star this property answer text <p>Insecurity, damaged infrastructure and bureaucratic constraints throughout Yemen, including in Sa’ada, continue to threaten the access of humanitarian relief organisations to the 22.2 million Yemenis in need of assistance across the country. As of August 2018, the UN assess Sa’ada district as having high access constraints.</p><p> </p><p>We continue to work closely with our UN and NGO delivery partners, in Sa’ada and northern Yemen, who are operating under difficult circumstances to reach the most vulnerable. We also urge all parties to the conflict to ensure rapid, safe and unhindered humanitarian and commercial access across Yemen, including in Sa’ada, and to do everything possible to protect innocent civilians and demonstrate their commitment to International Humanitarian Law.</p> more like this

star this property answer text <p>The UN estimates that over 200,000 migrants and refugees have come from the Horn of Africa to Yemen over the last two years (2016 and 2017). DFID is providing up to £36 million to support displaced people and migrants in Yemen between 2017 and 2020. These funds are directed through the United Nations High Commissioner for Refugees (UNHCR) and International Organisation for Migration to protect the safety, dignity and basic rights of people, including African migrants in Yemen. These funds also support the UNHCR’s work in the Kharaz refugee camp in Lahj. Their work includes responding to sexual violence and violence against women, child protection, early childhood education, refugee legal assistance and detention monitoring.</p> more like this

My officials met with Code Blue on 28 February to discuss this issue and informed them of the measures the UK is taking to raise safeguarding standards with all our partners, including UNAIDS, and that tackling harassment will be a priority during our Chairmanship of the Programme and Coordinating Board.</p> more like this

star this property answer text <p>I have been firm in my demand that agencies show leadership and take action alongside the UK to improve reporting mechanisms for sexual exploitation and abuse, and have requested information on the measures that they have in place and assurance that these are being effectively implemented. I will assess the evidence that they provide to determine what action needs to be taken.</p><p> </p><p>DFID is leading and convening a group of likeminded donors to develop a strong, consistent approach to sexual harassment, intimidation and sexual exploitation and abuse, across the development and humanitarian sectors. This includes reviewing and shaping UNAIDS proposal for an independent, external panel to develop concrete recommendations to strengthen zero tolerance policies, including sexual harassment and abuse of power.</p> more like this

Where and when access allows, DFID’s humanitarian partners are providing health and nutrition, livelihoods and food security, winter clothing, clean water, and protection.</p><p>The UK continues to press for full and sustained humanitarian access. We co-sponsored the UN Security Council resolution demanding a 30-day ceasefire to enable humanitarian aid and medical evacuations, and call on all parties to the conflict to act now to ensure the ceasefire is implemented in full.</p> more like this

star this property answer text <p>I have written 192 letters to UK charities which receive UK aid, insisting that they spell out the steps they are taking to ensure their safeguarding policies are fully in place and work properly. I have called on all organisations to safeguard everyone that they come into contact with, including beneficiaries, staff and volunteers, and that organisations must report every serious incident or allegation, no matter how damaging it is to their reputation. DFID has also written to more than 393 international charities which receive UK aid to set out the high standards we expect, and we will undertake a similar exercise with all multilaterals, suppliers and stakeholders.</p> more like this
