unstar this property answer text <p>The Government is not currently considering a national scrappage scheme in light of concerns over deliverability and value for money. However we have not restricted the types of measures eligible local authorities could bid for funding for from the Clean Air Fund which supports local authorities with nitrogen dioxide exceedances. The Government will continue to assess bids that relate to scrappage and where these are approved support the local authorities in delivery of these schemes.</p> more like this

unstar this property answer text <p>On 18 February the Government published a consultation on changes to the producer responsibility regime for packaging. As part of this consultation we have proposed a mandatory UK-wide labelling scheme which would require producers to clearly label their packaging as ‘recyclable’ or ‘not-recyclable’. This proposal will ensure the packaging labelling scheme will be: (a) highly visible, (b) unambiguous and (c) on the front of packaging.</p><p> </p><p>The consultation closed on 13 May and we are currently analysing the responses. A summary of responses will be published in due course.</p><p> </p><p>The details of the proposed mandatory packaging labelling scheme, such as the design of the label, will be subject to further consultation.</p> more like this

unstar this property answer text <p>The Government takes the welfare of all racing animals very seriously. We are working closely with the main racing greyhound industry regulatory body, the Greyhound Board of Great Britain (GBGB) to ensure it delivers on the commitments it made to the Government, following the Government’s Post Implementation Review of the Welfare of Racing Greyhounds Regulations 2010. This includes the annual publication of injury and retirement data to improve transparency in the sport. The second set of annual figures were published on 12 June 2019.</p><p><a href="https://s3-eu-west-1.amazonaws.com/gbgb-prod-assets/wp-content/uploads/2019/06/12085443/Final-2018-Stats.pdf" target="_blank">https://s3-eu-west-1.amazonaws.com/gbgb-prod-assets/wp-content/uploads/2019/06/12085443/Final-2018-Stats.pdf</a></p><p> </p><p>The annual publication of the injury and retirement data was accompanied by an update on the progress made by the GBGB against their ‘Greyhound Commitment’. The Commitment sets out an eight point manifesto on how the GBGB is aiming to improve the welfare of racing greyhounds, and includes a commitment to ensure more greyhounds are successfully rehomed at the end of their racing lives. The GBGB have also delivered an independent welfare standard for trainers’ kennels and are also developing a UKAS (United Kingdom Accreditation Service) accredited trainers’ licensing scheme for GBGB trainers. The Government is also considering whether further regulatory changes are required to protect the welfare of racing greyhounds used by professional trainers not running greyhounds on GBGB tracks.</p><p> </p><p>To help ensure more funding for greyhound welfare, on 10 January 2019, the Government announced a new funding commitment from bookmakers worth an estimated additional £3 million this year to ensure the welfare of greyhounds is protected and improved. We expect thousands of racing greyhounds are to be better cared for as a result of this new deal. The commitment is set to increase the total amount of funding from bookmakers to the British Greyhound Racing Fund to an estimated £10 million this year.</p>

unstar this property answer text <p>Our UK Plan for Tackling Roadside Nitrogen Dioxide (NO<sub>2</sub>) Concentrations, supported by a £3.5 billion investment into air quality and cleaner transport, sets out how we will achieve legal compliance of NO<sub>2</sub> limits in the shortest possible time.</p><p> </p><p>As a result of the NO<sub>2</sub> Plan, the Government is working closely with 61 English local authorities to tackle their exceedances.</p><p> </p><p>Oxford City Council (OCC) was required to carry out a targeted feasibility study where the Defra/ DfT Joint Air Quality Unit provided £50,000 as part of the NO2 plan.</p><p>Under the Air Quality Grant, OCC was provided with £122,500 for city-wide communication programmes to support achievement of zero-emissions delivery freight, and £128, 500 for testing of low cost Zephyr sensor packages to compare with current sensors and improve data.</p> more like this

unstar this property answer text <p>Defra is working with the Environment Agency (EA), academics and the UK water industry to understand the scale of the microplastic pollution problem and to establish detection methods to identify, characterise and quantify the types of microplastics entering our rivers. Although there has been substantive research reporting the presence and impacts of microplastics in the marine environment, little is known about their sources, release and impact on freshwaters and their ultimate transport to the marine environment. Defra has commissioned evidence reviews to further understand these issues and will use the outcomes from these and other research to develop policy options/measures/interventions for removing plastic pollution from rivers.</p><p> </p><p>There are currently no consistent sampling, collection or assessment methodologies for measuring micro-plastics in various environmental media (sediments, water column or biota), which means that routine monitoring is not practicable. Defra is also working with the EA, academics and water companies to develop methodologies to enable future monitoring of micro-plastics in wastewater, sludge and the water environment.</p><p> </p><p>The EA takes steps to stop pollution causing harm where they can clearly attribute the source of the substance, as without this information it is not possible for them to take action. One of the sources of plastic pollution comes from small beads used in industrial processes and EA are working proactively to reduce the release of these small plastics pellets from the industries they regulate.</p><p> </p><p>Plastic waste can also provide a source of micro-sized plastics once in the environment. To address this, the Government has set a target to eliminate all avoidable plastic waste within the lifetime of the 25 Year Environment Plan (by 2042) and set aside £20 million for research and development managed through the Plastics Innovation Fund in March 2018. A further £10 million was committed in the 2018 Autumn Budget for continued/additional plastics research and development along with £10 million to pioneer innovative approaches to boosting recycling and reducing litter.</p><p> </p>
