The UK remains committed to the Responsibility to Protect and seeks to respond to developing threats of atrocity crimes or genocide including through prevention projects, sanctions regimes or support for justice systems. Our seat on the UN Security Council also means we swiftly engage where a threat of such crimes emerges. Where prevention has failed, it is the international community's responsibility to take collective action, through diplomatic, humanitarian and other means. Where necessary, the UN Security Council should be ready to authorise coercive measures under Chapter VII of the UN Charter.</p> more like this

star this property answer text <p>The Conflict, Security and Stability Fund (CSSF) provides direct funding to both the Global Centre for the Responsibility to Protect and the joint UN office of the Special Adviser on the Prevention of Genocide and the Special Adviser on the Responsibility to Protect. This funding assists these organisations in their work to consolidate the concept of the Responsibility to Protect by continuing to build the institutional architecture to prevent mass atrocity crimes and to strengthen the capacity of countries, regional and sub-regional organisations and civil society to protect populations. In addition, the CSSF funds a wide range of activities regionally that, while not always explicitly labelled as atrocity prevention, nonetheless contribute to the prevention of atrocities. These include projects on preventing sexual violence, reducing intergroup tensions, strengthening justice systems and the rule of law, security sector reform, disarmament, demobilisation and reintegration.</p> more like this

Our thoughts are with the victims of the PKK terrorist attacks, and the civilians who have been caught up in the violence. The Secretary of State for Foreign and Commonwealth Affairs, my Rt Hon. Friend the Member for Runnymede and Weybridge (Mr Hammond), and the Minister for Europe, my Rt Hon. Friend the Member for Aylesbury (Mr Lidington), and our Ambassador to Turkey, have discussed with the Turkish government the importance of respecting human rights and avoiding civilian casualties in the fight against terrorism. We believe the first responsibility for investigating any alleged violations falls to Turkey; and that the PKK needs to cease violence in order to create the conditions for political resolution of the difficulties in the south east.</p> more like this

star this property answer text <p>The British Government produces an annual internal risk report on fragile states called Countries at Risk of Instability (CRI). The report is used to help policy makers prioritise countries for Government engagement and ensure that policy responses are best placed to tackle evolving instability risks. As part of the CRI process, indicators that highlight a higher risk of mass atrocities occurring are used, such as levels of internal state repression, levels of inter-communal factionalism and the type of regime a country operates. The reports indicator set reflects best practice from many similar non-governmental organisations and partner governments approaches. Data is collected from a wide range of sources, including academia and Government subject matter expertise. As part of this dialogue, we continue to urge the Turkish authorities to exercise restraint and respond proportionately to public demonstrations. <br><br>We strongly encourage Turkey to continue work towards the full protection of fundamental rights, especially in the areas of minority rights and freedom of expression. Further sustained work is needed to meet EU standards on the fundamental rights of lesbian, gay, bisexual, transgender and intersex persons. But we do welcome progress made, including the ruling of Turkey’s Constitutional Court finding hate speech on the grounds of sexual orientation to constitute a criminal offence.</p> more like this

star this property answer text <p>In my response to previous questions by the Noble Lord, I noted that a lessons learnt process had taken place following the 2017 hurricane season involving a range of Departments of Her Majesty's Government, led by the Foreign and Commonwealth Office (FCO). To protect the integrity of this and future lessons learnt processes, the FCO does not propose to make the results externally available. However, the progress made by Departments against actions identified in the lessons learnt exercise was made available to the House in the form of a Written Ministerial Statement on 4 July. On 16 July I held a &quot;drop-in&quot; session for Members of both Houses to discuss hurricane preparation and recovery.</p> more like this

We have raised Mr Adorus’ allegations of mistreatment during his detention in Ethiopia on numerous occasions, including at Ministerial level. The Parliamentary Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for Boston and Skegness (Mr Simmonds), spoke with Foreign Minister Tedros about the case on 11 July. We have reminded the Ethiopian government of its obligations under the Convention against Torture, to which it is a signatory, to follow up on allegations through an independent, impartial and transparent investigation. We will continue to do so and provide all appropriate consular support to Mr Adorus, raising any welfare issues with the Ethiopian authorities to ensure that he is properly looked after.</p><p> </p><p> </p><p> </p> more like this

star this property answer text <p>Colombia's 52 year conflict has claimed over 8 million victims including more than 7 million displaced persons. In recent years, only the conflict in Syria has seen a larger number of Internally Displaced Persons (IDPs) caused by internal conflict.</p><p>Speaking times at the Human Rights Council are limited, so it is impossible to cover every country of concern in the UK intervention. On this occasion, the UK chose to prioritise raising Iraq, Syria, South Sudan and the Democratic Republic of the Congo, where the situation for IDPs had deteriorated significantly during recent months.</p><p>Concerns about major displacements in Colombia were also included the Foreign and Commonwealth Office's 2017 Human Rights report, published on 16 July.</p> more like this

