	answer	answer is ministerial correction date of answer 23/02/2016 answer text <p>Local Authorities (LAs) have powers to carry out flood risk management works, including maintenance on ordinary watercourses, while the Environment Agency (EA) has powers to carry out work on main rivers. In addition, under the Flood and Water Management Act 2010, flood risk management authorities may carry out work using the powers of other risk management authorities using public sector cooperation agreements. 	answer	answer is ministerial correction date of answer 11/02/2016 answer text <p>Following discussions between Defra, the Department for Communities and Local Government (DCLG) and the Somerset Rivers Authority, the Secretary of State for DCLG confirmed that authorities in Somerset will be able to raise extra funding via a shadow precept from April 2016.</p><p> </p><p>The Government also provides funding to Lead Local Flood Authorities (LLFAs) to carry out their duties under the Flood and Water Management Act. The Environment Agency (EA) works in close partnership with Internal Drainage Boards (IDBs) and regularly discusses local watercourse maintenance plans with them, including to agree where IDBs could do work on the EA’s behalf, through public sector cooperation agreements. 	answer	answer is ministerial correction date of answer 15/02/2016 answer text <p>The Environment Agency (EA) has a duty under the Flood and Water Management Act 2010 to develop, maintain, apply and monitor a national flood and coastal erosion risk management strategy for England. The strategy was published in 2011. The Act also lays down that the EA must report to the Minister on flood and costal erosion risk management including the application of the national strategy. The EA publishes this report annually.</p><p>In addition Government is undertaking a National Flood Resilience Review which will assess how the country can be better protected from future flooding and increasingly extreme weather events. It will focus on four key areas: updating our climate modelling and stress-testing the nation’s resilience to flood risk; assessing the resilience of our important infrastructure like electricity substations; our temporary defences; and our future investment strategy. The Government launched a call for evidence on 2 February. 	answer	answer is ministerial correction date of answer 16/03/2018 answer text <p>The Heather and Grass Burning regulations 2007 prohibits the burning of heather, rough grass, bracken, gorse or vaccinium, except under licence from Natural England (NE), in a manner that exposes bare soil which extends more than 25m along the bank of a watercourse and is more than a metre wide. 	answer	answer is ministerial correction date of answer 13/12/2016 answer text <p>The Environment Agency has published guidance[1] that describes the principles that Risk Management Authorities should follow when implementing the Government’s partnership funding policy[2] and promoting flood and coastal risk management projects. This includes securing contributions from beneficiaries for flood risk management schemes.</p><p> </p><p>All contributions are voluntary. Most private contributions are associated with the direct reduction of risk to the business location alone. However in some situations, where businesses are within an at-risk community, their contributions may also be used to protect the adjacent community. Where this is the case, the Government offers tax incentives in support.</p><p> </p><p>The terms on which contributions are secured is a matter for each Risk Management Authority. The guidance describes the key elements these terms should consider. This analysis is used by Government when considering the case for future investment in flood risk management, for example at spending reviews.</p><p> </p><p>At the last spending review we confirmed a record level, six-year capital commitment up to 2021.
