unstar this property answer text <p>The primary barrier to the flow of arms to al Shabaab in Somalia is the UN Security Council (UNSC) arms embargo imposed with Resolution 733 in 1992. As a permanent member of the Security Council, the UK fully supports this embargo.</p><p>The partial suspension of the arms embargo in Resolution 2317 (2016) was designed to allow the Federal Government to obtain the equipment needed to develop the Somali national security forces, which are critical for Somalia's long-term security. Safeguards exist within the framework of the suspension. These include restrictions on heavy weaponry, monitoring mechanisms, and requirements to notify and report to the UN. The Monitoring Group's mandate was also extended, to 15 December 2018, in UNSC Resolution 2385 (2017). Individuals who abuse the suspension may also be listed under the sanctions regime.</p> more like this

unstar this property answer text <p>I summoned the Zimbabwean Ambassador on 17 January, to express our concern at the ongoing situation there, urge the security forces to stop using disproportionate force, and to investigate any cases of alleged human rights abuses. On 21 January, the Foreign Secretary, in a public message to President Mnangagwa, urged him not to turn back the clock and to work with all Zimbabweans in dialogue for a better future. On 30 January, I spoke to Foreign Minister Moyo, repeating our calls for an end to human rights violations and a full investigation into all alleged abuse.</p><p>We will continue to raise our serious concerns with the Government of Zimbabwe through our Embassy in Harare and Ministerial interventions.</p> more like this

unstar this property answer text <p>We view EU restrictive measures as one of the tools to promote peace, democracy and the respect for the rule of law, human rights and international law. They are a tool used in conjunction with other methods, including political dialogue, as part of an integrated policy approach. They are targeted on specific individual and Zimbabwe Defence Industries and do no damage to the wider economy or the people of Zimbabwe.</p><p>The UK and our EU partners continue to assess the appropriateness of sanctions in light of recent developments. The crackdown on demonstrations in January 2019, as well as the disproportionate use of force by the authorities, called into question the Zimbabwean Government's commitment to uphold human rights and the rule of law. New listings can be swiftly adopted if required.</p> more like this

unstar this property answer text <p>We agree with the international electoral mission's reports, that there remain significant shortcomings in the electoral system which must be addressed to build much-needed confidence in Zimbabwe's democratic process. We welcomed the establishment of the independent Commission of Inquiry to investigate the violence against civilians in the post-election period. The Commission must report its findings in a transparent and timely manner.</p><p>Following early August violence, which left at least 6 people dead, the security situation in Zimbabwe has remained calm.</p> more like this

unstar this property answer text <p>I attended the EU-AU Ministerial meeting in Brussels on January 21 where I discussed a range of issues, including Zimbabwe, with counterparts. I will continue to raise the political and security situation in Zimbabwe with key interlocutors, including those from Commonwealth states.</p><p>I have not had any recent discussions with the Commonwealth Secretariat but officials from the FCO and DFID remain in regular contact. The UK would not support Zimbabwe's membership of the Commonwealth at this time because of credible reports of human rights violations by the security forces.</p> more like this

unstar this property answer text <p>The UK provides extensive financial and technical assistance to civil society organisations in Zimbabwe who support Zimbabwean citizens in holding the state to account. We do not publicise our partners to avoid putting them at risk.</p><p>The UK does not support any candidate or political party in Zimbabwe. We have made clear to the Government of Zimbabwe that opposition parties should be free to campaign peacefully. UK diplomats hold regular meetings with political leaders from all main parties. Our Ambassador last met with the main opposition The Movement for Democratic Change Alliance leader Nelson Chamisa on 16 January.</p> more like this
