	answer	answer is ministerial correction date of answer 07/06/2019 answer text <p>The UK remains deeply concerned for the three million people living in Idlib governorate, the majority of which is currently controlled by Hayat Tahrir Al-Sham (HTS). DFID is working closely with UN and NGO partners to deliver life-saving assistance such as food, shelter and healthcare to the most vulnerable people across Idlib, including those who have been displaced by recent escalations in violence. In 2018/19, we provided over £80 million to support such humanitarian activities in Northwest Syria. Our programmes across Syria have extensive controls in place to ensure that aid delivered by DFID-funded partners reaches those who need it and does not benefit extremist groups such as HTS.</p><p> </p><p>In addition to our humanitarian effort, the UK continues to use our position in the UN Security Council to advocate for the protection of all civilians, aid workers and journalists in Syria, and was instrumental in convening two emergency UN sessions on Idlib on 10 and 17 May. We are concerned by the high levels of poverty, unemployment, food insecurity, and the impacts of the humanitarian situation on children. The World Health Organisation (WHO) in a report on 31 May titled ‘The Gaza trauma response’, noted that from 30th March 2018 to 30th March 2019, during the ‘Great March of Return’ demonstrations, 172 people became permanently disabled because of their injuries, of whom 36 were children.</p><p> </p><p>The UK is committed to help the growing needs of approximately 1.5 million registered refugees in Gaza through support to the UN Refugees and Works Agency (UNRWA). Between 2019-2020, the UK will provide up to £80m to UNRWA. UNRWA runs over 274 schools and educates over 278,000 children in Gaza. We are providing £2 million to the International Committee of the Red Cross (ICRC) to help support several of the most urgent health needs in Gaza, including drugs, surgical equipment and physical rehabilitation for people with disabilities. The Global Fund works to roll out new antimicrobials and diagnostic tools for example, helping to treat 102,000 people for drug-resistant tuberculosis in 2017. UK aid to the Palestinian Authority’s (PA’s) health and education sectors is channelled through the EU Palestinian-European Socio-Economic Management Assistance Mechanism (PEGASE). Our money goes into a special, dedicated bank account before being paid to individuals who have been vetted in advance. The bank account is only used for UK aid. Independent auditors check that the money paid out from the special bank account only went to the vetted individuals after every disbursement.</p><p> </p><p>UK’s financial aid to support the PA’s water and energy sectors will be channelled through The World Bank Partnership for Infrastructure Development in the West Bank and Gaza Multi Donor Trust Fund. DFID will support nursing provision through our new health partnerships programme, which includes £5 million of grants to train and upskill nurses and midwives specifically. DFID also assists countries to invest in their health workers to improve health services. We deliver this through our strong investment in Gavi, the Vaccine Alliance, which will vaccinate an additional 76 million children in 68 of the world’s poorest countries by 2020.</p><p> </p><p>We are deeply concerned that opposition to vaccinations and spread of anti-vaccine misinformation could undermine these hard-fought gains that have helped protect the world’s most vulnerable children from vaccine preventable diseases and outbreaks. Gavi shares this concern and works through civil society groups at local levels to address opposition to vaccines. These groups monitor anti-vaccine sentiment at local levels and help counter vaccine misinformation by providing accurate information of their health benefits. This approach helps provide a deeper understanding of the causes of opposition to vaccinations. We are closely engaging with the UN’s Humanitarian Co-ordinator and organisations delivering humanitarian assistance to establish the severity of the operating conditions they are facing.</p><p> </p><p>The UK continues to call on all parties to the conflict to comply with UN Security Resolution 2451 to facilitate safe, rapid, and unhindered access for humanitarian actors. We are clear that there can be no military solution to this conflict. A political settlement is the only way to provide long term stability to Yemen and address the worsening humanitarian crisis. Last financial year (2018/19), for example, we <del class="ministerial">provided</del> <ins class="ministerial">contributed to the provision of </ins>food assistance to over 490,000 internally displaced people (IDPs) and since June 2017 we have helped over 40,000 IDPs receive psychosocial support and provided over 35,000 with life-saving health care.</p><p> </p><p>The UK has also supported the International Organisation for Migration (IOM) and United Nations High Commissioner for Refugees (UNHCR) to provide primary healthcare and mental health services, legal assistance, child protection and support to survivors of gender-based violence.
