	answer	answer is ministerial correction date of answer 17/07/2019 answer text <p>The UK continues to encourage and support Sri Lanka to deliver the commitments it made to the UN Human Rights Council (UNHRC) through Resolutions 30/1, 34/1 and 40/1. We firmly believe that this is the best framework for establishing truth and achieving justice and lasting reconciliation. The Government has made these points regularly to Sri Lankan Ministers, including during a Ministerial visit to Colombo in October and in a number of meetings since. The British High Commissioner in Colombo also holds regular discussions on the implementation of the UNHRC resolutions with the Government of Sri Lanka.</p><p>In March the UK welcomed the Annual Report of the Office of the UN High Commissioner for Human Rights, which assessed progress made by the Sri Lankan Government in the implementation of UNHRC resolutions 30/1 and 34/1. The Report found that the Government of Sri Lanka had taken some steps to address human rights concerns and to introduce more democratic and accountable government, including the return of some military-held civilian land, the establishment of an Office of Missing Persons and the ratification of the Convention on Enforced Disappearances.</p><p>However, more needs to be done. The UK has urged further progress on these issues, and encouraged the Government of Sri Lanka to deliver meaningful devolution through constitutional reform, and to establish and then utilise credible mechanisms for transitional justice. We agree that progress has been made and welcome restoration of important democratic checks and balances, improvements in freedom of expression and assembly, the return of some military–held civilian land, the establishment of an Office of Missing Persons and the ratification of the Convention on Enforced Disappearances.</p><p>However, we want to see further and faster progress. In particular, we encourage the Government to establish the full range of transitional justice mechanisms envisaged in resolution 30/1, to deliver meaningful devolution through constitutional reform, replace the Prevention of Terrorism Act with human rights compliant legislation, and return all remaining military-held private land. We continue to urge the Government of Sri Lanka to deliver fully on the commitments it made in resolutions 30/1 and 34/1.</p><p>On 21 March, the UK introduced a new Resolution at the UN Human Rights Council in Geneva rolling over these commitments, calling for the development of a comprehensive and time bound implementation strategy. The resolution was adopted by consensus, with 42 co-sponsors, including Sri Lanka.</p><p> </p><p>The new Resolution reaffirms Sri Lanka's commitments under Resolution 30/1, which welcomes the intention of the Government of Sri Lanka to establish a judicial mechanism to investigate allegations of violations and abuses, including the importance of independent and impartial institutions to ensure the credibility of the mechanisms of the participation of foreign judges, defence lawyers, and authorises prosecutors and investigators. However the Annual Report of the Office of the UN High Commissioner for Human Rights on 21 March assessed progress made by the Sri Lankan government in the implementation of UN Human Rights Council resolution 30/1 and 34/1, and recognised the steps taken by the Government of Sri Lanka since 2015 to improve the human rights situation.</p><p> </p><p>We commend the steps taken by the Government of Sri Lanka to address human rights concerns and to introduce a more democratic and accountable government. However we are disappointed that more progress has not been made. I have made these points personally to Sri Lankan Ministers. I welcome Sri Lanka's announcement that it will co-sponsor a roll-over Resolution at the current session of the Human Rights Council in Geneva, continuing its commitments to its reconciliation process.</p><p>The UK welcomed the Annual Report of the Office of the UN High Commissioner for Human Rights on 21 March 2018, which assessed progress made by the Sri Lankan government in the implementation of UN Human Rights Council resolution 30/1 and 34/1. During my visit, I encouraged greater progress, in particular on national accountability and truth-seeking mechanisms, and the development of new counter-terrorism legislation in line with international human rights standards. I was pleased to see that, following my visit, the Sri Lankan Parliament had passed a bill to establish an Office of Reparations. During my most recent visit to Colombo, in early October 2018, I again raised these commitments with Foreign Minister Marapana. I encouraged accelerated progress towards fulfilling these commitments, including the return of military-held private land, and the development of new counter-terrorism legislation in line with international human rights standards.</p><p>The British High Commission in Colombo is also in regular contact with the Government of Sri Lanka and other key stakeholders on the implementation of Resolution 30/1.</p><p>Lord Ahmad spoke at the September Human Rights Council in Geneva, encouraging further implementation of Sri Lanka's commitments in the area of devolution through constitutional reform, truth-seeking and accountability.</p><p>The United Kingdom has made a long-term commitment to improving human rights in Sri Lanka and is dedicated to supporting the rebuilding of the country after three decades of civil conflict. 	answer	answer is ministerial correction date of answer 06/11/2018 answer text <p>​I made statements on 26 and 29 October setting out our concerns at political developments in Sri Lanka and calling for due political process to be upheld. The FCO condems any reported intimidation of journalists and TV stations.</p><p>The UK is committed to supporting human rights and reconciliation for all Sri Lankans. While we welcome some recent progress against its UN Human Rights Council commitments, more remains to be done. I visited Colombo in early October, where I urged the government to make more progress, including towards the establishment of transitional justice and accountability mechanisms; constitutional reform; and the repeal of the Prevention of Terrorism Act (PTA). I also met the leader of the Tamil National Alliance, as well as human rights and civil society activists.
