We expect all concerned to act in accordance with international law and take all feasible precautions to avoid civilian casualties when conducting operations. There is a need for effective action, and for Yemeni ownership of the fight against terrorism. In both countries, intelligence work takes place within a strong legal framework. Our intelligence-sharing work with the US is subject to Ministerial and independent oversight and scrutiny by the Intelligence and Security Committee. However, we recently investigated duplicate supplier payments for the eight month period from April to November 2013 and identified just one duplicate invoice, with a value of £2,501. Our financial control system prevented any payment being made. We have one of the world's strongest legal and regulatory frameworks governing the use of secret intelligence. All of GCHQ's activities are legal, necessary and proportionate.
