In May, 2,206 permit applications were made to the Government of Israel to enter Israel at the Erez crossing for healthcare, with 61% approved, 8% denied and 31% delayed. In the same month, 2,426 patient companion applications were made with 47% approved, 13% denied and 40% pending. The UK regularly raises and will continue to call on the Israeli government to ease access restrictions further and for Israel and the Palestinian Authority to work together to ensure a durable solution for Gaza. We played a key role with our international partners to develop the Global Compact on Refugees, which was agreed in December last year.</p><p> </p><p>This Compact provides a framework for more predictable and equitable responsibility-sharing and more effective international cooperation in refugee responses. The UK actively engaged in its development, including through five Thematic Meetings and six Formal Consultations between Member States in Geneva over 2017 and 2018.</p><p> </p><p>The UK remains steadfastly supportive of the aims of the Compact. DFID works to address the underlying causes of deforestation, such as stopping illegal logging and related corruption, and ending unsustainable practices in the production of palm oil, cocoa and other agricultural commodities. This helps to protect habitats for the species that live in forests.</p><p>Work to tackle deforestation is funded through the Forest Governance, Markets and Climate programme (£250m, 2011-21), which is tackling illegal logging and promoting trade in legal timber; Investments in Forests and Sustainable Land Use (£107m, 2015-23), which works with companies to develop new and sustainable approaches to growing agricultural commodities, which protect forests and provide sustainable livelihoods; and through the Indonesia country programme.</p><p>The Global Environment Facility (GEF), to which the UK is a major donor, also plays a major role in protecting species which live in tropical rainforests. As a founding member of the European Partnership for Responsible Minerals (EPRM), the UK helps promote responsible sourcing of minerals. More recently, DFID has been working with the Carter Centre to improve transparency and governance in the mining sector.</p><p> </p><p>The UK is very committed to addressing the three issues outlined on regulation, health &amp; safety and use of child labour by encouraging compliance with the Organisation for Economic Cooperation and Development (OECD) Due Diligence Guidance for Responsible Mineral Supply Chains from Conflict-Affected and High-Risk Areas. The implementation of this guidance will be made mandatory for the biggest importers in the EU via the EU Regulation on the Responsible Sourcing of Conflict Minerals. This will come into force in January 2021. For example, DFID provides funding to support the installation of more solar power such as through mini-grids in Kenya and Rwanda; helps to establish markets in African countries for small scale, household solar power so poor people have access to affordable clean energy; and funds research and innovation for example in electric vehicles, clean cookstoves and solar battery storage. We also provide support for investments in clean energy through CDC for example supporting hydro-electric power in DRC; and through our funding of multilateral development organisations, such as the World Bank and the Green Climate Fund, the latter of which reports investment of $12.4 billion in renewable energy since 2008.</p><p>Our priority is to help developing countries establish a secure and sustainable energy supply, which is essential for economic growth and poverty reduction. Respect for human rights is important in itself and for achieving stable, inclusive and prosperous societies. Human rights underpin freedom, democracy and rule of law and form the basis of the Agenda 2030 Sustainable Development Goals (SDGs). The SDGs are at the heart of the UK Aid Strategy and the Department’s new Single Departmental Plan which guide DFID’s strategic decision-making.</p><p> </p><p>The UK continues to be a strong advocate for Goal 16 on inclusive, peaceful societies, widely acknowledged as an enabler for all the other Sustainable Development Goals and for the protection and promotion of human rights.</p><p> </p><p>DFID programmes support human rights across a range of areas such as health, education, peace and security as well as through our support for inclusive and accountable governance. Support on the ground includes lobbying and programming for safe and open spaces for civil society and human rights defenders to operate. Officials monitor programme outcomes and regularly consult with civil society and directly with Human Rights Defenders to improve our response.</p><p> </p><p>DFID’s Governance for Growth, Stability and Inclusive Development paper, published in March, set a refreshed strategic direction for our work on governance, with a renewed focus on protecting democratic space, where this is under threat, and supporting the rule of law and civic freedoms. The SDGs are at the heart of the UK Aid Strategy and the Department’s new Single Departmental Plan which guide DFID’s strategic decision-making.</p><p> </p><p>DFID country offices’ planning processes take account of interdisciplinary analysis, including a country’s progress toward achieving the SDGs, and our aid relationships involve consideration of partner governments’ commitment to human rights.</p><p> </p><p>DFID carries out, and regularly reviews, programme risk assessments, including the risks of unintended harm to people and to the environment, and our Supply Partner Code of Conduct sets high, legally enforceable standards for ethical behaviour and compliance with human rights by our suppliers in the delivery of DFID contracts.</p><p> </p><p>DFID’s position paper, Governance for Growth, Stability and Inclusive Development, published in March, set a refreshed strategic direction for DFID’s work on governance, including a renewed focus on protecting democratic space, where this is under threat, and supporting the rule of law and civic freedoms. DFID provides assistance to strengthen civil society in the UK and overseas through capacity building support and funding opportunities. This assistance is delivered through our centrally-managed programmes and our country programmes.</p><p> </p><p>DFID is acting to increase support to CSOs based in developing countries. We are broadening out some of our centrally-managed programmes to accept bids from Southern-based CSOs. This includes UK Aid Direct, DFID’s centrally-managed programme for small and medium civil society organisations. 	answer	answer is ministerial correction date of answer 08/07/2019 answer text <p>Given the seriousness with which the UK takes the allegations of incitement in the Palestinian pilot curriculum and textbooks we have taken the time needed to make sure that the independent review delivered will be rigorous, credible and can form the basis for discussions with the Palestinian Authority (PA) on this important issue. Securing the backing of the wider international community is central to this. We are pleased that after calls by the UK government for international action the European Union (EU) agreed to lead and co-fund the independent review. DFID has pressed hard to expedite this and had hope to make findings available to Parliament by September 2019, including by commissioning an inception report to form the basis of the independent review.</p><p> </p><p>The EU are currently in contracting negotiations with a potential service partner. Following this negotiation DFID will provide an update to Parliamentarians on the timetable for the report. We recognise that publishing findings by September is now very unlikely, although we anticipate only a short delay. 	answer	answer is ministerial correction date of answer 09/07/2019 answer text <p>Following the review of the Gaza Reconstruction Mechanism (GRM) by the UN, Government of Israel and the Palestinian Authority in February 2018, and the implementation of improvements in January 2019, we assess that the GRM and, in particular, its Programme Monitoring Unit (PMU) has effective processes to monitor the entry and use of construction materials in Gaza. DFID has recently committed a further £700,000 to the PMU over the next two years.
