unstar this property answer text <p>Integrated care systems are designed to join-up the commissioning of health, social care services and other system partners to meet the population health needs. These needs are assessed in the data-driven joint strategic needs assessments (JSNAs), prepared by Health and Wellbeing Boards. Government guidance on the preparation of JSNAs states that they should include the needs of children with disabilities and special educational needs and disabilities (SEND) within these assessments.</p><p> </p><p>Integrated care partnerships (ICPs) must set out how local authorities and integrated care board (ICBs) can meet these assessed needs in integrated care strategies. Statutory guidance states that these strategies should consider the health and wellbeing outcomes of babies, children, young people and families and they should include a statement on how the arrangement of health and social care services can be closely arranged with health-related services such as education providers.</p><p> </p><p>Furthermore, to ensure SEND duties receive sufficient focus in the ICB, NHS England statutory guidance will contain provision for the delegation of responsibility for these duties to ICB executive leads.</p>

unstar this property answer text <p>Pathological demand avoidance (PDA) is a term used to describe complex or extreme behaviours seen in some autistic people and professional consensus on its status is still required. The National Institute for Health and Care Excellence’s guideline ‘Autism spectrum disorder in under 19s: recognition, referral and diagnosis’ recommends that during autism assessments, healthcare workers should consider PDA and make any appropriate referrals. The national autism strategy, published on 21 July 2021, aims to raise understanding of autism amongst health care professionals. We are developing and trialling the Oliver McGowan Mandatory Training in learning disability and autism, to ensure health and social care staff have the skills and knowledge to provide safe, compassionate and informed care.</p><p> </p><p> </p> more like this

unstar this property answer text <p>As part of COVID-19 recovery planning, we are working with the Department for Education and NHS England and NHS Improvement to improve the provision of health and care services for disabled children. Children with special educational needs or disabilities (SEND) who require additional provision will receive an Education Health and Care (EHC) plan assessment. The Special Educational Needs and Disability Regulations 2014 make clear that local authorities must complete an EHC plan assessment within twenty weeks after the request is received unless exceptional circumstances apply. The Department for Education monitors local authority performance on EHC plan assessments to establish where there are long-standing delays and provide support.</p><p>The forthcoming Spending Review will set out the Government’s spending plans for health and social care for future years. We have announced an additional £5.4 billion for the National Health Service to support the COVID-19 response over the next six months. This includes £2 billion to reduce waiting times for patients, including disabled children.</p><p>We welcome the findings of the five reports by the Disabled Children’s Partnership between February and September 2021 and we are considering the impact of the COVID-19 pandemic on disabled children and their families.</p>

unstar this property answer text <p>The Children and Families Act 2014 requires that clinical commissioning groups must work with local authorities in joint arrangements to support children and young people with special educational needs.</p><p> </p><p>Since May 2016, the Care Quality Commission (CQC), the inspector of health services, has joined with Ofsted in inspecting local areas on their effectiveness in fulfilling this joint commissioning duty, in addition to their role in inspecting health provision. All 152 local areas in England will be inspected over a period of five years, with written statements of action required where improvement is needed. Ofsted and the CQC have recently announced they will be revisiting all areas which had a written statement of action to ensure that necessary improvements have been made.</p><p> </p><p>In July 2018, NHS England published ‘Guidance for health services for children and young people with Special Educational Needs and Disability (SEND)’ developed with the Department, intended to help health commissioners and providers tackle the challenges involved in implementing joint commissioning of services for children and young people with special educational needs, including how to participate in education, health and care assessment and planning.</p><p> </p><p>In September 2018 the Department announced that we would be consulting on proposals for mandatory learning disability training for all health and care staff, which would include the needs of all age groups.</p>

unstar this property answer text <p>The Learning Support Fund (LSF) is a demand-led budget with expenditure directly linked to the number of students who receive payment and how much each student receives. The following table shows expenditure on the LSF for the 2017/18 academic year. Academic years are not the same as the financial year. Departmental budgets are set on a financial year basis.
