	answer	answer is ministerial correction date of answer 15/01/2018 answer text <p>This Government supports open access to research publications, following the Finch Report in 2012, and further advice from Professor Adam Tickell in 2016. It is for the Research Councils and Funding Councils (and, soon, UK Research and Innovation) to implement open access within their arrangements for grants and other instruments. The Research Councils make available block grants to enable universities to make publications arising from their research open access.</p><p> </p><p>Best practice in this regard is for research publications to be open access, that is, freely available for all to read on the internet, and for research data to be “FAIR”. We support the recent G7 communique that proposes that “research data should adhere to the FAIR principles of being findable, accessible, interoperable, and reusable”. This does not mean that such data should always be open, as there are circumstances in which that would not be appropriate, for example where personal confidentiality or national security might be put at risk. Past experience has shown that previous fee increases have resulted in small or no changes in the number of patent applications. The new fees remain modest but are designed to encourage businesses and, in particular, individuals to consider carefully – before they apply – whether patent protection will be of benefit to them. We therefore expect to see a decrease in the number of speculative applications, and applications with little chance of successfully being granted a patent. The Impact Assessment modelled a 10% decrease in the number of applications on this basis, but no decrease is expected in the number of valid patents being granted to innovators. Following the referendum we set up a dedicated mailbox (<a href="mailto:research@beis.gov.uk" target="_blank">research@beis.gov.uk</a>) to allow academics, researchers and others with an interest to register any issues experienced in engaging with European activities. Since the announcement of the government underwrite of funding, the number of representations received has been low. Stakeholders have largely been in touch to seek clarification – both on the extent of the funding guarantee, and on the eligibility of UK applicants to continue participating in EU research projects after exit – rather than to report cases of discrimination.</p><p>The Joint Report, published by the UK and EU negotiating teams on 8th December 2017, and agreed by the European Council, makes clear that, as part of the overall withdrawal agreement, the UK’s right to participate in EU programmes, including Horizon 2020, will be unaffected by the UK’s withdrawal from the EU.
