There are Government initiatives for those living in fuel poverty burning solid fuels. The Energy Company Obligation is a requirement on larger energy suppliers to reduce heating costs through the installation of energy efficiency measures and new heating systems. It includes the installation of central heating in homes which have not had it before. Additionally, there is a minimum requirement to deliver measures in rural areas and incentives to deliver to homes off the gas grid. The Private Rented Sector Regulation 2019 also requires landlords to improve the energy performance of F&amp;G rated properties they let out. Looking ahead, the Government is planning to publish a Heat and Buildings Strategy later this year, which will set out the immediate actions we will take for reducing emissions from buildings.</p><p> </p><p>In addition, we recently announced proposals to introduce legislation for cleaner domestic burning of solid fuels. This will introduce restrictions on the sale of wet wood for domestic burning so that it can only be purchased in volumes over 2m<sup>3</sup>. Burning a dry log which has below 20% moisture can reduce emissions by 50% compared with a log which has not been dried. It is also much more cost effective to burn on a heat output basis, and leaves less tar and soot in the appliance and chimney. 	answer	answer is ministerial correction date of answer 06/02/2020 answer text <p>Under the Clean Air Act 1993, the Government publishes a list of solid fuel combustion appliances exempted from the prohibition of smoke emissions in smoke control areas.</p><p> </p><p>To add a new appliance to the list, the manufacturer of the appliance must apply to HETAS, the appointed contractor, for approval. 	answer	answer is ministerial correction date of answer 06/02/2020 answer text <p>Under Part III of the Clean Air Act 1993 (CAA), it is an offence to emit smoke from a chimney of a building in a Smoke Control Area (SCA) unless burning an authorised fuel or using an exempt appliance. Local authorities are responsible for designation and enforcement of SCAs.</p><p> </p><p>To obtain exemption, appliances such as wood-burning stoves must pass smoke emissions tests. Exemptions are granted on conditions such as requiring users to operate the appliance in accordance with the manufacturers’ instructions and only burn specified fuels. Local authorities can take action in SCAs where they have identified that a user is not complying with these conditions and an offence has occurred.</p><p> </p><p>We recognise that enforcement of SCAs can be challenging. For this reason, we are proposing to amend Part III of the CAA through the Environment Bill to enable quicker, simpler and more proportionate enforcement of SCAs. This includes enabling local authorities in England to issue civil financial penalties for chimney smoke emissions. This will be possible as the regime will shift from being a criminal to a civil regime. This regime change will also remove the statutory defences, including the use of an exempt appliance or an authorised fuel, that currently hinder enforcement. Authorities have no means by which to determine whether the statutory defences apply as they are unable to enter private premises.
