unstar this property answer text <p>We agree with the international electoral mission's reports, that there remain significant shortcomings in the electoral system which must be addressed to build much-needed confidence in Zimbabwe's democratic process. We welcomed the establishment of the independent Commission of Inquiry to investigate the violence against civilians in the post-election period. The Commission must report its findings in a transparent and timely manner.</p><p>Following early August violence, which left at least 6 people dead, the security situation in Zimbabwe has remained calm.</p> more like this

unstar this property answer text <p>The UK continues to fully support Ukraine's independence and territorial integrity. Crimea and the Donbas are part of Ukraine – what Russia has done and continues to do there breaches its obligations under international law.</p><p>Together with partners, we continue to call on Russia to abide by its international commitments and withdraw its forces from all of Ukraine, including the Donbas and Crimea. We strongly condemn recent Russian aggression against Ukrainian vessels near the Kerch Strait. This is yet further evidence of Russia's continued violation of Ukrainian sovereignty following the illegal annexation of Crimea and construction of the Kerch Bridge.</p><p>The Foreign Secretary issued a statement on 26 November, and spoke with the Ukrainian Foreign Minister on 29 November to reiterate that the UK stands with Ukraine against Russian aggression. The UK also spoke in support of the independence and sovereignty of Ukraine at emergency sessions in the UN Security Council, NATO, EU and OSCE.</p><p>The UK is also providing over £35 million to support Ukraine in a range of areas including governance reform, anti-corruption and humanitarian aid to help Ukraine continue its transition to become a stable, transparent and prosperous state.</p>

unstar this property answer text <p>I am concerned by reports of threats against the LGBT community in Tanzania. The British High Commission, alongside international partners, carried out a demarche on the Tanzanian Ministry of Foreign Affairs on 2 November, urging the authorities to respect human rights and protect all citizens from discrimination. I also issued a statement on the importance of rejecting language that incites violence against any group in society.</p><p>I welcome the Government of Tanzania's statement on 4 November making clear that such threats do not represent government policy, and that it will protect human rights as enshrined in the country's constitution. Following this statement, the British High Commissioner in Tanzania met the Minister for Home Affairs on 7 November and again raised our concerns over any language that encourages discrimination against any group in society.</p> more like this

The ceasefire in Idlib, agreed by Turkey and Russia on 17 September, is holding but fragile with some increase in violence in recent weeks. The Global Coalition against Daesh, of which the UK is a leading member, continues to support efforts to defeat Daesh in the north-east of the country. We advise against all travel to Syria.</p> more like this

unstar this property answer text <p>​I am deeply concerned by the developing political situation in Sri Lanka. The FCO has called on all parties to ensure that the constitution is respected and due political and legal process upheld. I have urged the President on 29 October, in consultation with the Speaker, to reconvene parliament immediately to give the democratically elected representatives of the Sri Lankan people their voice.</p><p>The UK is committed to the full implementation of UN Human Rights Council Resolution 34/1, under which Sri Lanka committed to implement a range of measures to provide for human rights, truth-seeking and reconciliation following the end of its civil war. I encouraged Foreign Minister Marapana, officials and others to continue to make progress on these commitments when I visited Colombo in October 2018. Our High Commission in Sri Lanka regularly travel to the North and East and meet with local groups, and where we have specific human rights concerns we raise these with the Sri Lankan government.</p>

unstar this property answer text <p>The UK continues to put pressure on all sides to engage constructively with the next phase of the High Level Revitalisation Forum of the Intergovernmental Authority on Development (IGAD), scheduled for May.</p><p>We strongly condemn ongoing violations of the Cessation of Hostilities Agreement, signed in December, by all parties including the Government. We urge IGAD to take immediate action to ensure that those who undermine the peace process, face consequences for their actions, to leave the parties in no doubt about the region's commitment to peace.</p><p>We played a leading role in securing EU sanctions in February to discourage obstruction of the process and to incentivise positive engagement, and continue to call for a UN arms embargo on South Sudan.</p> more like this

unstar this property answer text <p>I discussed security with President Musa Bihi during my 7 October visit to Hargeisa. Somaliland has a crucial role in combatting the threat from terrorism in the region. The UK provides a range of assistance to Somaliland, including to enhance Somaliland's capability to disrupt terrorist threats, gather evidence and make arrests based on respect for human rights and the rule of law. The UK also supports Somaliland's efforts to contribute to security in the region through engagement with the police, judiciary and civil society.</p><p>We remain concerned about clashes earlier this year near the town of Tukareq, and we strongly encourage leaders on all sides to resolve disputes peacefully and engage with the mediation process led by the Inter-Governmental Authority on Development (IGAD).</p><p>The UK does not recognise Somaliland's declaration of independence. Our long-standing position remains that it is for Somalis themselves to reach an agreement on Somaliland's status through dialogue, and for countries in the region to lead on recognising the outcome of this dialogue.</p>

As a priority, the Federal Government of Somalia must maintain momentum in developing and implementing a plan for transitioning security responsibility from the African Union Mission in Somalia (AMISOM) to Somali-led forces. They must also deliver widespread, sustainable reform of the security sector, in line with the commitments made at the 2017 London Somalia Conference. Coordinated international support to these efforts is vital, and the UK is playing a leading role.</p> more like this
