star this property answer text <p>The Government’s continued commitment to the Northern Powerhouse, and the North’s vital role in improving the country’s productivity, is reflected in my rt. hon. Friend the Prime Minister’s recent decision to make the Minister for the Northern Powerhouse and Local Growth a joint appointment between the Department for Business, Energy and Industrial Strategy and and Ministry for Housing, Communities and Local Government. This builds on the commitment at Autumn Budget 2018 to refresh the Northern Powerhouse Strategy.</p><p>The Strategy will be developed across government and in partnership with external stakeholders, including mayoral combined authorities, Local Enterprise Partnerships and civic and business leaders, to ensure the whole of the North of England benefits from government investment with a clear plan for improved productivity and prosperity. It will also reflect the development of Local Industrial Strategies across the North, the first of which was published last month by Greater Manchester with government.</p><p>The refreshed Northern Powerhouse Strategy will be published in due course.</p><p> </p>

As announced in the Queen’s Speech we will be bringing forward an Employment Rights Bill to deliver the greatest reform of workers’ rights in over 20 years.</p><p>These reforms include taking firm action to tackle what Matthew Taylor termed one-sided flexibility, where some businesses have transferred too much business risk to the individual, sometimes at the detriment of their financial security and personal well-being.</p><p>We will also give all workers the right to request a more stable contract, which aims to encourage conversations between employers and businesses.</p> more like this

star this property answer text <p>The Government recognises the critical role that post offices play in communities and for small businesses across the UK. This is why the Government committed to safeguard the post office network and protect existing rural services. The overall number of post offices across the UK remains at its most stable in decades with over 11,500 branches thanks to significant Government investment of over £2 billion since 2010.</p><p> </p><p>While the Government sets the strategic direction for the Post Office, it allows the company the commercial freedom to deliver this strategy as an independent business. The number of Crown Post Office which are either operational or closed throughout the UK is an operational matter for Post Office Limited. I have therefore asked Nick Read, the Group Chief Executive of Post Office Limited, to write to the hon Member on this matter. star this property answer text <p>The Government is clear that anyone entitled to be paid the National Minimum Wage (NMW) or National Living Wage (NLW) should receive it. We are committed to cracking down on employers who fail to pay the NMW/NLW.</p><p> </p><p>The current law makes clear that anyone who carries out “work” for an employer is entitled to the NMW/NLW. Where HMRC enforcement officers identify that there has been an underpayment, including for breaches related to unpaid working time, they may issue a Notice of Underpayment instructing the employer to pay the workers the arrears they are owed, and a penalty of up to 200% of those arrears.</p><p> </p><p>In cases where the total arrears are over £500, the Government considers publicly naming the employer via the NMW Naming Scheme. We publicly name in most eligible cases (almost 95%), and exemption from naming is only granted in the very limited circumstances set out in the NMW enforcement policy document on gov.uk.</p> more like this
