In May, 2,206 permit applications were made to the Government of Israel to enter Israel at the Erez crossing for healthcare, with 61% approved, 8% denied and 31% delayed. In the same month, 2,426 patient companion applications were made with 47% approved, 13% denied and 40% pending. The UK regularly raises and will continue to call on the Israeli government to ease access restrictions further and for Israel and the Palestinian Authority to work together to ensure a durable solution for Gaza. Our £25million What Works to Prevent Violence programme is the largest global investment in research into prevention of violence against women and girls and I am committed to maintaining the UK’s global leadership in this area.</p><p> </p><p>At the Ending Sexual and Gender-Based Violence (SGBV) in Humanitarian Crises Conference the UK committed £7 million of support to tackle SGBV in Syria through our partnership with the United Nations Population Fund (UNFPA) and reaffirmed our commitments made under the Call to Action on Protection from Gender Based Violence in Emergencies.</p><p> </p><p>Work to prevent and respond to GBV in emergencies in DFID consists of standalone programmes and GBV prevention and response integrated into broader conflict prevention, humanitarian and sector wide interventions in education, women’s economic empowerment and social protection. During humanitarian emergencies, violence against women and girls can increase in both frequency and severity. DFID funded ‘What Works to Prevent Violence’ research in South Sudan revealed that over 73% of girls and women experienced intimate partner violence.</p><p> </p><p>The UK is an active member of the Call to Action on Protection from Gender-based Violence in Emergencies, which brings together governments, UN agencies, international NGOs and civil society organisations to share best practice and report on progress against shared commitments on preventing and responding to GBV. 	answer	answer is ministerial correction date of answer 01/07/2019 answer text <p>In Idlib and surrounding areas, the current offensive by Assad’s regime and Russian forces is compounding an already dire humanitarian situation, with 2.7 million people in need of humanitarian assistance. We are alarmed by UN reports that over 327,500 people have been displaced between 1 May and 13 June and more than 37 schools and 26 health facilities have been damaged or destroyed by airstrikes. DFID is committed to alleviating the suffering among those affected and is working with our partners to scale up our response to meet the growing needs among displaced people, including through the distribution of food, shelter and other essential items.</p><p> </p><p>In Yemen, nearly 80 per cent of the entire population – over 24 million people – require some form of humanitarian assistance and almost 10 million people face extreme food shortages. In response to the crisis in Yemen, the UK has allocated £200 million this financial year alone. Action taken by IPPF includes a Safeguarding Taskforce to review and improve overall processes; IPPF’s first employee engagement survey; a set of best-practice safeguarding policies and procedures, including an Independent Complaints Panel; an IPPF SafeReport, which provides a safe space for anyone – including staff, clients, volunteers or member of the public – to raise concerns.</p><p>We continue to regularly review IPPF against our high standards for safeguarding, whistleblowing, risk, governance and code of conduct, and we conduct regular assessments of their safeguarding procedures. In addition to recent safeguarding reforms, IPPF is currently conducting a review of its governance system and structures, which IPPF anticipate will take around six months. The UK has also made a commitment to UNRWA of up to £80m over the next two years to help provide health services and education to Palestinian refugees living across the Middle East. For example, through DFID’s support to GAVI, the Vaccine Alliance, the UK will help immunise 300 million children between 2016 and 2020.</p><p> </p><p>DFID also supports the prompt diagnosis and treatment of disease and the development of new drugs and diagnostic tools to treat resistant infection. DFID investment in the Global Fund to Fight AIDS, TB and Malaria contributed towards treating 102,000 people for drug-resistant tuberculosis in 2017. In 2017, we were amongst the first to raise the alarm and to provide support for populations at risk of dying from starvation in Somalia, South Sudan, Yemen and North East Nigeria. We provided £170 million for provision of humanitarian aid in Somalia in 2017, supporting those at risk of famine and in 2017/18 our support in South Sudan reached over 420,000 people with food assistance. Since 2013, we have spent approximately £1.3 billion supporting the scale up of nutrition services in humanitarian contexts including Yemen, South Sudan, Somalia, Nigeria and the DRC.