required performance against 1990 levels for the fourth and fifth carbon budgets, even before many of the policies and proposals in the Clean Growth Strategy are taken into account.</p><p> </p><p>Our progress in delivering on the ambitious policies and proposals set out in the Clean Growth Strategy– across housing, business, transport, the natural environment and green finance - is set out in detail in the Government Response to the Committee on Climate Change’s Annual Progress Report to Parliament. This includes an assessment of progress against key actions and milestones.</p>

star this property answer text <p>We have already made significant progress towards meeting our net zero target. Between 1990 and 2018, our economy has grown by 75% while emissions have decreased by 43% - faster than any other G7 nation. Since 2000, we have decarbonised our economy faster than any other G20 country. We met our first and second carbon budgets that were established under the Climate Change Act 2008, and we are on track to overachieve on the third. Our forthcoming sector strategies, and wider plans to deliver a green economic recovery following the COVID-19 pandemic, will contain further proposals to put us on track to meeting carbon budgets 4 and 5.</p><p> </p><p>In 2018, waste management accounted for 4.6 per cent (20.7 MtCO2e) of total UK GHG emissions, showing significant achievement of a 69% decrease in emissions between 1990 and 2018. The government is seeking to make the UK a world leader in using resources efficiently and reducing the amount of waste we create as a society. Our Resources and Waste Strategy (2018) sets a clear longer-term policy direction in line with our 25 Year Environment Plan.</p><p> </p><p>The detailed terms of waste incineration contracts are a matter for the contracting parties.</p>

star this property answer text <p>The Department for Business, Energy and Industrial Strategy is looking ahead to the emissions reduction plan, which will set out how we will decarbonise across the UK through the 2020s.</p><p> </p><p>The benefits of local energy projects include increased economic growth, carbon reduction, improved public health and welfare, and cost reduction. Support for local energy aligns with and complements other work across Government, including devolution and the provision of flexibility and decision making powers to local areas.</p><p> </p><p>Officials are already actively engaging with Local Enterprise Partnerships, Local Authorities, the community energy sector and other local partners to support delivery of local energy projects which contribute to the achievement of national objectives.</p> more like this

star this property answer text <p>Climate change is one of the most urgent and pressing challenges we face today, and the UK Government is committed to tackling it. The Clean Growth Strategy, published in October 2017, sets out the Government’s ambitious plans for decarbonising the economy through the 2020s. The Department for Business, Energy and Industrial Strategy (BEIS) continues to engage with Departments on implementing the strategy, including the Ministry for Housing, Communities and Local Government (MHCLG), which leads government’s relationship with local authorities.</p><p> </p><p>The joint BEIS and MHCLG office for Cities and Local Growth works closely with Ministers from both departments, as well as Local Enterprise Partnerships and local authorities. BEIS has launched a £7m Local Energy Programme which provides support to Local Enterprise Partnerships and local authorities to help them implement energy projects which reduce carbon emissions and benefit their communities.</p><p> </p><p> </p><p>BEIS have worked with colleagues in the Foreign and Commonwealth Office, attending a cities event in Bristol to building relationships between UK cities and EU cities on sustainability. BEIS Ministers and officials have attended multiple stakeholder events in support of locally led action on the Clean Growth agenda.</p><p> </p><p>MHCLG have ongoing dialogue with Local Enterprise Partnerships and Local Authorities on support for low carbon projects via management of European Regional Development Funds.</p><p> </p><p> </p><p> </p><p> </p><p>MHCLG are currently consulting on a draft revised National Planning Policy Framework which includes guidance on meeting the challenge of climate change.</p>

star this property answer text <p>The UK is firmly committed to the Paris Agreement and to our emissions reduction efforts under it. We are really pleased that many local authorities and their Mayors are already taking significant steps to implement the Paris Agreement, with over 30 signed up to international cities agreements like the Global Covenant of Mayors and London playing a leading role in the C40 cities movement. We are working closely with partner organisations like UK100 and APSE Energy to engage at official and political levels of local government.</p><p> </p><p>We announced as part of the Clean Growth Strategy, our Local Energy Programme. This builds on this work and is a joint programme with local authorities, local enterprise partnerships, combined authorities and community groups to understand local aspiration and action on low carbon and on climate change. This programme also announced the creation of a local energy contact group which will provide regular advice and input from these groups on departmental policy.</p><p> </p><p>We chair the national subcommittee for growth on sustainability which includes as members local authorities and oversees the funding through European Regional Development Funding for low carbon.</p><p> </p><p>We also work closely with Local Authorities on adapting to the impacts of climate change. The Local Adaptation Advisory Panel, which includes local authority representatives from city and county councils, is a forum for discussion on climate change adaptation between central government and local government.</p>

This is consistent with the Paris Agreement goal to limit global warming to well below 2°C and pursue efforts towards 1.5°C.</p><p>The Environment Act 2021 commits the Government to halting the decline in species in England by 2030, in addition to setting at least one long term target for biodiversity. The Environment Act’s package of new policies, alongside other measures including the Nature for Climate Fund and new Environmental Land Management schemes, will help the Government to reach its targets and tackle climate change and biodiversity loss.</p> more like this
