star this property answer text <p>In 2021–2022 there was no spend on lanyards.</p><p>In 2022–2023, in support of LGBT+ people in Parliament, the House Administration approved a request from ParliOut to spend £380 for 500 rainbow lanyards. ParliOut is the workplace equality network (WEN) for LGBT+ people in Parliament.</p><p>In 2023–2024, in support of LGBT+ people in Parliament, the Administration approved expenditure from ParliOut of £1,639 on 1,500 rainbow/progressive flag lanyards. In support of disabled people in Parliament, the Administration approved expenditure from ParliAble of £475 on purple lanyards bearing the ParliAble logo. ParliAble is the workplace equality network for disabled people in Parliament.</p><p>As the networks are bicameral, their expenditure is split 70% by the House of Commons and 30% by the House of Lords.</p><p>The lanyards are not solely for House of Commons staff. They are worn by any interested passholders, including Members of both Houses and their staff, staff of both Houses, contractors, etc.</p>

star this property answer text <p>Members are the Controllers for the personal data held by their Parliamentary offices. This includes the data and information stored on the Parliamentary-provided devices and network accounts of their Parliamentary staff, including staff funded by short money.</p><p>In almost all circumstances, access is only provided to the data held in a Member’s parliamentary account or devices (or those of their staff) by the Parliamentary digital Service (PDS) on the instruction of that Member in their capacity as Controller. This is in line with the UK General Data Protection Regulation (UK GDPR) data processing contract between each Member and the Administration.</p><p>As the Controller, a Member can instruct PDS to grant themselves, or members of their Parliamentary staff, access to the accounts and devices assigned to other staff in their own office.</p><p>Devices funded by short money that have been ordered through PDS are managed by PDS. In line with the UK GDPR data processing contract between individual Members and the Administration, PDS would facilitate access to the information stored on these devices at the instruction of the Controller.</p><p>Although no specific guidance has been issued by PDS to political parties on this issue, the Administrations of both Houses of Parliament have a data processing contract that applies to Controllers using Parliament’s IT systems. The contract for Members of both Houses includes a service description that sets out how Members are using Parliament’s IT systems to process the personal data which they are responsible for.</p>

These costs are now covered by the House directly as efficiencies had been identified.</p><p>The underground car park requires 24/7 cover due to the closure of one of the ramps into the car park necessary to facilitate the works in the New Palace Yard. The costs include unsociable working hours, bank holidays and weekends.</p><p>For the 2023–2024 financial year, the cost for traffic marshals, excluding underground car park marshals, is forecast to be £647,763.</p><p>For the same period, the cost for the underground car park marshals is forecast to be £1,271,966.</p>

star this property answer text <p>The House Administration wants to enable schoolchildren across the UK to have the opportunity to visit Parliament. It has therefore been actively considering the impact of rising travel costs and revised constituency boundaries on the Education Travel Subsidy.</p><p>In June 2023, the Finance Committee considered and agreed proposals to increase the subsidy in light of rising travel costs. This was implemented in September 2023, but the Committee asked for additional increases to be considered. A further proposal was brought to the Finance Committee in November 2023 and the Commission in December 2023 to amend some elements of the subsidy and implement further increases. These were agreed and will be applied from April 2024. The changes are expected to increase visit numbers from outside the south-east.</p><p>The Commission noted in December 2023 that a deep dive review of the Education Travel Subsidy programme would take place in the third quarter of 2024/25 which would take account of constituency boundary changes.</p><p>The travel subsidy allows eligible state-funded schools to claim between 50 and 75 per cent of travel costs back, subject to maximum claim caps. Constituencies are set into three geographic based bands, A, B or C to determine eligibility. Further information is given on the Parliamentary website: <a href="https://learning.parliament.uk/en/schools-and-colleges/travel-subsidy/" target="_blank">Travel Subsidy - Parliament UK Education</a>. star this property answer text <p>It is not possible to give a fair and accurate number spent on the (a) purchase and (b) installation of all fire doors in the Palace of Westminster since 2010. This is because fire doors are routinely refurbished or replaced as part of wider projects, and information recorded on building and maintenance projects does not specifically identify which involved installing new fire doors.</p><p>There was a fire door and compartmentation project that took place from 2016–2020. This project focused on the refurbishment and conservation of doors, rather than the installation of new doors. The team worked on 721 doors across the Palace of Westminster, only a handful of which were purchased and installed as new. The total cost of the project amounted to £5.2 million, which covered not only the work on the doors but out of hours working (so as not to disrupt the business of the House) and work to replace glazed panels or large bespoke doors.</p><p>It would not be possible to break down the cost by door nor the cost to install the small number of new doors that were purchased as part of this particular project.</p><p>As a member of the Parliamentary Fire Safety Committee, I would be happy to take forward any concerns from the right hon. Member for Suffolk Coastal and ensure they are promptly addressed.</p>

