star this property answer text Zambia is one of three countries – along with Chad and Ethiopia - to have so far requested the Common Framework.<p> </p><p>The Common Framework was agreed in November 2020 by the UK, along with the G20 and Paris Club, to help deliver a long-term, sustainable approach for supporting low-income countries to tackle their debt vulnerabilities.</p><p> </p><p>In its February 2022 communique, the G20 reiterated its commitment to step up efforts to implement the Common Framework in a timely, orderly and coordinated manner. Progress in implementing the Common Framework has been a regular feature in the Chancellor’s discussions in the G7 and G20 and - as a creditor to Zambia - it is a priority to work with our international partners to ensure swift progress on the debt treatment.</p> more like this

star this property answer text The Coronavirus Job Retention Scheme is open to any individual who was on an employer’s PAYE payroll on or before 19 March 2020 and for whom HMRC received an RTI submission notifying payment in respect of that employee on or before the 19 March 2020. Processing claims for the Coronavirus Job Retention Scheme where HMRC do not have RTI data by 19 March would require much greater manual handling by HMRC, which would significantly slow down the system while risking substantial levels of fraud. It would also require greater resource for HMRC when they are already under significant pressure to deliver the system designed. Those not eligible for the scheme may have access to other support Government is providing, including a package of temporary welfare measures and up to three months’ mortgage payment holidays for those struggling with their mortgage payments. more like this

The standard rate of VAT applies to most goods and services, including sun safety products.</p><p> </p><p>High-factor sunscreen is on the NHS prescription list for certain conditions and therefore is provided VAT free when dispensed by a pharmacist.</p><p> </p><p>The Government keeps all taxes under review, however, there are currently no plans to change the VAT treatment of sunscreen products.</p> more like this

star this property answer text <p>Treasury ministers are in regular conversations with mortgage lenders about market conditions. Ultimately, the decision of a lender to offer products to customers is a commercial one, determined by their risk appetites, in which the government does not seek to interfere. Lenders will take into account the circumstances of individual customers, such as the security of their income (for which they may consider Self Employed Income Support Scheme (SEISS) payments); not having significant other debt; the borrower’s credit score and the loan to value of their mortgage.</p><p> </p><p>The Government is clear that lenders should treat customers fairly, especially in the current context of Covid-19 and will continue to monitor the mortgage market and engage with industry on the availability of mortgage products.</p> more like this

star this property answer text <p>The government is committed to helping people access the savings and money they are entitled to, including the money held in Child Trust Funds (CTF) and Junior ISAs (JISA).</p><p> </p><p>While primary responsibility for communicating with account holders and their registered contact lies with CTF providers, HMRC works closely with providers, the wider industry and the Money and Pensions Service to ensure that young people are aware of, and can access, their CTFs, particularly those opened by HMRC on their behalf.</p><p> </p><p>The government’s current plans will reunite the vast majority of CTF accounts with their owners, but there may be some cases where further action will be required. The government will monitor how many accounts remain open and judge when it is appropriate to intervene in other ways.</p><p> </p><p>Only parents or a guardian with parental responsibility can open a JISA for an under 16-year old. Young adults are likely to be aware of JISAs opened for them.</p><p> </p><p>If the child lacks the mental capacity to manage their account when they turn 18 then the parent, or a close friend or relative, needs to apply to the Court of Protection (or equivalents in Scotland and Northern Ireland) for a financial deputyship order. This allows them to manage the young person’s adult ISA or matured CTF account or take out money on their behalf once they turn 18. Responsibility for the process and legislation relating to mental capacity rests with the Ministry of Justice and devolved administrations.</p>

star this property answer text <p>The government has set out a package of measures to support businesses through this period of disruption caused by COVID-19.</p><p> </p><p>The Chancellor previously announced a 100% rates holiday for eligible retail, hospitality and leisure properties in 2020-21. On the 25<sup>th</sup> March the government went further and removed some of the exclusions for this relief, so that eligible retail, leisure, and hospitality properties that will have to close as a result of the measures announced by the Prime Minister in his statement of the 23<sup>rd</sup> March, will now be eligible for the relief.</p><p> </p><p>Support is also available to those not eligible for business rates relief, this includes the Coronavirus Business Interruption Loan scheme for small and medium-sized businesses, a statutory sick pay relief package, the HMRC Time To Pay Scheme, the Coronavirus Job Retention Scheme to help firms continue to keep people in employment and a new lending facility from the Bank of England for larger firms.</p>
