star this property answer text <p>The UK carbon budgets set in legislation are among the most stringent in the world, with the fifth carbon budget requiring a 57% cut in emissions by 2028-2032 from a 1990 baseline.</p><p> </p><p>The Clean Growth Strategy sets out our plans to reduce greenhouse gas emissions through to 2032, showing one possible pathway for meeting the fifth carbon budget through domestic action.</p><p> </p><p>Projections show that we are on track to deliver over 90% of our required performance against 1990 levels for the fourth and fifth carbon budgets, even before many of the policies and proposals in the Clean Growth Strategy are taken into account.</p><p> </p><p>Our progress in delivering on the ambitious policies and proposals set out in the Clean Growth Strategy– across housing, business, transport, the natural environment and green finance - is set out in detail in the Government Response to the Committee on Climate Change’s Annual Progress Report to Parliament. This includes an assessment of progress against key actions and milestones.</p>

star this property answer text <p>Climate change is one of the most urgent and pressing challenges we face today, and the UK Government is committed to tackling it. The Clean Growth Strategy, published in October 2017, sets out the Government’s ambitious plans for decarbonising the economy through the 2020s. The Department for Business, Energy and Industrial Strategy (BEIS) continues to engage with Departments on implementing the strategy, including the Ministry for Housing, Communities and Local Government (MHCLG), which leads government’s relationship with local authorities.</p><p> </p><p>The joint BEIS and MHCLG office for Cities and Local Growth works closely with Ministers from both departments, as well as Local Enterprise Partnerships and local authorities. BEIS has launched a £7m Local Energy Programme which provides support to Local Enterprise Partnerships and local authorities to help them implement energy projects which reduce carbon emissions and benefit their communities.</p><p> </p><p> </p><p>BEIS have worked with colleagues in the Foreign and Commonwealth Office, attending a cities event in Bristol to building relationships between UK cities and EU cities on sustainability. BEIS Ministers and officials have attended multiple stakeholder events in support of locally led action on the Clean Growth agenda.</p><p> </p><p>MHCLG have ongoing dialogue with Local Enterprise Partnerships and Local Authorities on support for low carbon projects via management of European Regional Development Funds.</p><p> </p><p> </p><p> </p><p> </p><p>MHCLG are currently consulting on a draft revised National Planning Policy Framework which includes guidance on meeting the challenge of climate change.</p>

star this property answer text <p>The UK is firmly committed to the Paris Agreement and to our emissions reduction efforts under it. We are really pleased that many local authorities and their Mayors are already taking significant steps to implement the Paris Agreement, with over 30 signed up to international cities agreements like the Global Covenant of Mayors and London playing a leading role in the C40 cities movement. We are working closely with partner organisations like UK100 and APSE Energy to engage at official and political levels of local government.</p><p> </p><p>We announced as part of the Clean Growth Strategy, our Local Energy Programme. This builds on this work and is a joint programme with local authorities, local enterprise partnerships, combined authorities and community groups to understand local aspiration and action on low carbon and on climate change. This programme also announced the creation of a local energy contact group which will provide regular advice and input from these groups on departmental policy.</p><p> </p><p>We chair the national subcommittee for growth on sustainability which includes as members local authorities and oversees the funding through European Regional Development Funding for low carbon.</p><p> </p><p>We also work closely with Local Authorities on adapting to the impacts of climate change. The Local Adaptation Advisory Panel, which includes local authority representatives from city and county councils, is a forum for discussion on climate change adaptation between central government and local government.</p>