star this property answer text <p>In the past three years a total of 11,182 plumbing incidents have been reported across the Parliamentary estate:</p><ul><li>2021 – 2,345 incidents</li><li>2022 – 3,626 incidents</li><li>2023 – 5,211 incidents</li></ul><p><br>We have had multiple issues with toilets in Portcullis House due to the quality of the water in the system. To address this, new equipment, including a filtration system, was installed in Autumn 2023. An initial fault with this system was rectified by mid-November. A longer-term solution to improve the water quality is being planned by the Strategic Estates team.</p> more like this

More than 60 lifts are being refurbished during a six-year phased approach programme. These lifts are situated within the Palace of Westminster, Portcullis House, and two outbuildings not on the main estate. The programme is due to end in 2026.</p> more like this

star this property answer text <p>The House Service manages a contract with Banner for the provision of both general and bespoke stationery for Members and staff of both Houses. It monitors Banner’s service through regular performance meetings and by reviewing performance metrics provided by Banner. The contract includes a dedicated account manager and a customer care hotline.</p><p>Members can purchase stationery from other providers. The contract with Banner enables them to charge any purchases from Banner to their IPSA funded account.</p><p>The contract with Banner was procured from the Cabinet Office’s agency, Crown Commercial Service (CCS), during 2021 and will be due for re-tendering during 2024.</p><p>In my capacity as a Commissioner, I shall make representations to the House Administration asking that it looks at Banner’s service delivery, when the House returns from the Christmas recess.</p> more like this

star this property answer text <p>The House of Commons Administration is committed to providing free period products across the Commons Estate. These efforts have been supported by the Administration Committee which agreed in September 2023 that an initial trial of free period products should be made permanent.</p><p>The House Administration provides a minimum of one machine supplying free period products in each outbuilding and in multiple locations across the Palace, with 27 machines in total. It is undertaking to widen this access to as many applicable toilets as possible.</p><p>Free provision is supplemented by the continuation of machines offering products to purchase, with 81 across site.</p> more like this

star this property answer text <p>The Research and Information Team (R&amp;I) leads on much of the House’s work to support Members and their staff with their research and information needs, including those of a scientific and statistical nature.</p><p>The team provides direct statistical and scientific support to MPs and their staff through the Enquiry Service. In 2022/23, 18,000 individual Member research requests were handled across all topic areas.</p><p>The team publishes resources to help parliamentarians engage with scientific and statistical issues, including:</p><ul><li>Library briefings on <a href="https://commonslibrary.parliament.uk/research-briefings/sn04446/" target="_blank">How to spot spin and inappropriate use of statistics</a> how to <a href="https://commonslibrary.parliament.uk/research-briefings/sn05073/" target="_blank">design effective charts</a> and how to <a href="https://commonslibrary.parliament.uk/research-briefings/sn05072/" target="_blank">design effective statistical tables</a></li><li>POST guides to common <a href="https://post.parliament.uk/research-glossary/" target="_blank">scientific research terms</a>, <a href="https://post.parliament.uk/interpreting-research-evidence/" target="_blank">interpreting scientific evidence</a>, and <a href="https://post.parliament.uk/type/resource/" target="_blank">data analysis</a></li></ul><p><br>The team provides wider statistical and scientific support to MPs and their staff through events and training. For example, in 2023 the Library hosted:</p><ul><li>A talk by the Office for National Statistics on how it measures the economy</li><li>Evidence Week in collaboration with the charity Sense About Science and in partnership with Ipsos, the UK Statistics Authority and universities and research institutions from across the UK. More than 160 MPs, Peers and staff participated.</li></ul><p><br>The Library provides courses to enhance research skills, such as a course on finding scientific content and on how to use the Library’s specialist scientific and statistical resources.</p><p>In addition to the work conducted by R&amp;I, the Members’ Services Team (which leads on general training for Members’ staff) and the Select Committee Team (which supports Committee Members) may also meet requests for scientific or statistical training, or work with R&amp;I to address the need.</p>