</p><p> </p><p>Our approach is to act early to save more lives, and to build the resilience of communities and states to crises and shocks. The UK is leading work on development of new antibiotics and treatment combinations and new ways to rapidly test for drug resistance. DFID’s support to the Global Fund helps to ensure rapid rollout of new tools. For example, UK funding has helped to roll out a new multi-drug-resistant TB treatment regimen in 30 countries where the Global Fund operates.</p><p> </p><p>Strengthening TB prevention, diagnosis and treatment also contributes to strengthening broader health systems. In Afghanistan GPEI are working to reach mobile populations where children have been chronically missed by vaccination campaigns. In Nigeria activities are focussed on trying to reach all children with vaccinations to close immunity gaps that allow polio to remain.</p><p> </p><p>The UK are observers on the Polio Oversight Board and represent all state donors on the Strategy Committee, which gives us a position from which to influence the activities of the fund at a strategic level. 	answer	answer is ministerial correction date of answer 23/05/2019 answer text <p><strong></strong></p><p>The UK is committed to meeting the needs of all internally displaced persons, whether they are displaced as a result of conflict or natural disasters. <em> </em>DFID provides funding to key agencies involved in responding to the needs of internally displaced persons, including the Office for Coordination of Humanitarian Affairs (OCHA), the United Nations High Commissioner for Refugees (UNHCR), the International Committee of the Red Cross (ICRC) and the International Organisation for Migration (IOM).</p><p> </p><p>The UK is a significant humanitarian donor in many countries with displaced populations. For example in South Sudan, in 2017/18 our support reached over 420,000 people with food assistance, over 370,000 women and children with nutrition support, and over 680,000 people with access to safe drinking water and/or improved sanitation facilities, many of whom are internally displaced. In Iraq, DFID support has helped provide food assistance to over 408,000 people, emergency cash transfers to over 274,000 people, and life-saving healthcare services to over 4.1m people, including those internally displaced. Additionally, in Syria where there are over 6 million of internally displaced persons, DFID has spent over £1 billion in humanitarian response.</p><p> </p><p>The UK has provided £36 million in response to Cyclone Idai which is estimated to have affected 2.6 million people in Mozambique, Malawi and Zimbabwe. Gavi monitor this at international, national and local levels. This provides an accurate picture of population immunity levels crucial to preventing deadly disease outbreaks. Through UK support to Gavi, immunisation coverage has increased substantially across the world’s poorest countries from a baseline of 66% in 2000 to 80% in 2017. This coverage is now on par with the global average of 85%. Despite the increased coverage, the UK remains concerned about reports of anti-vaccination campaigns and vaccine hesitancy. This has the potential to undermine hard-fought gains in protecting children from vaccine preventable diseases. Gavi recognises this and works through civil society and local community groups to address community concerns or fears and ensure that there is strong trust in vaccines.</p><p> </p><p>The UK will support efforts to improve vaccine uptake internationally by ensuring Gavi’s future strategy focuses on increasing access to vaccines for the world’s most marginalised children and continues to work at local levels with civil society groups to address local concerns and counter false claims and misinformation. As Gavi’s largest donor, the UK was a vocal advocate for inclusion of the HPV vaccine within its portfolio to help protect the most vulnerable girls from the leading cause of cervical cancer.</p><p> </p><p>Through Gavi support, 30 developing countries have taken their first steps toward HPV roll out with the aim of vaccinating 40 million girls by 2020. Affordability and high demand are also important considerations to enabling HPV vaccination programmes to be introduced. Gavi is helping overcome these by negotiating price reductions of the HPV vaccine to make it more affordable for poorer countries and by working with civil society in local communities to promote the benefits of the vaccine.</p><p> </p><p>The 2017 World Health Assembly Global Call for Action to eliminate cervical cancer has brought widespread attention on the importance of HPV.
