	answer	answer is ministerial correction date of answer 10/03/2021 answer text <p>Defra does not hold records on which household and waste recycling centres (HWRCs) charge for the disposal of waste. The Controlled Waste Regulations 2012 set out charging arrangements for different categories of waste, including waste delivered to HWRCs. Charges made by local authorities to dispose of DIY waste vary and some do not charge for this service.</p><p> </p><p>In our Resources and Waste Strategy we committed to ensuring that charging arrangements in the Controlled Waste Regulations are clear, especially in relation to waste arising from small scale DIY construction activities carried out by ordinary householders with no specialist skills, which the government has been clear should not be charged for. It is an abhorrent trade which causes suffering to puppies and puts the health of pets and people in the UK at risk. We have legislation in place to ensure those guilty of offences are duly punished.</p><p> </p><p>We are listening to the concerns of stakeholders around future requirements and the Government is developing a range of options to strengthen our efforts to tackle puppy smuggling, taking into consideration the recommendations of stakeholders such as Dogs Trust. The end of the Transition Period may open up new opportunities for managing our own pet travel arrangements. As part of our wider work in this area, we have conducted a renewed rabies risk assessment and have commissioned assessments to understand the risks posed by tapeworms, as well as ticks and tick-borne disease. The results of these will be used to inform our future policy options.</p><p> </p><p>Regarding specific sentencing options, the end of the Transition Period will again present new opportunities. I have been in contact with Hon. Members from the South Yorkshire area on the issue of a round table.</p><p> </p><p>Prior to lockdown, Defra officials were working to set this up. However, the coronavirus pandemic has caused delays. All non-commercial dogs, cats and ferrets entering Great Britain on approved routes under the Pet Travel rules undergo 100% documentary and identity checks by authorised pet checkers.</p><p> </p><p>Authorised pet checkers are trained by the Animal and Plant Health Agency (APHA) prior to being granted approval and receive annual audits of their checking and processing to ensure they uphold our requirements. 	answer	answer is ministerial correction date of answer 15/06/2021 answer text <p>We take our trade and international obligations for human health and the environment seriously and continue to monitor action in other countries and learn from their experiences.</p><p> </p><p>The export of paraquat from Great Britain (GB) is regulated under the GB Prior Informed Consent (PIC) regulatory regime for the export and import of certain hazardous chemicals. Companies intending to export any of these chemicals from the GB must notify the importing country via the exporter’s Designated National Authority. For GB, the Designated National Authority is The Health and Safety Executive (HSE).</p><p> </p><p>Paraquat additionally requires the explicit consent of the importing country before export can take place. The exchange of information that PIC provides allows the importing countries to make informed decisions on the import of those chemicals and on how to handle and use them safely. This process is kept under review.</p><p> </p><p>We believe it is essential that the use of actives that are known to be hazardous to human health or the environment should be subject to scientific risk assessment, mitigation and regulatory protections.
