unstar this property answer text <p>Five British nationals have reported their involvement in incidents caused by Boko Haram. However, we believe that more than 4,000 people were killed last year by Boko Haram, primarily in north-east Nigeria, but also in terrorist attacks throughout the country. The United Nations estimates that more than 1.5 million people have been displaced by Boko Haram’s terrorist activities.</p><p>As reflected in Travel Advice, terrorist groups in Nigeria, including Boko Haram, continue to pose a significant threat to British nationals and British interests in parts of the country. We believe that the terrorist group Ansaru are responsible for the murder of at least nine foreign hostages, including two British nationals in separate incidents in Nigeria in 2012 and in 2013. The UK has made clear our commitment to standing by Nigeria in its fight against terrorism.</p> more like this

unstar this property answer text <p>We regularly raise the issue of religious freedom in bilateral discussions with the Turkish government. In early January 2015, Her Majesty´s Ambassador to Turkey met with the Head of the Diyanet (Presidency of Religious Affairs in Turkey) to discuss religious freedom. In 2014, we organised a round table with religious groups in Istanbul with the Archbishop of Canterbury. Our embassy in Ankara has regular meetings with religious groups and civil society to discuss strengthening freedom of religion in Turkey. The 2014 European Commission Annual Progress report on Turkey noted the need for comprehensive reform of legislation on freedom of thought, conscience and religion, and application of this legislation, in line with European Court of Human Rights rulings, Council of Europe recommendations and EU standards. We support this assessment and will continue to work closely with Turkey, EU Member States, and with the European institutions, to encourage further reforms, including on religious freedom, that will continue to underpin Turkey’s accession process.</p>

unstar this property answer text <p>The Foreign and Commonwealth Office provides funding of £150,000 over three years (January 2013-December 2015) to the Office of the UN Special Representative of the Secretary General (SRSG) for Children and Armed Conflict. These funds strengthen the UN SRSG's capacity to monitor violations committed against children in situations of concern, in line with UNSC Resolutions 1612, 1882, 1998 on children and armed conflict and including countries covered by the UN SRSG's campaign, such as Burma and South Sudan.</p><p>Children and Armed Conflict is an important personal priority. I am leading a campaign to prevent the recruitment of child soldiers and to protect children from becoming victims of sexual violence in five priority countries: Democratic Republic of Congo, Somalia, South Sudan, Chad and Burma. I have raised the issue with a number of leaders, including most recently with the Somali President during a visit in April.<br><br>The UN SRSG will take part in the End Sexual Violence in Conflict Summit, from 10-13 June in London, where she will join a Ministerial roundtable that I am hosting on Children and Armed Conflict.</p>

unstar this property answer text <p>We regularly raise human rights concerns with the Sri Lankan government and urge them to make progress on reconciliation and accountability. The UK was a main co-sponsor of the UN Human Rights Council resolution passed in March, which establishes an international investigation into allegations of violations and abuses of international law on both sides of Sri Lanka’s military conflict. The resolution also calls upon the Sri Lankan government to end continuing incidents of human rights violations and abuses in Sri Lanka.</p><p>We also continue to raise our concerns about attacks against religious minorities in Sri Lanka with the Sri Lankan government, including the most recent violence in Aluthgama and Beruwala. Through our High Commissioner in Colombo, we have urged the Sri Lankan authorities to take early action to promote peaceful co-existence between all communities, noting the importance of ensuring any acts of violence, intimidation or threats are thoroughly investigated and those responsible brought to justice.</p><p> </p>

Burkina Faso has demonstrated commitment to ensuring regional stability through its role as a mediator on behalf of the Economic Community of West African States (ECOWAS) during the Mali crisis, and as a major contributor to the United Nations Multi-Dimensional Integrated Stabilisation Mission in Mali. We are working with international partners to make clear to the Burkina Faso government our desire to see this positive approach to external stability mirrored domestically.<br>The Ebola outbreak in West Africa is an unprecedented human tragedy. I paid tribute to Lebanon’s generosity as they host nearly 1.2 million registered refugees and made clear that the UK’s support, which is now around £160 million since the start of the Syria crisis, will continue. Following the announcement of new border regulations by the Lebanese authorities, our Ambassador in Lebanon alongside EU partners, reiterated to the Lebanese Prime Minister the international community’s concern that the new border regulations should adequately provide for the most vulnerable humanitarian cases.</p> more like this

