unstar this property answer text <p>At the “Supporting Syria and the Region London 2016” Conference we co-hosted on 4<sup>th</sup> February 2016, leaders came together to pledge more than $11 billion, the largest amount raised in one day for a humanitarian crisis. Commitments made at the Conference will help to create 1.1 million jobs and provide education to an additional 1 million children. This money will save lives, give hope and give people a chance for the future. The Conference also brought leaders together to praise the bravery of all those working inside Syria to protect innocent civilians, demand an end to these abuses and obstruction of humanitarian aid. The outcomes of the conference are reflected in the Co-hosts' statement available on the Conference website <a href="http://www.supportingsyria2016.com/" target="_blank">www.supportingsyria2016.com</a>.</p><p> </p><p>We are deeply concerned by the humanitarian impact of the ongoing Syrian regime offensive on Aleppo, which is backed by Russian airstrikes; including the high level of displacement it is causing.</p><p><strong> </strong></p><p>DFID continues to use existing funding to support our partners to be flexible in their responses and to enable the realignment of programming to meet those newly displaced and most in need. We are working with our partners in Aleppo and Idlib governorates to increase their existing food distribution and primary health assistance to support the newly displaced. We also support the UN OCHA managed, Humanitarian Pooled Fund (HPF), which has announced a US$10.5 million emergency fund to meet the needs of the new displaced as a result of the fighting in northern Aleppo. The HPF funding will focus on meeting key health, WASH, food, shelter and protection needs.</p>

unstar this property answer text <p>We have consistently raised concerns about the legislation with the Ugandan Government at the most senior levels, and sought assurances on the protection of individuals. Most recently, the Secretary of State for International Development and the Minister for Africa raised the issue with the Ugandan President on 6 May. We will continue to press the Ugandan Government at the highest levels to defend human rights for all.</p><p> </p><p>The UK suspended all Budget Support to the Government of Uganda in 2013 following the misappropriation of donor funds. After the passing of the Anti-Homosexuality Act we assessed our programme to ensure that UK aid was not being provided to organisations that proactively and publically promoted the legislation. Following this, the UK and other donors suspended funding to one organisation. We will continue to monitor this situation. We are also stepping up our support to human rights organisations that protect minority rights in Uganda.</p><p> </p> more like this

unstar this property answer text <p>DFID has introduced tighter ministerial controls and tough anti-corruption controls over spending decisions and we only provide aid direct to other governments where we are completely satisfied that the government shares our commitment to the UK’s four Partnership Principles - (1) poverty reduction, (2) respecting human rights, (3) improving public financial management, promoting good governance and transparency and fighting corruption, and (4) strengthening domestic accountability.</p><p> </p><p> </p><p> </p><p>We have robust systems for carrying out due diligence and promoting use of funds as well as enhanced internal audit and rigorous external scrutiny.</p><p> </p><p>DFID also carries out Fiduciary Risk Assessments which include an explicit assessment of corruption risk. These are subject to independent scrutiny. DFID provides financial aid, only where there is a credible programme to address weaknesses in public financial management.</p><p> </p><p> </p><p> </p><p>All organisations which receive funding from DFID are required to provide evidence about the use of funds, including providing audited financial statements, and this is monitored as part of our monitoring of programme performance and delivery.</p><p> </p><p> </p><p> </p><p>DFID has a range of audit processes:</p><p> </p><p> </p><p> </p><p>· Internal Audit Department. DFID applies a risk based approach to planning its internal audit assignments: using risk registers and the audit committee.</p><p> </p><p>· National Audit Office - The DFID Annual Report 2013-2014 which can be found on our website is subject to external audit by National Audit Office (NAO).</p><p> </p><p>· The UK Government set up the Independent Commission for Aid Impact (ICAI) to evaluate our work and report directly to Parliament. ICAI examines Official Development Assistance (ODA) across government although concentrates principally on DFID. ICAI reports on audits undertaken are publically available through their website.</p><p> </p>

