	answer	answer is ministerial correction date of answer 27/02/2019 answer text <p>The Government is committed to ensuring that zoos are safe places to work and visit, and that there are high standards of welfare for all animals.</p><p> </p><p>The Zoo Licensing Act 1981 sets out comprehensive licensing and inspection requirements for zoos. Responsibility for administering these requirements rests with local authorities. Defra supports this by providing the Secretary of State’s Standards of Modern Zoo Practice, which sets out minimum standards that zoos are expected to meet, covering welfare and safety.</p><p> </p><p>The standards are kept under review by Defra’s Zoos Expert Committee, a group of independent experts that advises Defra on zoo issues. 	answer	answer is ministerial correction date of answer 27/02/2019 answer text <p>The brown marmorated stink bug, <em>Halyomorpha halys</em>, is an insect from eastern Asia (China, Japan, Korea and Taiwan). It has no established populations in the UK. We are aware that it has spread into the USA and to mainland Europe. For example, it was first reported in Germany in 2001. Subsequent reports have come from Switzerland (2004), Greece (2011), France (2012), Italy (2012) and Hungary (2013). The insect has been intercepted in the UK on several occasions in recent years.</p><p> </p><p>We have carried out a risk assessment on the potential for this organism to arrive in the UK and cause damage. Given its establishment in Europe and other parts of the world and its potential to spread by hitchhiking, on vehicles and through human movements, as well as via trade, our assessment has shown that it has the potential to reach the UK. It may be able to survive in our climate, but is unlikely to reach more than one generation per year, preventing it from reaching harmful levels. The Government does not hold collated information on the direct cost to the ‘public purse’. However, we are working towards furthering our understanding of the impact of invasive species, including their economic costs. Defra has recently commissioned a scoping study which will investigate whether it is possible to quantify a broader range of impacts of INNS on natural capital assets and the ecosystem services they provide. This will build on CABI’s Defra-funded study from 2010, which was a substantial and detailed assessment. 	answer	answer is ministerial correction date of answer 27/02/2019 answer text <p>Pathway action plans (PAPs) are complete or in progress for angling, boating and zoos and aquaria sectors. There are also campaigns to reduce the spread of aquatic species generally (Check, Clean, Dry), and to reduce the risk of aquatic ornamental plants escaping into the wild (Be Plant Wise). These have been prioritised based on the threat posed to the UK by a much wider group of invasive non-native species than those listed as being of Union concern, including a group of freshwater species from the Ponto-Caspian region in south-east Europe which are not listed as they are native to part of the EU.</p><p> </p><p>Of the listed species, the angling and boating PAPs should help to reduce the risk of spread of a number of listed aquatic plants (e.g. curly waterweed and green cabomba) while the Be Plant Wise awareness raising campaign is aimed at reducing escapes of ornamental plants (e.g. water hyacinth, floating pennywort, Nuttall's waterweed, broadleaf watermilfoil, water lettuce, Salvinia moss) and the zoos and aquaria PAP aims to reduce the risk of zoo and aquaria escapes such as Pallas's squirrel, small Asian mongoose, coati, raccoon, fox squirrel, Siberian chipmunk, sacred ibis and raccoon dog.</p><p> </p> answering member constituency Suffolk Coastal answering member printed Dr Thérèse Coffey question first answered 27/02/2019 10:16:05 answering member 4098 label Biography information for Dr Thérèse Coffey
