	answer	answer is ministerial correction date of answer 11/06/2019 answer text <p>Strategic procurement of infrastructure which supports UK supply chains, skills and exports is a key part of the Government’s modern Industrial Strategy, and through the Rail Sector Deal we are working with industry to promote procurement practices that support an innovative, highly-skilled, and productive British rail supply chain.</p><p> </p><p>These improved practices may include more effective use by both public and private sector organisations of early contractor engagement, simplified tendering processes, and procurement balanced scorecards examining whole-life costs and benefits.</p><p> </p><p>The Railway Industry Association (RIA) is currently taking forward work on this element of the sector deal on behalf of the rail industry. 	answer	answer is ministerial correction date of answer 22/07/2019 answer text <p>The Government is committed to ensuring fair remuneration for workers across the economy. In April 2019, the National Living Wage (NLW) rate was increased to £8.21 per hour, a rise of 4.9 percent. This means that the annual earnings of a full-time worker on the NLW will have increased by over £2,750 since the policy was introduced. We are also supporting and encouraging employers to pay more where possible and appropriate.</p><p>In line with this, at the end of last year, at the request of my rt. hon. Friend the Secretary of State, officials in BEIS undertook a review of the pay of staff working through its contractors, in order to ensure they receive a wage which is fair and directly comparable to other employers across the local labour market.</p><p>As a result of this review, the Department agreed with its contractors (Aramark and ISS) that, from 1 March 2019, they would align the pay of their cleaning, catering, mailroom and security staff to the appropriate median rates for those occupations as identified in the 2018 Annual Survey of Hours and Earnings (ASHE). This survey captures pay details for around 300,000 employees from the HMRC Pay As You Earn (PAYE) system down to Local Authority level and is therefore a robust and reliable source of pay data.</p><p>The immediate change for some staff has been significant. For example, some of our lowest paid security guards saw an increase of over 15%. Industrial Strategy policies recognise that different areas require flexibility to respond to local needs and to build on local strengths, this includes people living and working in rural areas, which is why the Industrial Strategy is investing in skills, industries and infrastructure. The Strategy’s Foundations consider rural needs, and will continue to do. For example:</p><p> </p><ul><li>The Industrial Strategy Challenge Fund enables investment in agritech</li><li>Apprenticeships are becoming a strong rural training route</li><li>We are investing in digital connectivity including 5G Rural First, and 5G Rural Integrated testbed pilots</li><li>Business productivity in SMEs are being tackled through Local Enterprise Partnerships and support from the British Business Bank</li></ul><p> </p><p>Furthermore, we have committed to developing Local Industrial Strategies with every Local Enterprise Partnership and Mayoral Combined Authority. Local Industrial Strategies provide an important opportunity for all rural areas to grow their economy by creating a bespoke approach to supporting the local economy and driving productivity.
