HMRC has also recently concluded the evaluation of a possible new marker for rebated fuel, which will make it harder to launder marked fuel and sell it at a profit.</p><p> </p><p>HMRC uses several avenues to tackle fraud: criminal prosecution, civil action (such as seizing fuel or pumps), civil penalties and strong regulatory controls.</p><p> </p><p> </p>

star this property answer text <p>The lawfulness of the Aggregates Levy been challenged in the UK and European courts for over thirteen years by the British Aggregates Association. No court has ever found the levy to be unlawful.</p><br /><p>The legal challenges have also caused many years of uncertainty for industry, and have prevented the government from making any significant changes to the levy.</p><br /><p>The government’s legal costs are not finalised and are continuing to rise. This should be viewed against over £4 billion (and rising) in levy revenue that the government’s defence is protecting.</p> more like this

star this property answer text <p>VAT receipts from the sale of sanitary products, subject to the reduced rate of VAT, are estimated to have been approximately £15m in each of the last five years.</p><p>VAT rules apply the standard rate of 20 per cent to most goods and services. While there are exceptions to this standard rate, these are strictly limited under EU VAT law.</p><p>One such exception is that female sanitary products can be subject to a reduced rate of VAT. Since 2001, the UK has therefore applied a 5 per cent reduced rate of VAT, the lowest permissible under EU law, to the supply of sanitary products.</p><p> </p><p>The application of VAT in the EU, including rates and flexibilities afforded to member states in this regard, is governed by EU law. It means, for example that the Government cannot apply a zero rate tofemale sanitary products. That would require a change to EU VAT legislation, which would require a proposal from the European Commission and the unanimous agreement of all 28 member states.</p>

star this property answer text <p>The Government recently announced that the reform to the off-payroll working rules for people contracting their services to large or medium-sized organisations outside the public sector will be delayed for one year, from 6 April 2020 until 6 April 2021.</p><p> </p><p>This is part of the additional support which the Government is providing for businesses and individuals to deal with the economic impacts of COVID-19. It is right for the Government to do what it can to support all parts of the labour market at this time.</p><p> </p><p>This is a deferral of the introduction of the reform, not a cancellation. The Government remains committed to introducing this policy in order to address the unfairness of non-compliance with the existing off-payroll working rules. The Government will reintroduce the off-payroll working rules provisions by amending the Finance Bill, with a ​commencement date of 6 April 2021.</p> more like this

star this property answer text <p>The off-payroll working rules are designed to ensure that someone working like an employee, but through their own company, pays similar levels of tax to other employees. star this property answer text <p>The Government has announced unprecedented support for public services, business and workers to protect against the current economic emergency. Our economic response is one of the most generous and comprehensive globally.</p><p> </p><p>HMRC are also delivering Time to Pay to fit the specific impacts of Covid-19. Time to Pay is a pre-existing scheme available to all firms and individuals who are in temporary financial distress as a result of Covid-19 with existing liabilities to HMRC and are unable to pay their tax on time. The government has ensured that businesses and self-employed individuals in financial distress and with outstanding tax liabilities can receive help and advice with their tax affairs. HMRC has set up a dedicated COVID-19 helpline to help those in need, and they may be able to agree a bespoke Time to Pay arrangement. A business or self-employed individual can contact HMRC’s helpline for help and advice on 0800 024 1222.</p><p> </p><p>In addition, the government is deferring Value Added Tax (VAT) payments so UK VAT registered businesses will not need to pay any VAT due alongside their normal VAT return from 20 March through to the end of June – a deferral worth over £30 billion or 1.5% of GDP. Businesses will have until the end of the financial year (March 31st 2021) to pay back any deferred VAT. This is to help support businesses with their cash flows, and support individuals’ employment. The option to defer VAT is open to all £2.3 million UK VAT registered businesses.</p>
