	answer	answer is ministerial correction date of answer 03/06/2015 answer text <p>Under the Care Act 2014, local authorities must promote wellbeing when carrying out any of their care and support functions in respect of a person. This is sometimes referred to as “the wellbeing principle” because it is a guiding principle that puts wellbeing at the heart of care and support. The definition of wellbeing includes physical and mental health and emotional wellbeing.</p><p> </p><p> </p><p> </p><p>Assessments under the Care Act will identify the person’s needs and how these impact on their wellbeing. Care Plans must detail the needs to be met and how the needs will be met, and will link back to the outcomes that the adult wishes to achieve in day-to-day life as identified in the assessment process and to the wellbeing principle in the Act.</p><p> </p><p> </p><p> </p><p>The Government has recognised the importance of doing more to consider the mental wellbeing of people in care homes and asked the National Institute for Health and Care Excellence (NICE) to prioritise this area for one of its first Quality Standards for adult social care which were published in December 2013. Regulation 9 – person centred care, makes clear that; “Providers must make every reasonable effort to provide opportunities to involve people in making decisions about their care and treatment, and support them to do this. This includes physical, psychological or emotional support, or support to get information in an accessible format or to understand the content.”</p><p> </p><p> </p><p> </p><p>The independent regulator, the Care Quality Commission when inspecting services to make sure they meet the fundamental standards of quality and safety, use NICE guidelines and quality standards as evidence to inform its inspection processes and to inform the award of good and outstanding ratings.</p><p> </p><p> </p><p> </p><p>A link to the 2008 regulations can be found here:</p><p> </p><p><a href="http://www.cqc.org.uk/content/regulations-service-providers-and-managers" target="_blank">http://www.cqc.org.uk/content/regulations-service-providers-and-managers</a></p><p> </p><p> </p><p> </p><p>The Improving Access to Psychological Therapies Programme, introduced in 2010, offers patients routine NICE approved talking therapies for the treatment of common mental health disorders including anxiety and depression. The programme aims to provide access to at least 15% of those who require treatment by March 2015 (data available July 2015). The Children and Young People's Improving Access to Psychological Therapies programme is being expanded to cover additional areas of clinical practice, and extended so that by 2018 children and young people across England will have access. This will involve additional clinical staff being trained in the most effective evidence based treatment for self-harm, depression and anxiety.</p><p> </p><p> </p><p> </p><p>The Department funds the multicentre study of self-harm, which provides monitoring data on self-harm including children and young people, and underpins knowledge about self-harm in England. 	answer	answer is ministerial correction date of answer 28/01/2015 answer text <p>Public Health England (PHE) and the National Health Service have detailed information on the recognition, diagnosis, treatment and management of Lyme disease. PHE has also written a guide on how to refer patients for specialist advice, which is attached. The National Institute for Health and Care Excellence also has an online guide for general practitioners (GP) and other health professionals.</p><p> </p><p> </p><p> </p><p>PHE issues a letter to all GPs on an annual basis at the beginning of the tick season describing Lyme disease and highlighting the need to be aware and to recognise the condition. The majority of cases are managed by GPs without reference to specialists, but problem cases can be referred to neurology, rheumatology, cardiology and infectious disease clinics depending on the local provision and of services and patient’s symptoms. In addition to the attached guidance, <em>Suggested referral pathway for patients with symptoms related to Lyme disease</em>, PHE offers a telephone helpline for GPs and consultants to discuss particular cases.
