	answer	answer is ministerial correction date of answer 10/04/2014 answer text <p>The protests and plenums are focussing primarily on socio-economic issues, demonstrating the frustration of the population with Bosnia and Herzegovina's (BiH) leaders' failure to implement reforms on issues which matter most to ordinary Bosnians. The UK views these grievances as being rooted in a wider frustration with the functionality of the state, and as indicative of a broader malaise within BiH, which includes the Constitution. The Secretary of State for Foreign and Commonwealth Affairs, my Rt. Hon. Friend the Member for Richmond (Yorks) (Mr Hague), visited BiH on 27-28 March, and emphasised to BiH's leadership the importance of their engaging fully with the population's legitimate calls for change, which will include broader reforms. We are making clear to BiH's leaders that the onus is on them to respond to the socio-economic grievances expressed by protesters and the plenums, most recently in the Secretary of State for Foreign and Commonwealth Affairs, my Rt. Hon. Friend the Member for Richmond (Yorks) (Mr Hague)'s meetings with the Presidency and the Foreign Minister on 27 and 28 March. We see an opportunity also for the international community, particularly the EU, to support reform ahead of October's elections. This includes assistance through new initiatives on economic reform and anti-corruption announced by EU Commissioner Fule, and the EU Special Representative's planned ‘Compact for Growth'. We regularly raise the issue of blasphemy laws, and their misuse against both Muslims and religious minorities at the highest levels in Pakistan. During last week's adjournment debate on the blasphemy law my rt hon Friend the Minister for Europe assured this House that &quot;we must continue to pursue this issue&quot; with the Pakistani authorities. We encourage interfaith dialogue and support those in Pakistan who are working for reform of blasphemy laws. We have also consistently pressed the government of Pakistan on the issue of the death penalty and our principled opposition to it in all cases. Friend the Member for Richmond's (Yorks) (Mr Hague) meeting with Egyptian Foreign Minister Nabil Fahmy on 2 April, he discussed the political situation in Egypt, including the Presidential elections scheduled for 26-27 May. The Foreign Secretary raised his strong concern over the death sentence imposed on 529 people on 24 March and the case of two British journalists who have been charged in Egypt and are currently being tried in absentia. He asked the Egyptian Government to review these issues as a matter of urgency and to ensure that the individuals' human and legal rights are properly upheld.</p><p>The Foreign Secretary condemned the terrorist attacks of 2 April in Cairo and sent his condolences to the family of the victim and those who had been injured. He reiterated the importance of cooperation against the shared threat from terrorism. He also raised the UK's concerns regarding the security situation in the South Sinai region. For example through its information assurance arm, Communications-Electronics Security Group (CESG), it operates a number of schemes which enable individuals and companies to gain CESG endorsement of products and services via technical assessment.</p><p>GCHQ is additionally running a number of pilot cases looking at ways of improving its coordination with SMEs and larger industry partners including on Open Source publishing and licencing to SMEs and larger industry partners. GCHQ is also sponsoring research institutes in Cyber Security and running innovation calls aimed at SMEs. Since then we have been liaising very closely with MSF tailoring our lobbying to their support, as they negotiate with the Burmese authorities. The British Ambassador visited the MSF clinic in Sittwe during his visit to Rakhine State from 19-20 March to hear first-hand the impact this decision has had on the local community.</p><p>I summoned the Burmese Ambassador to London on 7 April to make clear our grave concerns about the situation in Rakhine State, including the expulsion of Médicins San Frontières. I called on the Burmese government to urgently restore humanitarian access to all communities in need and to ensure the security of humanitarian aid workers and all communities in Rakhine State so that they can operate free of constraint and intimidation.