Former Ministers are expected to leave official residences as quickly as practicable at the end of their tenure, taking into account their personal circumstances and family requirements. The former Foreign Secretary did so on 31 July. Until then, he continued to be responsible for paying the running costs of the private living area in the residence, for example council tax and utilities. The Foreign and Commonwealth Office pays the annual rent on the property under a lease arrangement with the Crown Estate. He called on Nigerians to refrain from reprisal attacks. In June, he spoke about the killings in Plateau State, and reiterated his Government's determination to bring those responsible to justice. We are not aware of anyone having been charged. star this property answer text <p>The Democratic People's Republic of Korea (DPRK) Strategic Rocket Force put on a SCUD-class short-range ballistic missile demonstration for Kim Jong Un on 29 June 2014. Two missiles were launched from its southeast coastline toward the sea. On 9 July, and again on 13 July, the DPRK launched further SCUD-class short range missiles. Two missiles were launched from the southwest of the country, landing in the sea to the east of the DPRK. No prior notice was given in advance of these launches.</p><p>As a result of these launches the UK has written to the UN Committee responsible for the DPRK sanctions regime and asked it to investigate these breaches of UN Security Council Resolutions (UNSCRs) 1718, 1874, 2087 and 2094. We have also joined the US, the Republic of Korea, Australia, Canada, France, Germany and Japan, in a letter to the International Civil Aviation Organization (ICAO), expressing concern at the lack of proper prior notification of ballistic missile launches and asking ICAO to remind the DPRK of its responsibilities for international civil aviation. In response, the President of the Council of ICAO said on 14 July 2014 that he has brought the matter to the attention of the DPRK Minister of Land and Marine Transportation, reminding the Minister of previous correspondence, expressing concerns for the safety of international civil aviation and urging him to take the steps required to fulfil the requirements of the Annexes under the Chicago Convention.</p><p>On 17 July, the UK and other UN Security Council Members met to exchange views regarding the DPRK's recent series of ballistic missile launches. Following this meeting, Members of the Security Council condemned the launches as violations of UNSCRs and urged the DPRK to comply fully with the relevant UNSCRs.</p><p> </p>

star this property answer text <p><del class="ministerial">Those</del> <ins class="ministerial">Some </ins>Overseas Territories with financial centres, namely Anguilla, Bermuda, British Virgin Islands, Cayman Islands<del class="ministerial">, Gibraltar</del> and Montserrat have expressed concern about new legislation on sanctions and anti-money laundering (the Sanctions and Anti-Money Laundering Act), which became law on 23 May 2018; in particular the requirement to establish a publicly accessible register of the beneficial ownership of companies registered in each government's jurisdiction.</p><p><ins class="ministerial">Seperately, the aforementioned Territories and Gibraltar have made representations over the potential use of an Order in Council as specified in the Act, believing this to be constitutional overreach by the UK.</ins></p><p>The Prime Minister held a conference call with leaders of affected Territories on 24 May to discuss the issue and a further discussion was held at the Joint Ministerial Council in June. Shortly after the passage of this legislation I visited Anguilla, the Cayman Islands and Montserrat, where I held discussions on this topic. Similarly, in late July I visited the British Virgin Islands and met with representatives of the financial services industry and government of BVI. The Government understands the strength of feeling on this issue and is committed to working collaboratively with affected Territories on implementation.</p>

If we have concerns about human rights, including alleged reprisals, we will continue to raise them at an appropriate level, both in private and in public.</p><p>We have received assurances from the Bahraini authorities that there have been no reprisals against the family members of Sayed Ahmed Alwadaei. We understand that he has been able to continue with his work in the UK.</p><p>We encourage those with concerns about any form of mistreatment to report these to the appropriate oversight body. We urge these oversight bodies to carry out swift and thorough investigations into any such claims.</p> more like this

star this property answer text <p>​The UK has been proactive within the Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR) to strengthen the regulation of krill fishing around Antarctica. The British Antarctic Survey has led on a range of relevant scientific activities, including with international partners, to determine the abundance of krill, the factors that influence it's distribution, and the crucial role that krill plays in the Antarctic ecosystem. Work also includes studies to explore the overlap between fishing vessels and krill-eating seabirds and marine mammals, and the risks to these predators. The UK has proposed to CCAMLR that krill fishing activities should be moved offshore to avoid any potential overlap with the foraging areas of breeding wildlife. The UK has therefore welcomed the recent announcement by the Association of Responsible Krill Harvesting Operators (ARK) to voluntarily implement such measures. The UK also recently secured agreement by CCAMLR to protect marine areas that are newly exposed by ice shelf collapse or retreat around the Antarctic Peninsula.</p>
