This answer refers to the Industrial Emissions Directive (2010/75/EU), which was transposed into law in England and Wales in February 2013. The Directive requires operators in a range of industrial sectors to comply with certain standards to ensure the reduction of emissions from their activities.</p><p>Prior to transposition of the Directive, our impact assessment estimated that the annual regulatory and compliance costs for the main affected sectors would be £105m for operators of large combustion plants and £0 - £15m for a range of other installations in the waste treatment and wood treatment sectors.</p><p>The impact assessment estimated that the annual human health benefits due to a reduction in emissions of nitrogen dioxide, sulphur dioxide and particulate matter from large combustion plants alone would be £188m. We have consulted on our draft revised air quality plans for nitrogen dioxide (NO<sub>2</sub>), which set out a range of local, national and international actions to lower levels of harmful emissions and are currently analysing all of the responses received. The EA will be responding to the first phase of HAL’s public consultation which was launched on 17 January 2018. Their work to grow demand for wood from ground level up is helping develop the woodland economy. We also support the Woodland Carbon Code to help to attract private investment in woodland creation.</p><p> </p><p>The window for Woodland Creation Grant applications for planting over the next two seasons, under the Rural Development Programme, closed on 31 March. We are continuing to process these applications and agreements are expected to be issued this month.</p><p> </p><p>The Forestry Commission plans to re-open the £1m Forestry Innovation Fund for Woodland Creation Planning Grants for new applications this month. This includes wet wipes.</p><p> </p><p>The Government is working with the water industry and wet wipe manufacturers to prevent wet wipes entering our waterways and damaging our marine environment. I hosted a cross industry wet wipes roundtable in November 2016, to tackle the issue of wipes being incorrectly flushed and causing sewer blockages. Following the meeting, revised wet wipe industry guidance requires a ‘Do Not Flush’ label to be displayed far more prominently on non-flushable wipes.</p><p> </p><p>We support the water industry’s ongoing work on their voluntary ‘Fine to Flush’ label, to ensure that any wipes which are marked as being ‘flushable’, are plastic free and are truly flushable, meaning they can enter the sewage system without causing blockages or harming the environment. To develop the National Litter Strategy we are working with a range of interested stakeholders, including representatives of the packaging industry.</p><p> </p><p>The Scottish Government is taking forward further work on the specific issue of a deposit return system for single-use drinks containers such as plastic bottles, and we will review any new evidence arising from this in the course of developing our own National Litter Strategy for England. However, in the meantime, we will continue to focus on improving existing waste collection and recycling systems for these items.</p><p> </p><p>In the UK, packaging producers who put more than 50 tonnes of packaging materials on the market a year, and have an annual turnover of more than £2 million, are required to recover and recycle a proportion of their packaging waste. As a result, most major bottle manufacturers and retailers who sell bottles pick up a financial obligation to recycle their packaging waste. More stringent recycling and recovery targets across the years led to a decrease in the proportion of bottles ending up in landfill and in litter. We will continue to focus on improving this system in future years.</p><p> </p><p>The UK Marine Strategy Part Three, published in December last year, sets out the actions we are taking to improve the marine environment. It covers measures that contribute to reducing sources of litter, including sources of beach litter, and to remove what has already reached our beaches. Our long-term national strategy to tackle tree and plant disease is based on science, international best practice and advice of the UK Chief Plant Health Officer. We have also invested more than any other country in research on Ash Dieback and are conducting the world’s largest screening trials to identify a disease-tolerant tree.</p><p>We are promoting biosecurity internationally, at UK borders, and inland targeted inspections at the border to intercept high risk trades.</p><p>There are regulations on importing plants and products from outside the UK where it is known that certain pests or pathogens are present. These are updated regularly, in response to new evidence. We are working collaboratively with the international community, industry, NGOs, landowners and the public to reduce the risks of pests and diseases entering the country, and mitigate the impact of newly established pests.</p><p>Our approach to tackling plant and tree pests and diseases also includes:</p><ul><li>Identifying and assessing new threats using the UK Plant Health Risk Register; and</li><li>Targeted import inspections at ports and airports combined with inland surveillance.</li></ul><p>The Forestry Commission provides advice to woodland managers about how best to manage and adapt to tree pests and diseases. 	answer	answer is ministerial correction date of answer 07/03/2017 answer text <p>Our efforts are currently focused on the reporting of statutory bee pests and diseases such as the small hive beetle and European and American foulbrood. Details of outbreaks are provided on our online advice portal BeeBase, available for all registered beekeepers to see. Beekeepers within 3km of an outbreak are notified by email. Current levels of foulbrood across the country are at very low levels testifying to the success of this approach.</p><p> </p><p>We support beekeepers against non-notiable pests and diseases such as Varroa through our extensive training and inspection programme and through BeeBase. Guidance is provided on how to identify and manage their impacts ensuring healthier and more productive colonies. 	answer	answer is ministerial correction date of answer 07/03/2017 answer text <p>Pesticides are tightly regulated in the UK and plant protection products can only be sold or used after they have been authorised. Authorised products are often subject to restrictions on the ways in which they are used, so as to ensure protection of human health and the environment. These restrictions can include application rates, timings and specific risk mitigation measures. There is also guidance for professional pesticide users which includes information on correct use, storage and disposal of plant protection products. Several schemes, such as cross-compliance requirements for rural payments and various farm assurance schemes, include inspections covering pesticide storage facilities, record-keeping and practices.</p><p> </p><p>The UK has a National Action Plan which includes a range of measures to ensure the sustainable use of pesticides. The Government is advised on the progress with this Plan by a stakeholder group, the Pesticides Forum. The Forum considers a range of information, including the results of relevant Government monitoring schemes. 	answer	answer is ministerial correction date of answer 21/04/2017 answer text <p>The Road Traffic (Vehicle Emissions) (Fixed Penalty) (England) Regulations 2002 enable local authorities to issue £20 Fixed Penalty Notices (FPNs) to drivers leaving engines running unnecessarily after being asked to turn off the engine. Assessment and decision making for active substances takes place at EU level and sulfoxaflor and flupyradifurone were approved in 2015. Products containing approved active substances can only be used if authorised by the UK. No authorisation has been given to date for any product containing sulfoxaflor or flupyradifurone. 	answer	answer is ministerial correction date of answer 16/04/2018 answer text <p>We have not made an estimate of the number of water companies that require consumers to pay bills up to a year in advance. We have also not compared such a practice to other utility markets.</p><p> </p><p>Water companies use a variety of billing, payment and collection methods and can be flexible in their billing arrangements. However, they must be set within Ofwat’s (the independent water regulator) charging rules and guidelines. These rules include a requirement that companies give customers a reasonable choice as to the times and methods of payment of their charges. Customers should contact their water company to discuss their payment plan and the billing options they have.</p><p> </p><p>All companies offer a range of support to those household customers who may be struggling to pay their bill, including social tariffs, customer assistance funds, payment plans and information about water efficiency advice and products. Information is available on their websites or from the Consumer Council for Water.</p><p> </p><p>For business and other non-household customers who receive their water and wastewater services from a retailer, it is for individual retailers to decide which billing and collection methods they use. Retailers must comply with codes set by Ofwat and must inform customers of the type, frequency of bills and payment methods available. Business customers can discuss payment plans with their retail provider and can explore switching to another provider who may be more flexible with their billing arrangements. Not all retail providers will require payment in advance.
