Internationally, the UK is a highly attractive place for R&amp;D, ranking 4<sup>th</sup> on the 2018 global innovation index.</p><p> </p><p>Since 2016, the Government has committed an additional £7bn of public funding to R&amp;D by 2021-22. This is the largest boost by any government for 40 years and will leverage significant private investment. On average, every public pound spent on R&amp;D generates an additional £1.36 of private spending. Within this, local councils will receive £240 million for adult social care. This will make sure people can leave hospital when they are ready, into a care setting that best meets their needs. This will help the NHS to free up the beds it needs over winter. This repeats the £240 million for local councils for adult social care to alleviate winter pressures in 2018-19.</p><p>The Budget announced a further £410 million in 2019-20 for adults and children’s social care. Where necessary, local councils should use this funding to ensure that adult social care pressures do not create additional demand on the NHS. Sexual orientation is one of the nine characteristics protected under the Equality Act 2010, for which the Government Equalities Office (GEO) within DfID is the Government’s lead department. A wide range of government departments have spending in support of LGBT rights. For instance, in 2015, GEO ran a £2.0 million pilot fund to test approaches to effectively tackle homophobic, biphobic and transphobic (HBT) bullying in schools. Following the evaluation of the pilot, the Government is now providing £4.0 million worth of funds from 2016 to 2020 to tackle HBT bullying in schools. This guarantee was extended in July 2018 to cover all EU projects agreed before the end of 2020, where the UK will be eligible to participate as a third country. If the UK leaves the EU next year without reaching an overall withdrawal agreement, HM Treasury will make funding available to departments to cover projects under the guarantee, which includes Horizon 2020. This funding will be additional to existing departmental budgets.
