We have therefore been following recent developments in the Eastern Mediterranean with concern and would like to see the situation de-escalated. The UK has made it clear to Turkey, both privately and publicly, that we oppose their plans to drill. We continue to recognise the sovereign right of the Republic of Cyprus to exploit the oil and gas in its internationally agreed Exclusive Economic Zone. We believe it is critical for stability in the Mediterranean, and for the integrity of the Rules-Based International System, that disputes such as this are resolved through dialogue and in accordance with international law. We will continue to work with the Republic of Cyprus, Turkey and the wider region to that end. The programme supports the reform of the criminal justice system and the Government is confident it has been delivered in a way that is consistent with our opposition to the death penalty. <p /><p>All our capacity building work is carefully considered using our Overseas Security and Justice Assistance (OSJA) Guidance, which ensures the assistance being provided is properly assessed against a comprehensive range of human rights risks, including possible indirect outcomes of our activity and what mitigations are being put in place. The Guidance instructs when OSJAs are prepared, that they should be regularly updated and when Ministers must be consulted. The OSJA checklist continues to be a live document and updated as necessary. 	answer	answer is ministerial correction date of answer 13/06/2019 answer text As we made clear alongside Troika partners (US and Norway) on 4 June, we condemn the violent attacks by Sudanese security forces against peaceful protestors in Sudan last week, which left many civilians dead or injured. The Foreign Secretary reiterated this in his statement on 6 June, which also called for the full restoration of the internet and freedom of the media. The UK has called for the human rights of all Sudanese people to be respected and for the resumption of the political process with the protestors and the opposition, and an agreed transfer of power to a civilian-led government, as demanded by the Sudanese people, in a swift, orderly and peaceful manner. 	answer	answer is ministerial correction date of answer 09/07/2019 answer text <p>​With respect to the Agreement Between the Government of The United States of America and the Government of The Union of Soviet Socialist Republics on the Prevention of Incidents On and Over the High Seas (INCSEA), that there is a bilateral agreement between the US and Russia and as such is a matter for those States.</p><p>The Agreement between the British Government and Russia, formerly the Soviet Union since 1986 includes a provision for an annual review to update its terms. The last review discussions were held in April 2017. We remain gravely concerned by the continued confiscation of Palestinian property by the Israeli authorities.
