star this property answer text <p>There are a number of EU directives covering a wide range of pollution issues. This answer refers to the Industrial Emissions Directive (2010/75/EU), which was transposed into law in England and Wales in February 2013. The Directive requires operators in a range of industrial sectors to comply with certain standards to ensure the reduction of emissions from their activities.</p><p>Prior to transposition of the Directive, our impact assessment estimated that the annual regulatory and compliance costs for the main affected sectors would be £105m for operators of large combustion plants and £0 - £15m for a range of other installations in the waste treatment and wood treatment sectors.</p><p>The impact assessment estimated that the annual human health benefits due to a reduction in emissions of nitrogen dioxide, sulphur dioxide and particulate matter from large combustion plants alone would be £188m. Other benefits for human health and the environment were also expected to arise from other pollutants that could not be monetised.</p>

star this property answer text <p>We have improved air quality significantly over recent decades and the UK currently meets the EU limit values for almost all pollutants. We have consulted on our draft revised air quality plans for nitrogen dioxide (NO<sub>2</sub>), which set out a range of local, national and international actions to lower levels of harmful emissions and are currently analysing all of the responses received. By the end of the year we will submit the finalised plans to the European Commission outlining how the UK will meet the EU limit values for NO<sub>2</sub> including those of 40 micrograms of NO<sub>2</sub> per cubic metre in the shortest possible time.</p> more like this

star this property answer text <p>The Environment Agency (EA) has not yet made a detailed assessment of the effect of proposals to expand Heathrow Airport.</p><p> </p><p>Heathrow Airport Ltd (HAL) is currently working on its detailed proposal and once this is submitted the EA will assess it. The EA will be responding to the first phase of HAL’s public consultation which was launched on 17 January 2018. The EA will not be able to assess the detailed proposals until HAL submit their application for a Development Consent Order, which they expect to do by the end of 2019.</p><p> </p> more like this

star this property answer text <p>The paper entitled Seasonal workers pilot: request for information (RFI), published in September 2018, laid out the details of the Pilot explained Defra’s expectations of any potential Pilot Operators, and requested information from any organisation seeking to operate the Pilot to enable Defra to assess their suitability. The responses to the RFI were evaluated as part of the Pilot’s competitive selection process and two Pilot Operators were selected. star this property answer text <p>Defra officials are working closely with the Gangmasters and Labour Abuse Authority (GLAA) on the Government’s seasonal workers pilot. The oversight and protection of workers was a central element of the selection process for Pilot Operators. The selected Pilot Operators were first publically announced in the Statement of changes to the Immigration Rules, which was laid on 11 December and is available here: <a href="https://www.gov.uk/government/publications/statement-of-changes-to-the-immigration-rules-hc-1779-11-december-2018" target="_blank">https://www.gov.uk/government/publications/statement-of-changes-to-the-immigration-rules-hc-1779-11-december-2018</a>.</p><p> </p><p> </p><p> </p><p>Officials will continue working closely with the GLAA over the two year operation of the Pilot. A key objective of the pilot is to ensure that migrant workers are adequately protected against modern slavery and other labour abuses. The operators of the scheme will be licensed by the GLAA. They will ensure that all workers are placed with farms who adhere to all relevant legislation, including paying the National Minimum Wage. Farmers will also be vetted to ensure that living and working conditions are of a suitable quality.</p><p> </p>