unstar this property answer text <p>The Global Summit had two primary objectives: to agree practical action to tackle impunity for the use of rape as a weapon of war, and to begin to change global attitudes to these crimes. The Summit set in motion a series of unprecedented practical steps and commitments. In addition, it significantly raised the profile of this issue and placed it firmly on the international policy agenda. <br><br>During the Summit we launched the first ever International Protocol on how to document and investigate sexual violence in conflict as a means of overcoming one of the key barriers to prosecutions of these crimes and announced an ambitious plan to implement the Protocol. The Foreign Secretary announced £6 million in new UK funding to support survivors of rape, and the United States, Bahrain, Australia, Japan and others including European partners also made new pledges. The African Union announced a pilot project in the Central African Republic to respond to the urgent needs of victims of sexual violence, supported by the UK and Japan. In addition the Somali government launched a new action plan, supported by the UN and the international community, for addressing sexual violence, which has blighted the lives of thousands there. <br><br>Within the Summit we convened a special meeting on security in Nigeria, where violence against women and girls is a particular concern among the wider impact of Boko Haram. We agreed that a Regional Intelligence Fusion Unit should be made operational immediately. The countries of the region also agreed rapidly to implement joint or coordinated patrols along their borders and Cameroon committed to add a battalion to that regional task force. The UK, US and France pledged to support of these regional efforts. We announced a separate package of support for Nigeria including: increased tactical training for the Nigerian army, assistance to regional security and intelligence cooperation, and a joint UK/US educational programme to educate an additional one million children in Nigeria. All the parties present also agreed on the need for UN sanctions against Boko Haram’s leadership and Ansaru, another dangerous terrorist organisation. Both were listed by the UN Security Council’s Al Qaida Sanctions Committee on 26 June. <br><br>Finally, states and delegates at the Summit joined together to sign a Statement of Action, uniting governments, UN Agencies, civil society, experts and survivors with a shared determination to tackle these issues.</p>

unstar this property answer text <p>I refer my honourable Friend the member for North East Bedfordshire to the Foreign Secretary's statement to the House on 16 June 2014 on the Global Summit to End Sexual Violence in Conflict. There were 175 fringe events during the Summit, which included panel discussions and debates, theatre and performance, marketplace with products made by survivors, gallery, silent cinema, exhibitions. We estimate that several thousand members of the public attended the fringe each day. In addition, our Embassies and High Commissions overseas held a global fringe and hosted events for each of the 84 hours of the Summit. These events challenged perceptions and encouraged policy and decision makers and the general public to engage with a subject that for too long has remained hidden.</p> more like this

unstar this property answer text <p>I refer my honourable Friend the member for North East Bedfordshire to the statement made by the Foreign Secretary to this House on 16 June 2014 on the outcomes of the Global Summit to End Sexual Violence in Conflict. 79 Ministers and 129 country delegations were accredited for Summit, plus 950 experts from civil society, non-governmental organisations, academia, health practitioners, military and policy. Many more members of the public attended the Fringe. The FCO supported participation of the 300 grass roots and civil society activists from conflict affected countries, many of whom had direct experience of sexual violence in conflict. Other organisations who attended also had survivors as part of their delegations. Together we discussed practical action to tackle impunity for the use of sexual violence as a tactic of conflict and continued the long process of changing global attitudes to these crimes.</p> more like this

unstar this property answer text <p>The UK remains extremely concerned about the grave humanitarian and security situation in the Central African Republic (CAR) and is working closely with international partners and CAR's Transitional Government to bring stability to CAR and ensure the delivery of humanitarian assistance.</p><p>We welcome the announcement made by the African Union at the 10-13 June Global Summit to Ending Sexual Violence in Conflict about the deployment of a team of experts to CAR to investigate sexual violence abuses. This will be funded by the UK and Japan.</p><p>The decision by Transitional President Samba-Panza to refer CAR to the International Criminal Court is a positive step towards tackling impunity and bringing charges against those most responsible for crimes, including sexual violence.</p> more like this

