star this property answer text <p>NHS England currently has in place a programme called Commissioning through Evaluation (CtE). This is designed to enable a limited number of patients to access treatments that are not funded by the National Health Service, but nonetheless show significant promise for the future, while new clinical and patient experience data are collected within a formal evaluation programme. The benefits of Selective Dorsal Rhizotomy (SDR) procedures are currently being assessed through this scheme.</p><p> </p><p>The SDR CtE is supported in five designated hospital trusts across the country. There are two main phases for any treatments entered into NHS England's CtE programme. The first phase of the SDR CtE concluded in March 2016. During this phase a predetermined number of patients were recruited within a few selected centres across England and a formal evaluation programme was established.</p><p> </p><p>The second phase - the analysis phase - has now commenced. Once the CtE evaluation report is available, NHS England’s published policy for access to SDR will be reviewed. NHS England expects to receive an evaluation report in March 2017.</p>

star this property answer text <p>The Department is leading work to develop an indicator of child development at age 2-2½ to be included in the Public Health Outcomes Framework (PHOF) from 2017. The population measure will give a national picture of child development at age 2 and will also help local areas to assess the impact of services for 0-2 year olds and inform local commissioning.</p><p> </p><p>Since April 2015, the Department has asked all health visiting teams in England to use the evidence based Ages and Stages Questionnaires (ASQ-3) as part of children’s health and development reviews at age 2-2½ to generate data for the indicator. The Department has worked with Health Education England to develop e-learning materials to support health professionals using ASQ-3 as part of the two year review.</p><p> </p><p>From October 2015, health visiting providers were asked to report ASQ-3 scores to the Children and Young People’s Health Services dataset, which is being developed by the Health and Social Care Information Centre. The dataset is expected to publish its first report in April 2016.</p><p> </p><p>Public Health England will draw on ASQ-3 data from the children’s dataset to report the PHOF outcome measure of child development at age 2-2½, reporting on a yearly basis the percentage of children with a positive outcome across all five domains of development in ASQ-3 at age 2-2½. The first reporting of the outcome measure is planned for inclusion in the PHOF in spring 2017.</p>

One of these was Stoke-on-Trent.</p><p> </p><p>As part of the review of Stoke-on-Trent, the Care Quality Commission Review Team interviews included discussions with the Accountable Officer for Stoke-on-Trent Clinical Commissioning Group, the City Director of Stoke-on-Trent City Council, the Chief Executive Officer of Staffordshire and Stoke-on-Trent Partnership NHS Trust, and the Chief Executive Officer and senior managers at the University Hospital of the North Midlands NHS Trust. The Department’s Deputy Director of Social Care System Oversight attended the Stoke-on-Trent area summit held on 9 November.</p> more like this

However, Departmental officials are liaising with both Stoke-on-Trent Council and the Care Quality Commission.</p><p> </p><p>Following the budget announcement of additional funding for adult social care in the March 2017, the Department of Health and the Department for Communities and Local Government asked the Care Quality Commission to undertake a programme of targeted system reviews in 20 local authority areas. One of these was Stoke-on-Trent. The purpose of the reviews is to understand better the pressures and challenges within a local system and identify any areas for improvement in the provision of health and care.</p><p> </p><p>Following the publication of the Care Quality Commission’s review findings, Stoke-on-Trent is developing an action plan to deliver improvement, with support from the Social Care Institute for Excellence and from the Local Government Association, the Association of Directors of Adult Social Care, NHS England and NHS Improvement.</p><p> </p><p>The Care Quality Commission will deliver an interim report on their review findings, including those for Stoke-on-Trent, to the Secretary of State in mid-December 2017, with a concluding report in the summer of 2018.</p>
