	answer	answer is ministerial correction date of answer 12/12/2018 answer text <p>The High Income Child Benefit Charge (HICBC) was introduced in 2013 to ensure that support is targeted at those who need it most.</p><p> </p><p>HM Revenue and Customs (HMRC) took considerable steps to raise awareness of HICBC. It wrote to around 800,000 families affected by the charge when it was launched, and ran a high profile advertising and media campaign. It also included a prominent message about the charge in two million letters to PAYE-only higher rate taxpayers.</p><p> </p><p>HMRC continues to make information on HICBC widely available, including in packs for new parents telling them how to claim Child Benefit. Where parents have experienced technical issues that impact them financially, HMRC has arrangements in place to ensure that they do not miss out as a result. Where parents report technical issues with their Tax-Free Childcare payments, HMRC pay compensation to reimburse them for any missed government top-up.</p><p>To 31 October 2018, HMRC has received 4,560 complaints from parents who have experienced technical issues with the childcare service. 	answer	answer is ministerial correction date of answer 04/02/2019 answer text <p>The government has always encouraged families to claim Child Benefit to receive the associated National Insurance credits and help protect their future right to the State Pension.</p><p> </p><p>Parents are advised to do this on the Child Benefit claim form (which is included in Bounty Packs that go to new parents), through the HMRC helpline, and online at GOV.UK.</p><p> </p><p>From April 2019 the Child Benefit claim form and accompanying notes will further emphasise the non-monetary benefits a Child Benefit award provides: in particular, the associated National Insurance credits which protect their State Pension.</p><p> </p><p>In addition, HMRC is developing social media content and material that can be distributed to external partners, to further promote the importance of claiming.</p><p> </p><p>Most parents are able to qualify for the new State Pension, even if there are gaps of up to 15 years in their National Insurance records.
