star this property answer text <p>NHS England is currently reviewing congenital heart services for adults and children, including paediatric cardiac surgical services. The review aims to:</p><p> </p><p> </p><p> </p><p>- secure the best outcomes for all patients;</p><p> </p><p>- tackle variation; and</p><p> </p><p>- improve patient experience.</p><p> </p><p> </p><p> </p><p>The review has developed a set of draft standards and service specifications which are currently out to public consultation. The consultation runs until 8 December. Further details can be found at:</p><p> </p><p> </p><p> </p><p>https://www.engage.england.nhs.uk/consultation/congenital-heart-disease-standards</p><p> </p><p> </p><p> </p><p>There are no centres in Wales providing paediatric congenital cardiac surgery and so patients typically travel to England for surgery. NHS England is working with colleagues in Wales to ensure Welsh residents are aware of the review and able to respond to the consultation.</p><p> </p><p> </p><p> </p><p>NHS England will work with providers to help ensure that services meet the required standards.</p><p> </p>

star this property answer text <p>Funding for activity for congenital heart disease is based on tariff prices as is common with many other specialised services. Monitor is responsible under the Health and Social Care Act 2012 for tariff. NHS England has advised that a small amount of the funding is negotiated locally.</p><p> </p><p><strong> </strong></p><p> </p><p>NHS England is currently reviewing congenital heart services for adults and children including forecasting activity levels at a national level and is producing a regional analysis.</p><p> </p><p> </p><p> </p> more like this

star this property answer text <p>On 12 June 2013 my Rt. hon. Friend the Secretary of State announced in Parliament that the Safe and Sustainable review’s proposals for children’s congenital heart services could not go ahead in their current form. In July 2013, after discussions with key stakeholders, NHS England established a new congenital heart disease review, encompassing services for adults as well as children.</p><p>The new review has now been completed and the board of NHS England has agreed its proposals. NHS England is now working on implementation of the proposals and commissioning services against the new requirements. This is being done in collaboration with provider trusts.</p><br /><p><strong></strong></p> more like this

star this property answer text <p>Clinical audit is an important tool for driving up standards in the delivery of treatment and care. The National Institute for Cardiovascular Outcomes Research regularly provides clinical audit data to NHS England and the regulators which they use to monitor the outcomes at all children's cardiac centres. As part of the Congenital Heart Disease review, NHS England is currently reviewing the type of information that it analyses to monitor the outcomes of these services.</p> more like this

star this property answer text <p>NHS England is currently undertaking the congenital health disease review. It has conducted extensive pre-consultation engagement with a wide range of stakeholders who have an interest in congenital heart disease.</p><p> </p><p>NHS England has made considerable progress in responding to their concerns and, for the first time, it has developed a comprehensive set of commissioning standards that will cover the whole patient pathway from infancy to adult services and right through to palliative care and bereavement.</p><p> </p><p>Following the engagement process, we understand that NHS England will consult on these draft service standards later this year, but not in July as previously anticipated.</p><p> </p><p>Moving forward, NHS England is committed to a review that is robust, transparent, inclusive, and which will deliver high quality and sustainable services for all patients.</p><p><strong> </strong></p><p>All information relating to the review can be found on NHS England's website and through a fortnightly blog.</p><p> </p>

star this property answer text <p>The new congenital heart disease (CHD) standards were approved by the NHS England Board in July 2015. The paper which NHS England’s CHD review team submitted to the Board at that time set out that:</p><p> </p><p>“We found no published evidence on the effects of proximity of other services so the proposed standards are based on expert opinion. Our clinical advisers strongly advocated co-location with other paediatric services, though they recognised that not everyone agrees. They considered that while responsiveness was one important factor, it was not the only thing that mattered.
