star this property answer text <p>In December 2013 the UN declared a Level 3 crisis in CAR which is in effect until December 2014. The UK welcomed the UN declaration which more accurately reflected the severity of the situation on the ground and brought much needed attention and resources from across the UN system to respond to the crisis.</p><p> </p><p> </p><p> </p><p>The UK has been closely monitoring the situation and has committed a total of £18 million in humanitarian funding to CAR in 2014 to help hundreds of thousands of people, along with £7 million in Cameroon and Chad to assist CAR refugees. The funds are going towards the protection of civilians, urgent medical assistance, and to food security and livelihoods assistance through UN agencies, the Red Cross and NGOs. In 2014, the UK is the third largest bilateral humanitarian donor to CAR after the USA (£87 million) and the EU (£39 million). The UK’s combined bilateral and multilateral contributions (through the EU and the UN’s Central Emergency Response Fund) to the CAR crisis total £27 million in 2014.</p><p> </p>

star this property answer text <p>In response to the Ebola outbreak in West Africa, the UK has committed £205 million to contain, combat and ultimately defeat the disease in Sierra Leone. UK support will include the construction of six Ebola treatment centres across the country, providing 700 beds to treat 8,800 patients over the next six months.</p><p> </p><p> </p><p> </p><p>In support of this effort, the UK has deployed 750 military personnel to Sierra Leone. This will support the deployment of RFA Argus and three Merlin helicopters which will provide crucial transport support to medical teams and aid experts. It also includes military personnel to staff a WHO Ebola Training Facility training healthcare workers, logisticians and hygiene specialists; and support to a UK joint civilian-military command and control hub, which will provide the backbone of infrastructure, commodities, training and management needed to scale up the response in Sierra Leone.</p><p> </p> more like this

In response to this the UK has provided a further £4.7 million. This will support some of the most vulnerable people who have been identified by our partners in a joint assessment run by the UN and the Government of Pakistan. However, decisions on civil society attendees have been made by Afghanistan civil society themselves (rather than the UK or Afghan Government) through a democratic process in Kabul. The UN Food and Agricultural Organisation/ World Food Programme Crop and Food Security Assessment Mission to the Democratic people’s Republic of Korea, 2013, reported an estimated uncovered food deficit of 40,000 tonnes for that marketing year. star this property answer text <p>Public private product development partnerships (PDPs) have been shown to expedite the development of new drugs, vaccines and diagnostic tests, achieving results faster than either the public or private sectors alone.</p><p> </p><p>Prior to the creation of PDPs, only 20 drugs were developed for neglected diseases between 1975 and 2000. Since 2000, UK Government funded PDPs have developed 19 new products including drugs for malaria, TB, neglected tropical diseases (such as sleeping sickness and visceral leishmaniasis), one vaccine for diarrhoea (rotavirus) and six new diagnostic tests (5 for TB and the first ever rapid diagnostic test for sleeping sickness).</p><p> </p> more like this

star this property answer text <p>The UK is at the forefront of the international response to the Syria crisis. The UK has already allocated £700 million to support internally displaced persons inside Syria and Syrian refugees in neighbouring countries, of which £2.3 million has been provided to Syrian refugees in Egypt in 2013/14. The UK Government has also been active in raising concerns on the treatment and detention of refugees and migrants within Egypt with the relevant authorities as well as providing diplomatic support to the work of UNHCR and other actors on these issues. The UK, through the tri-departmental Conflict Pool, is also supporting work to strengthen border management in the region.</p><p> </p><p> </p><p> </p><p>DFID is helping to address economic challenges in Egypt, promoting economic opportunities to reduce hardship. For example DFID is supporting job creation and economic reform through the £125m regional Arab Partnership programme. This has included working with young people and other marginalised groups on developing the skills and opportunities to find and create sustainable jobs.</p><p> </p>

