Objectives include to increase the number of people on the NHS Organ Donor Register to 30 million by 2020; to improve the consent/authorisation rate to 80% by 2020; and to portray donation as a positive step in the grieving process.</p><p> </p><p>While there is an urgent shortage of organs for transplant for people from all backgrounds the problem is particularly acute for black, Asian and minority ethnic patients, who are more likely to need an organ transplant. The Department launched a campaign in July 2018, delivered by NHS Blood and Transplant, with support from the National Black, Asian, Mixed Race and Minority Ethnic Transplant Alliance, to increase donation rates by raising awareness and breaking down barriers to donation within these communities. In 2017-18, there were 1,574 deceased donors and 1,051 living donors, leading to a total of 5,090 transplants, in the United Kingdom.</p><p> </p><p>Although 80% of people support organ donation in principle, only 38% or 25 million people had registered a decision to donate on the NHS Organ Donor Register. To better reflect the view of most people, the Organ Donation (Deemed Consent Act) 2019 will be introducing a new system of consent for organ and tissue donation in England, from 2020, to help increase the number of donors. The Department launched a campaign in July 2018, delivered by NHS Blood and Transplant, with support from the National Black, Asian, Mixed Race and Minority Ethnic Transplant Alliance, to increase donation rates by raising awareness and breaking down barriers to donation within these communities. In April, NHS Blood and Transplant launched a 12-month communication campaign before the law comes into force, to raise awareness of the changes and the options available under the new system. The campaign will target BAME communities and campaign materials have been developed to resonate with different audiences and communities across London. NHS Blood and Transplant also plans to translate the leaflet containing details of the new law into different languages. The resulting increase in deceased donors is expected to come in gradually and reach full effect in 2022/23. 	answer	answer is ministerial correction date of answer 14/01/2020 answer text <p>The new consent arrangements for organ and tissue donation that the Government aims to introduce from spring 2020, known as ‘opt-out' or ‘deemed consent’, mean that all adults over 18 will be considered potential organ and tissue donors after death, unless they make a decision that they do not want to be a donor, they have nominated a representative to make a decision on their behalf after death, or are in an excluded group.</p><p>A decision either to donate or to not donate organs and tissues can be made by recording a decision on the Organ Donor Register, or in other ways, both written and verbal, including telling your family.</p><p>Under the new arrangements, the family of the deceased will continue to be consulted and they will still be able to provide information about their loved one's wishes.
