star this property answer text <p>Working with disability focused NGOs and disabled people’s organisations (DPOs) is central to DFID’s work on Disability Inclusion. DFID’s leading programmes for working with NGOs – UK Aid Direct and UK Aid Match – both include support for disability-focused organisations. DFID’s flagship programme on girls education – the Girls’ Education Challenge – has reached over 45,000 girls with disabilities, in part through working with disability focused organisations such as Leonard Cheshire. DFID continues to learn from experience of what works in reaching girls with disabilities. For example, building on the success of the programme in Kenya, Leonard Cheshire are working with the education ministry to revise the teacher training curriculum and demonstrate to local education ministries how to support girls with disabilities.</p> more like this

star this property answer text <p>We are one of the largest bilateral donors to education globally</p><p><br>Between 2015 and 2019 we supported 14.3 million children to gain a decent education of which at least 5.8m were girls.</p><p>DFID’s focus is on ensuring that children have access to a quality education.</p><p>My ambition is that DFID increases the number of its education specialists in the field to support the major shift required in education systems and teaching to deliver improved learning for children.</p> more like this

While the proposal to update the humanitarian codes was approved by all DAC members in April 2018, the specific “Education in Emergencies” code was not approved at this stage. The DAC may consider revisiting the introduction of this code in the future.</p> more like this

star this property answer text <p>UK humanitarian aid is classified using standards defined by the Organisation for Economic Co-operation and Development, Development Assistance Committee (OECD DAC) so they can be comparable across the international donor community. These classifications cover five broad areas of humanitarian activity:</p><ul><li>Material relief, assistance and services (which includes Education)</li><li>Emergency food aid</li><li>Relief coordination, protection and support</li><li>Reconstruction, relief and rehabilitation</li><li>Disaster prevention and preparedness</li></ul><p>The amount of UK humanitarian aid spent specifically on education is therefore not held centrally, and could only be obtained at disproportionate cost.</p><p>The OECD DAC are currently finalising the 2017 updates to the humanitarian codes. This will include the introduction of a specific “Education in Emergencies” code, the adoption of which will allow for future monitoring of humanitarian spend on education.</p> more like this

star this property answer text <p>The amount of bilateral ODA spent on education programmes in fragile or conflict-affected states where humanitarian programming is also active for the last three years is: £143.9 million in 2012, £226.3 million in 2013 and £199.9 million in 2014. Between 2010 and 2015 DFID supported 11m children in school, of which 7.5m were in fragile or conflict-affected states. DFID has again pledged to support 11m girls and boys with a decent education between 2015 and 2020.</p><p> </p><p>DFID is supporting improvements to how the international community provides education in emergencies, including leadership to establish the ‘No Lost Generation’ Initiative to provide over 251,000 Syrian children with education inside Syria and in the region. At the Conference on Supporting Syria and the Region on 4<sup>th</sup> February we were instrumental in getting the international community to agree that all Syrian refugee children and affected host country children should be in education – formal school or non-formal – by the end of 2016/17.</p>

star this property answer text <p>The United Kingdom notes the recent recommendations of the UN Committee on the Rights of the Child. Our priority is to ensure children get the education they deserve and in the vast majority of cases this means investing in the state sector. However, where state provision is weak or non-existent we work with paid-for schools to provide an education to children who would otherwise get none.</p><p>It is important for national governments to define the appropriate balance between private and public provision in their country, in compliance with their international human rights obligations. We do not accept that DFID’s funding of private provision of education violates children’s right to an education. On the contrary, in many cases it secures it.</p> more like this