We raised his case directly with Chinese officials during the UK-China Human Rights Dialogue on 19-20 May, and urged the Chinese authorities to respect the constitutionally guaranteed rights of all detainees, including access to family, lawyers and adequate medical care.</p><p>We understand that Gao’s prison term is due to end soon, and we urge the Chinese authorities to ensure that his rights to freedom of movement and communication are duly protected on his release.</p> more like this

unstar this property answer text <p>The discrimination faced by UK and foreign national lecturers in Italy is unacceptable and illegal. The Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Richmond (Yorks) (Mr Hague) raised the ‘lettori' with the then Italian Foreign Minister, Emma Bonino, on 25 October 2013. I met the then Italian Europe Minister, Enzo Moavero Milanesi, on 19 November 2013, and stressed the importance of progress. I also met the Chairman of the Association of Foreign Lecturers in Italy (ALLSI), David Petrie, on 28 November 2013, and assured him of the Government's commitment to keep up the pressure on the Italian authorities. I raised the issue with Italian Deputy Foreign Minister, Marta Dassu, when I met her on 15 January. Most recently, the Minister of State for Universities and Science, my right hon. Friend the Member for Havant (Mr Willetts), has written to the new Italian Minister for Education, Research and Universities, Stefania Giannini, and underlined the importance of finding a solution.</p>

I met Hong Kong Justice Secretary Rimsky Yuen on 14 October. <br><br>We have consistently called on all sides to ensure that the demonstrations are peaceful and in accordance with the law, including in my response to a Westminister Hall Debate on 22 October, in my Written Ministerial Statement of 13 October, and in a Foreign and Commonwealth Office statement on 2 October on the question of constitutional reform. unstar this property answer text <p>The UK and Taiwan enjoy a strong trading relationship. In 2013 total bilateral goods trade between the UK and Taiwan was £4.59bn. UK exports of goods to Taiwan increased 7.8% year-on-year to £1.16bn, the second highest level in history. Trade in services have been increasing over the last decade reaching £958m in 2012 (figures for 2013 will be available in November).</p><p>The Foreign and Commonwealth Office and the British Trade and Cultural Office (BTCO) in Taipei promote the trading relationship through engagement with industry, trade missions and trade visits, for example, the visit of the Lord Mayor of the City of London in January to promote financial services collaboration, and the bilateral trade talks in July.</p> more like this

unstar this property answer text I am grateful for the support that members of the US Congress have shown for Gibraltar and we are working with them to build support for Gibraltar’s right to choose to remain under British sovereignty. The UK has given a firm commitment that we will never enter into arrangements under which the people of Gibraltar would pass under the Sovereignty of another State against their wishes. Furthermore we have given an assurance that we will not enter into a process of Sovereignty negotiations with which Gibraltar is not content. The wishes of the people of Gibraltar to remain British must be respected. The UK’s position on sovereignty was reaffirmed most recently in the UN Fourth Committee. more like this

unstar this property answer text In 2013, the Government of Pitcairn and Her Majesty's Government commissioned two independent pieces of analysis. One into the appetite amongst the Pitcairn diaspora for return to the island, and the other on the broader economic potential of the island. Both reports recognised that unless the population of the island increases, it will be a challenge to maintain the longer-term sustainability of Pitcairn. Her Majesty's Government fully supports the economic development of the Pitcairn Islands. The Government of Pitcairn has recently worked up a new Strategic Development Plan and a repopulation plan, and Her Majesty’s Government has given advice on both these documents. The Pitcairn Island Council is currently reconsidering those documents alongside HMG’s advice. We will continue to work in partnership with the Government of Pitcairn to support the community in Pitcairn as we consider longer-term options for the island. Given the acute challenges Pitcairn faces, a new office of Administrator will replace the current role of Governor’s Representative on the island by the end of the year to provide more assistance at this critical stage.

I have met with members of the Central People’s Government, the Hong Kong Special Administrative Regions (SAR) Government, and with two Hong Kong democracy advocates during their visit to London in July. They also met separately with the Deputy Prime Minister, my right hon. Friend the member for Sheffield Hallam (Mr Clegg).</p><p>As I noted in my Written Ministerial Statement to Parliament on 13 October, and in my response to a Westminster Hall debate on 22 October, the Government continues to encourage all parties to engage in dialogue and to work towards a consensus that allows a significant step forward for democracy in Hong Kong. unstar this property answer text <p>Sanctions imposed by the EU in respect of Russia’s illegal annexation of Crimea are designed to deter further escalation of the crisis by imposing a cost to Russia for its negative actions, in the hope of reaching a sustainable solution. Economic sanctions on Russia are having an impact. Capital has flown out of Russia, banks are short of finance, and the Russian stock market and Rouble have fallen significantly. Russia’s behaviour has seen it isolated by the international community, including at the UN and by the G8.</p> more like this