unstar this property answer text <p>Assessing the needs of men, women, girls and boys in emergency situations, including their protection needs, is a core function of DFID humanitarian partners. In conflict affected areas for example, children face multiple problems ranging from being used as child soldiers, to sexual exploitation, to denial of access to education. DFID views facilitating education as one of the ways we can help to protect children.</p><p> </p><p>In the Syria region for example, the No Lost Generation initiative contributes to protecting children through access to learning and psychosocial support. It advocates for better protection of children from violence, abuse and exploitation, aiming to restore hope for the future to thousands of children. DFID has allocated £50m to the No Lost Generation initiative, and is working with UNICEF and other partners to maximise the quality, coverage and coherence of these interventions, contributing to resilience and peaceful co-habitation. DFID has also funded education, psychosocial support and child protection across the region, with a particular focus on support to education in Lebanon and Jordan.</p><p> </p><p>We have also focussed on protecting children as part of our Call To Action on Violence Against Women and Girls (VAWG), which saw commitments from partners that included creating new protection officer roles, incorporating the issue of VAWG into humanitarian coordination response plans, supplying additional human resources on VAWG and to increase the evidence base on this issue for more effective targeting of UK assistance. In each rapid onset emergency DFID supports, we review specific actions to address Violence Against Women and Girls. For example in response to Typhoon Haiyan, which hit the Philippines during the Call to Action meeting in 2013, the Secretary of State convened a high level meeting with donors and UN agencies to specifically ensure that VAWG was addressed as a priority. As a result, participants agreed that the Philippines should act as a pilot for improving how VAWG is addressed in emergencies. The Secretary of State tasked a team of DFID experts to the Philippines to take stock of the international response VAWG within the first weeks of the emergency and to ensure DFID programmes addressed this issue.</p><p> </p>

unstar this property answer text <p>Protection of children in emergencies is a priority for DFID. Examples of our work include in the Syrian region DFID is helping to provide protection to children affected by armed conflict. We are providing more than £500 million in humanitarian aid to help people, including children, who have lost everything as a result of the violence. Of this the UK has dedicated £82 million specifically for the protection, trauma care and education of children affected by the crisis. In Eastern DRC, DFID is in close discussion with the international community and the government of DRC on Disarmament, Demobilisation and Reintegration (DDR) programming with a specific child soldier component.</p><p> </p><p> </p><p> </p><p>Additionally the UK has supported child protection activities in emergencies through our work on Violence Against Women and Girls following Typhoon Haiyan in the Philippines, in the recent Iraq crisis and through security sector reform programmes in Somalia. In Sierra Leone we are supporting UNICEF for child protection activities in the Ebola outbreak, where DFID deployed child protection advisers to jump start a focus on this important issue.</p><p> </p><p> </p><p> </p><p>Child protection activities in emergencies are often part of wider projects and funding is not recorded separately. For example, education projects in emergencies will often provide protection and since 2009/10 DFID has more than doubled education spending in conflict and fragile states. From 2010 to 2015, the UK has supported 11 million children in primary and lower secondary school, and trained more than 190,000 teachers.</p><p> </p>

unstar this property answer text <p>Over the past few years, the UK has played a leading role in improving the construction standards of schools in Nepal so that they are more resilient to earthquakes. We have retro-fitted or reconstructed around 200 school buildings and renovated a further 35. This was part of larger programmes and plans, with FCO, MOD and other donors, to help the Government of Nepal and local communities to prepare for an earthquake.</p><p> </p><p>The UK is providing more than £33million to the earthquake response in Nepal, making us the largest donor to the relief operation.</p><p> </p><p> </p><p>There will be an international conference in Kathmandu on 25 June at which the Government of Nepal will present its plans for post-earthquake reconstruction. This conference will help the UK and other donors to plan and coordinate assistance programmes over the medium to longer term. Ensuring that local communities are less vulnerable to earthquakes is a huge, long-term challenge but the recent earthquake has demonstrated that it will be an important part of our future work.</p>
