	answer	answer is ministerial correction date of answer 04/09/2019 answer text <p>The Year of Engineering 2018 campaign was a success thanks to the support and enthusiasm of more than 1500 partners right across the sector.</p><p> </p><p>The efforts of our partners – scores of passionate individuals from businesses, professional institutions, charities, schools and colleges - helped the campaign deliver more than five million direct experiences of engineering to 7-16 year olds across the UK, well exceeding our set one million target.</p><p> </p><p>We have seen first-hand that when young people get the chance to enjoy problem-solving activities or meet an engineer face-to-face, they are more likely to consider it as a job. It was fantastic to see that for those young people aware of the campaign, desirability of engineering careers increased substantially – by 35 percentage points for 7-11s and 14 percentage points for 11-16s</p><p> </p><p>We aim to create a lasting and meaningful legacy for the Year of Engineering by continuing to show young people from different backgrounds what they can achieve in engineering. This is done on behalf of Royal Holloway, University of London and the US National Oceanographic and Atmospheric Administration (NOAA) who fund the equipment.</p><p> </p><p>Ascension Island is a remote location which relies on limited air freight services to provide resupply of equipment. Our budget for enforcement and compliance stands at a record high and last year HM Revenue and Customs issued a record £17 million in penalties to employers who broke the rules.</p><p>We are in the process of concluding the evaluation of the NMW Naming Scheme. Consumers will have reassurance that the money they leave in good faith is going to the staff, as they intended.</p><p> </p><p>The Good Work Plan set out an ambitious programme to take forward the vast majority of the recommendations made in the Taylor Review. We have already implemented key commitments, through secondary legislation to increase workers’ rights and protections, and improve transparency for workers, from day one. The deadline for applications closed on 17 July, and the UK Space Agency is currently reviewing submitted proposals. For example, I met a range of oil and gas industry representatives and a member of the Scottish Government during a visit to Aberdeen on 2 September 2019. 	answer	answer is ministerial correction date of answer 03/09/2019 answer text <p>A pre-packaged sale in administration, whereby the sale of all or part of the business is arranged prior to the company entering formal insolvency and realised on or immediately after the appointment of the administrator, is a valuable business rescue tool. Pre-pack sales help to avoid a deterioration of the value of the company’s business between appointment of the administrator and sale, meaning there is more money available for creditors, including the pension scheme. In most cases where pre-packs are used, the only alternative would be the collapse of the business and the loss of all employees’ jobs.</p><p> </p><p>The government is aware of concerns about the transparency of pre-pack sales, particularly where a business is sold to a person connected with the old company. It is currently evaluating whether legislative measures are necessary to regulate pre-pack sales to a connected person, following a review of a package of voluntary industry measures implemented in 2015 to improve creditor confidence in pre-packs. The government cannot comment on individual insolvency cases. The review will inform a decision on whether further regulation is required where a business is sold via a pre-pack sale to a person connected with the old company. We expect to publish the outcome of the review shortly.</p><p> </p><p>As part of the review the Government liaised with the Pension Protection Fund, which made clear in its response to concerns raised by the Chair of the DWP Select Committee, that it does not fundamentally take issue with pre-packs but where there are concerns, these are referred to The Pensions Regulator for investigation.</p><p> </p><p>The government already has robust measures in place to prevent directors of insolvent companies who are guilty of poor behaviour from taking part in the management of companies in the future. 	answer	answer is ministerial correction date of answer 03/09/2019 answer text <p>The Private Rented Sector (PRS) Minimum Energy Efficiency Standard regulations require rented properties that are legally required to have an Energy Performance Certificate (EPC) to meet a minimum standard of EPC band E, except where an exemption applies. There are no blanket exemptions in the PRS regulations for Houses of Multiple Occupation (HMOs) however, where rooms are let individually, there is currently no requirement for an EPC to be issued. Government launched a Call for Evidence on EPCs in July last year where we outlined suggestions for improvement. We welcomed views on whether a HMO without an EPC should be legally required to have one when a room in that property is marketed for rent. Around a third (33%) of the electricity generated in 2018 came from renewables, up from 29.3% in 2017.</p><p> </p><p>Support provided to renewables through a range of policies such as the Renewables Obligation, the Feed-in Tariff, and Contracts for Difference has resulted in a diverse mix of renewable technologies. This includes wind, solar, hydro, bioenergy and more.</p><p> </p><p>In order to meet our net-zero ambitions, we will continue to support the roll out of new renewables generation. This investment includes the continuation of subsidy payments to support community post offices, the last shop in the village.</p><p>In addition, I met with Lord Gardiner of Kimble, the Minister for Rural Affairs, on 26 June 2019 to discuss the key role rural post offices play in communities. 	answer	answer is ministerial correction date of answer 01/08/2019 answer text <p>Improving the energy efficiency of domestic properties, commercial buildings and public sector buildings is vital for meeting the UK’s carbon reduction targets.</p><p> </p><p>Homes in the UK represent 15% of carbon emissions and meeting the net zero target is likely to require largely eliminating emissions from our housing stock. That is why we set out our aspiration in the <em>Clean Growth Strategy</em> that all homes should be EPC Band C by 2035. However reducing demand for energy will not be enough on its own, and by 2050 we will also likely need to fully decarbonise how we heat our homes.</p><p> </p><p>For businesses and industry, we set an ambition in the <em>Clean Growth Strategy</em> to reduce their energy usage by improving energy efficiency by at least 20% by 2030. This will deliver 22MtCO2e towards the fifth Carbon Budget.</p><p> </p><p>For public sector buildings, the <em>Clean Growth Strategy</em> states non-traded emissions (primarily from heating) should fall by around 50% by 2032, compared to 2017. 	answer	answer is ministerial correction date of answer 31/07/2019 answer text <p>Enterprise Zones act as a driving force for growth in local economies as they unlock key development sites, consolidate infrastructure, attract business and create jobs across 48 locations within England.</p><p> </p><p>Government has provided a range of funding and other incentives for Enterprise Zones, including a £120 million ‘Building Foundations for Growth’ grant fund to accelerate development in Enterprise Zones, a five year tax relief for businesses and simplified planning processes.</p><p> </p><p>LEPs have utilised proportions of their Growth Deal programmes to support development in their Enterprise Zones.</p><p> </p><p>The ability to retain business rates locally for 25 years allows LEPs to borrow against predicted income which provides a sustainable funding model to support improvements required in the Enterprise Zone as well as in the wider local economy.</p> answering member constituency Rochester and Strood answering member printed Kelly Tolhurst question first answered 31/07/2019 16:10:19 answering member 4487 label Biography information for Kelly Tolhurst

However, as a responsible Government, we have actively prepared for every eventuality, including a ‘No Deal’ scenario.</p><p> </p><p>The technical notice published by the Government on satellites and space programmes, set out information to allow the space sector to understand what actions would be required in a ‘No Deal’ scenario. 	answer	answer is ministerial correction date of answer 03/09/2019 answer text <p>Following the no-deal technical notice published on 23<sup>rd</sup> August 2018, the Government laid the draft State Aid (EU Exit) Regulations on 21 January 2019. The draft Regulations make amendments to the retained EU law on State Aid, where appropriate to correct deficiencies, in accordance with the powers in the European Union (Withdrawal) Act 2018. These draft Regulations transfer the State Aid regulatory functions of the European Commission to the Competition and Markets Authority (CMA).</p><p> </p><p>The draft Regulations were approved in the House of Lords on 14 March and debated by the Delegated Legislation Committee in the House of Commons on 10 April.