unstar this property answer text <p>Nigeria faces a serious threat from Boko Haram attacks, including suicide bombings.</p><p>We believe that more than 3,000 people have been killed by Boko Haram this year, and over 1.5 million have been displaced.</p><p>The UK condemns these acts of terrorism. We continue to support Nigeria’s work to tackle insecurity and prevent the spread of terrorism. This includes training and advice to Nigerian units deployed against Boko Haram; support to the Nigerian government in bringing increased development and prosperity to the North East; and a commitment to draw one million more children into education in Northern Nigeria by 2020.</p><p>I led the UK delegation to a meeting of regional foreign minister in Abuja on 3 September, where I emphasised the importance of regional coordination and focus to end the threat posed by Boko Haram.</p> more like this

unstar this property answer text We are deeply disturbed by recent reporting from the Office of the High Commissioner for Human Rights of allegations of incidents of sexual and gender-based violence in eastern Ukraine. This includes reports of rape or detention of women at check-points and incidents of the abduction of women, by armed groups, whose whereabouts remain unknown. The Women’s International League for Peace and Freedom has also received reports of a rise in domestic violence and human trafficking across Ukraine. The British Government has been in dialogue with the United Nations High Commissioner for Refugees (UNHCR) around protection concerns, including sexual violence, at collective centres for the displaced and have confirmed that the UK’s £700,000 contribution to the UNHCR to repair housing for the displaced is being complemented by the work of UNHCR protection officers. We have consistently raised our concerns about these issues with partners and we will continue to call on all sides to ensure respect for international law.

unstar this property answer text <p>The city of Aleppo is under pressure from President Assad’s forces. Assad’s regime is currently seeking to encircle Aleppo, and applying pressure to the 300,000 civilians and the moderate opposition in the area, whilst also bombarding the area with barrel bombs and artillery. The moderate opposition – many of them Aleppo civilians themselves – are in Aleppo supporting and protecting its inhabitants. At present, the moderate groups in Aleppo are holding off the assault from the regime. But the conditions are difficult, and they will need our continuing support.</p> more like this

unstar this property answer text The moderate opposition groups in Syria are under pressure. The Government remains longstanding and strong supporters of these groups. We are providing non-lethal support, as well as strong political backing for the National Coalition – most recently when President Hadi al-Bahra visited London from 10th-12th November. We also plan to make a significant contribution to the US Department of Defence training programme for the Syrian groups. Taken together, our contribution is helping the moderate groups in their fight against ISIL and against President Assad’s regime forces, in very challenging conditions. more like this

unstar this property answer text <p>On 29 April 2014, Cuba and the EU opened negotiations on a bilateral agreement on Political Dialogue and Cooperation in Havana. The UK supported the opening of negotiations with Cuba. The agreement will allow the EU to respond more effectively to Cuba’s ongoing process of change and modernisation by providing a stronger framework for political dialogue and improved cooperation. The defence and promotion of human rights and fundamental freedoms will remain central to the relationship. Two rounds of negotiations have so far taken place, led by the European External Action Service on the EU side. Our position during the negotiations has been balanced, constructive and supportive of the proposal.</p> more like this

unstar this property answer text <p>We have deepened our relationship with Cuba through enhanced engagement building on the UK-Cuba 2011 Bilateral Declaration. I recently paid a three-day visit to Cuba, as the first British Minister to visit in nearly a decade. I signed three bilateral Memoranda of Understanding (MoU) during my visit and explained to Cuban Ministers our desire to see an improvement to the bilateral relationship in areas where we have a shared interest. We already have pragmatic cooperation on strategic issues such as counternarcotics, trade and investment, climate change and, more recently on Ebola, where we are co-operating closely in combating the disease in Sierra Leone. Our Embassy in Havana remains active on the ground on human rights and I made clear during my visit our concerns about freedom of expression and association, as well as the need to release prisoners of conscience. I also called on Cuba to ratify the UN Covenants on Political and Economic Rights.</p> more like this

unstar this property answer text <p>The EU Foreign Affairs Council imposed asset freezes and visa bans on 33 named individuals, for actions that undermine or threaten the territorial integrity, sovereignty and independence of Ukraine. The UK has also frozen military cooperation with Russia, refused export licence requests, which may be used by the Russian military, and has postponed a number of planned Ministerial Summits. Along with other G7 members, the UK has withdrawn participation in the planned G8 Summit in Sochi in June, and will instead take part in a G7 meeting in Brussels.</p> more like this
