star this property answer text <p>The Department and entities within its accounting boundary report on the basis of European Union Adopted International Financial Reporting Standards as interpreted and adapted for the public sector by HM Treasury’s Financial Reporting Manual.</p><p> </p><p>Debt is not a specific classification of liability that is reported by entities including National Health Service foundation trusts.</p><p> </p><p>To provide a total liability amount for NHS foundation trusts, either current and payable within 12 months or non-current and due to be settled beyond 12 months from the end of the financial year, would therefore include items which the Department would not expect to be viewed as debt.</p><p> </p><p>For this reason, the Department has interpreted the term ‘debt’ to refer to outstanding balances on loans both with the Department and with Other Entities. The attached table identifies the total level of loans outstanding for NHS foundation trusts as at 31 March 2018, on a current and non-current basis.</p><p> </p><p>Loans held with the Department are eliminated on consolidation to arrive at the Group’s Consolidated Statement of Financial Position. As part of presenting a consolidated set of accounts, all intra group activity (including income, expenditure, assets and liabilities generated by intra group trading) is eliminated, so as to not overstate the Group position. For individual NHS foundation trusts these loans with the Department represent a debt, but this is not the case in regards to the Group position presented in the Department’s Annual Report and Accounts as balances held and transactions related to the loans held are eliminated.</p>

star this property answer text <p>The Department provides loans to National Health Service trusts and foundation trusts for both capital investment and to support revenue expenditure.</p><p> </p><p>Interim revenue loans are provided to NHS providers to help protect the continuity of patient services and to ensure those organisations in financial deficit or distress have time and space to develop plans for return to a sustainable financial path.</p><p> </p><p>Interest rates on loans vary based on the purpose of the loan and provider’s circumstances. The same interest rates are applied to NHS trusts and foundation trusts irrespective of region.</p><p> </p><p>National Loan Fund rates are applied to normal course of business loans which includes capital investment. For those that are in receipt of interim financial support, the interest rates charged on loans are either 1.5%, 3.5% or 6%. The 6% rate is reserved for those trusts in Financial Special Measures (FSM). However, those that deliver three months of NHS Improvement benchmarked performance while in FSM are reduced to 3.5% on further loans. star this property answer text <p>The Department has not made an assessment of this recommendation. The Government announced its long term financial settlement for the National Health Service in June. This will represent an increase of £20.5 billion in real terms by 2023/24. The Government has asked the NHS to develop a long-term plan which will set out a vision for the health service and ensure every penny is well spent. Government has been clear that better access to mental health services, to help achieve the government’s commitment to parity of esteem between mental and physical health, is one of the principles which must underpin the plan.</p><p> </p><p>The 2018 Budget set out some of aspects of what the long-term plan will contain, and further details will follow when the plan is published in due course.</p> more like this

star this property answer text <p>The Government is committed to moving towards parity of esteem between mental health and physical health services, ensuring that high quality mental health support is available for those that need it, in appropriate, safe settings. Funding for mental health services will grow as a share of the overall National Health Service budget over the next five years.</p><p> </p><p>Last year alone the Government invested over £1 billion in children’s mental health services, which will help ensure that an additional 70,000 children will receive mental health support by 2021. In December 2017, we published a joint health and education Green Paper, and will be rolling out new Mental Health Support Teams to provide early intervention support for mental health in and near schools and colleges, as well as piloting a four-week waiting time standard.</p><p> </p><p>The Government has asked the NHS to develop a long-term plan and has been clear that better access to mental health services, to help achieve the Government’s commitment to parity of esteem between mental and physical health, is one of the principles which must underpin the plan.</p>

star this property answer text <p>There is no general six week target for access to specialist National Health Service children’s mental health services. The Five Year Forward View for Mental Health is at the heart of Government plans to transform mental health services and a key part of this is ensuring a reduction in waiting times for key services. Following publication of the Five Year Forward view, the Government agreed the following waiting times and access targets with NHS England to be achieved by 2020/21:</p><p>- For accessing ‘Improving Access to Psychological Therapies’ services 75% of referrals should be seen within six weeks and 95% should be seen within 18 weeks.;</p><p>- For eating disorder services 95% of referrals should be seen within four weeks for routine cases and 95% of urgent referrals should be seen within one week; and</p><p>- For the Early Intervention in Psychosis programme 50% of people experiencing a first episode of psychosis should start a National Institute for Health and Care Excellence recommended package of care within two weeks of referral, rising to 60%.</p><p>We are on track to meet these targets, which are tracked on the Five Year Forward View dashboard. star this property answer text <p>‘Stepping Forward to 2020/21: The Mental Health Workforce Plan for England’ was published in July 2017 and sets the ambition to deliver 21,000 new posts across the mental health system, with the expectation that 19,000 of these places will be filled by staff employed directly by the National Health Service by 2020/21.</p><p> </p><p>The plan aims to increase the size of the mental health workforce, including the workforce for children and young people’s mental health services, through increased recruitment, improved retention and through development of new roles and ways of working to improve efficient use of the most qualified staff.</p><p> </p><p>All regions have developed and are implementing mental health workforce plans which include plans to expand the number of professionals working in children and young people’s mental health services.</p> more like this

star this property answer text <p>Pre-exposure prophylaxis (PrEP) for HIV has been shown to be an effective intervention to reduce the risk of HIV infection. A randomised controlled trial of PrEP in the United Kingdom found an 86% reduction in the risk of HIV infection in gay, bisexual and other men who have sex with men prescribed PrEP. A finding supported by data from New South Wales in Australia where a rapid decline in HIV diagnoses was seen in the 12 months following the introduction of PrEP.</p><p> </p><p>With the development of internet self-purchasing in 2015, PrEP use in England is thought to have quadrupled during 2016 so that an estimated 3,000 gay and bisexual men were taking PrEP by year end. It is probable that this scale-up of PrEP use will have had an effect at reducing underlying HIV incidence, additional to the effect of intensified HIV testing and the immediate treatment of those newly diagnosed as living with HIV. However, it is too soon to estimate the size of this additional effect from available data. The HIV PrEP Impact trial funded by NHS England began in October 2017 to understand questions on PrEP eligibility, uptake and duration of use, and impact on HIV and other sexually transmitted infections.</p>