According to the European Commission, as of 28 October the EU and its Member States had pledged €911 million. This includes €100 million from France, €107 million from Germany, €53 million from Sweden and €46.2 million from Italy. DFID calculates ODA disbursements to measure its stated goal of achieving 0.7% during 2013 and in order that international comparisons can be made with other DAC donor states.</p><p> </p><p> </p><p> </p><p>The average ODA to GNI ratio for 2013 for all DAC donor states is 0.397%. star this property answer text <p>In the latest Strategic Response Plan for Iraq, the UN estimates that 1.26 million internally displaced people are in need of assistance in order to be prepared for winter, with 800,000 people in need of immediate shelter.</p><p> </p><p> </p><p> </p><p>The UK government has responded by funding £23 million of humanitarian assistance in Iraq. £17.5 million of the funding has gone to the UN, NGOs and the International Committee for the Red Cross for projects which include winterisation assistance such as shelter kits for people living in collective shelters and unfinished buildings. In addition we have supplied some 1,500 winterised tents and more than 4,500 thermal blankets for various UN agencies and NGO partners to distribute across affected areas.</p><p> </p> more like this

Despite continued progress in political stabilisation, the security situation remains volatile.</p><p> </p><p> </p><p> </p><p>Recognising the lessons of the previous peace agreements, which did not achieve a durable peace in Mali, the UK and other members of the Security Council have been working closely with all parties to encourage full and faithful implementation of a future comprehensive and inclusive peace agreement. Through the UK’s political, financial and personnel contributions to the UN Mission in Mali (MINUSMA) as well as regional EU Common Security and Defence Policy missions, the UK aims to promote political stability, good governance and regional cooperation as well as encouraging stability across the wider region.</p><p> </p><p> </p><p> </p><p>Although DFID does not have a bilateral development programme in Mali, we are working with other donors to ensure that development aid effectively addresses the needs of all of the citizens of Mali, is conflict sensitive and contributes to political accountability, legitimacy and inclusiveness. DFID has seconded a conflict adviser into the EU delegation in Mali to that end. DFID always consider the longer term development impact when developing our programmes across the Sahel, including Mali. star this property answer text <p>The UK is the second largest government supporter of research to promote scientific innovation to develop new health technologies to combat infectious life-threatening diseases in the developing world. In August 2013 the Government announced support for a number of product development partnerships, with funding scheduled to continue until 2018<sup>[1] </sup>. star this property answer text <p>The UK regularly engages with the European Union on the promotion of scientific research in Africa, including in relation to infectious diseases. Cooperation on Science, Technology and Innovation (STI) is embedded in the Joint Africa EU Strategy (JAES), agreed by Heads of State in 2007. Under the JAES, the EU and Africa engage in an STI partnership, governed by an EU-Africa senior officials high-level policy dialogue (HLPD). Through the UK Collaborative on Development Sciences (UKCDS), a group of 14 UK government departments and research funders, the UK plays a particularly active role in the HLPD Bureau, the body that implements the recommendations of HLPD. The HLPD and its Bureau is currently engaged, with UK support, in promoting an EU-Africa roadmap for STI cooperation in food and nutrition security and sustainable agriculture. In addition, the EU has established the Pan Africa programme as a funding instrument to support the JAES and DFID officials are involved in regular discussions on the management of this fund. The funds from this programme support cooperation on a number of priority areas including research cooperation and improved higher education.</p><p> </p><p>The European and Developing Countries Clinical Trial Partnership (EDCTP) was established in 2003, to accelerate the development of new or improved drugs, vaccines and other health technologies. EDCTP brings together countries in Europe and sub-Saharan Africa, to pool resources and skills, to effectively co-ordinate and implement clinical research and to build research capacity in Africa. The UK is a leading bilateral investor in the EDCTP and has worked actively to promote its work; the UK is currently Chair of the European Economic Interest Group (representing European Member States) and the overall General Assembly.</p><p> </p>

