Due to the decisions this Government has taken, the British economy is fundamentally strong and we are well-positioned to negotiate our departure from the EU. Employment in the UK is at a record high. This is why we have protected the science resource budget in real terms from its 2015/16 level of £4.7 billion for the rest of the parliament, as well as committing to invest in new scientific infrastructure on a record scale – £6.9 billion over the period 2015-2021 – including £65 million in the North East in 2014/15.</p><p> </p><p>The Treasury decision to underwrite the grants of competitively bid for EU research funding will give British participants and their EU partners the assurance and certainty needed to plan ahead for projects that can run over many years. 	answer	answer is ministerial correction date of answer 21/10/2016 answer text <p>The Warm Home Discount scheme uses a secure data share between the Department for Work and Pensions and participating energy suppliers in order to deliver direct assistance with energy bills each winter to eligible households.</p><p>Suppliers already hold data on customers’ names and addresses - the only additional information they receive under the secure data share for the Warm Home Discount is which of their customers are eligible for the rebate. The Regulations under Section 142 of the Pensions Act 2008[1] only allow suppliers to use the information they obtain through the data share to provide energy bill rebates or defined relevant assistance such as energy efficiency advice and measures.</p><p> </p><p>The regulations make it an offence to disclose the information without lawful authority. Any transfer and storage of personal data by the energy suppliers would also be subject to the requirements of the Data Protection Act. Energy suppliers are required (under contract) to demonstrate that they have secure measures in place for the handling, transferring and deletion of the personal data that has been supplied to them under the secure data share.</p><p> </p><p>In addition, individuals are able to ‘opt out’ of the data share for the Warm Home Discount scheme, meaning that DWP would not share any state pension credit information on that individual with energy suppliers. For Scheme Year 6 (this year), six people have formally taken up this option.</p><p> </p><p>There is a formal complaints procedure in place between BEIS, DWP and Serco, who manage the WHD contact centre. As such, all UK consumers, including those in the sharing economy, are covered by consumer protection regulations against unfair commercial practices.</p><p> </p><p>As the sharing economy continues to grow and diversify an important part of the success of companies, such as AirBnB, will be ensuring the safety and confidence of consumers is paramount. The Government has worked closely with sharing economy businesses and recognises that a number of companies are taking welcome steps to achieve this. 	answer	answer is ministerial correction date of answer 24/10/2016 answer text <p>The Warm Home Discount consultation, published in December 2011, included questions on data sharing.</p><p> </p><p>Prior to the Warm Home Discount, the Energy Rebate Scheme, which ran for one year, used data-matching (of DWP and energy suppliers’ data) to identify a group of pensioners likely to be vulnerable to fuel poverty, so that their electricity supplier could award a one-off rebate to their electricity bill.