star this property answer text <p>The UK has led conversations with other donors on improving linkages between humanitarian and development programmes, and ways to increase self-sufficiency and resilience among populations who are in need of humanitarian assistance. With our partners we are looking to fast track and implement innovative ways to stimulate markets to address food insecurity and build livelihoods, link development programmes in health and education with humanitarian provision of these services, and improve co-ordination in-country between humanitarian and development planning and provision.</p><p> </p><p> </p><p>Within the £150m in humanitarian support already pledged by the UK in response to the crisis in South Sudan this year, and supplemented by our development support to basic services and livelihoods, the UK is introducing new elements that facilitate a move away from reactive emergency responses to those that strengthen communities’ and households’ own efforts to reduce hunger and the need for humanitarian assistance. This portfolio includes investments in food and livestock production, stimulating weak food markets in urban centres, and enhancing roads that link communities with markets and basic services.</p>

star this property answer text <p>The Government is already taking action to address the specific recommendations of the United Nations Conference on Trade and Development report Trade and Environment Review 2013.</p><p> </p><p> </p><p> </p><p>At the recent Climate Summit in New York, the Department for International Development on behalf of the Government joined the new Global Alliance on Climate Smart Agriculture. This Alliance aims to enhance the resilience of 500 million people in agriculture by 2030 while at the same time reducing greenhouse gases (GHG) emissions from agriculture. DFID is also a major funder of international agriculture research. This includes support to the Climate Change and Food Security Programme of the Consultative Group on International Agricultural Research (CGIAR).</p><p> </p><p> </p><p> </p><p>On land use the UK used its G8 Presidency in 2013 to place land high on the agenda. G8 leaders agreed the principle that “Land transactions should be transparent, respecting the property rights of local communities”. They also launched eight land partnerships to support the implementation of the Voluntary Guidelines on Land Tenure. The UK leads the partnerships in Tanzania and Nigeria and co-leads in Ethiopia. Since the 2013 G8 Summit, the Department for International Development has scaled up its work on land and property rights, through bilateral programmes and multilateral support.</p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p>The Government also helps to expand market access and trading opportunities for developing countries. For example, the Government played a critical role in concluding the Economic Partnership Agreement negotiations between the EU and Southern Africa and West Africa. Least developed countries, and countries from the African, Caribbean and Pacific who have signed Economic Partnership Agreements, have duty free and quota free access to the EU market.</p><p> </p><p> </p><p> </p>

star this property answer text <p>General budget support to Malawi was suspended in 2011 due to concerns relating to human rights and public financial management. Tightly managed sector budget support for health and education was continued by all donors but following the <em>Cashgate</em> scandal in November 2013 this too was suspended. There can be no consideration of putting UK funding through Malawi government systems until the integrity of the Government’s financial management systems has been restored and independently verified.</p><p> </p><p> </p><p> </p><p>The UK is still committed to poverty reduction and supporting poor people in Malawi, through a large programme of ongoing investments delivered outside of government systems, in health, education, agriculture, water and sanitation, economic development and governance.</p><p> </p> more like this

star this property answer text <p>An assessment from the UN Relief and Works Agency indicates that nine out of thirteen schools built using DFID funding sustained damage during the recent conflict in Palestine.</p><p> </p><p> </p><p> </p><p>To ensure maximum impact from our contribution, DFID’s infrastructure funding in Afghanistan is largely channelled through multi-donor trust funds, including the World Bank-managed Afghanistan Reconstruction Trust Fund (ARTF) and the Asian Development Bank-managed Afghanistan Infrastructure Trust Fund. There are thirty-three donors to the ARTF, making it difficult to directly attribute all infrastructure projects to specific countries. star this property answer text <p>The UK is leading the international response to Ebola in Sierra Leone, and we are working closely with a wide range of UK and International NGOs to contain and combat the outbreak. Given the shifting nature of the epidemic and the evolving international response, payments to NGOs are under constant review.</p><p> </p><p> </p><p> </p><p>To date, our support to UK NGOs includes disbursement of £13.5million to the British Red Cross; £5million to Save the Children; £3.6 million to World Vision; £2.1million to UK Med, £50,000 to Riders for Health and £52,000 to Map Action.</p><p> </p><p> </p><p> </p><p>We will make further disbursements to UK NGOs as needed throughout the Ebola crisis.</p><p> </p> more like this
