star this property answer text <p>The Mandatory Use of Closed-Circuit Television (CCTV) in Slaughterhouses (England) Regulations 2018 came into force on 4 May 2018. In order to allow slaughterhouses in England time to install a suitable CCTV system a six-month transition period was included so that enforcement powers came into force in November 2018. Guidance and support on implementation was provided to slaughterhouse operators during the transition period.</p><p> </p><p>CCTV compliance is monitored and enforced in all approved slaughterhouses in England by Official Veterinarians of the Food Standards Agency. They also ensure that all animal welfare requirements are met and CCTV complements this.</p> more like this

star this property answer text <p>The Food Standards Agency has a long standing policy of support for the installation of CCTV in slaughterhouses as a tool to protect animal welfare.</p><p> </p><p>The Farm Animal Welfare Committee (FAWC) was commissioned to produce an independent assessment of the benefits of CCTV in slaughter houses and its report was published in February 2015. It concluded that CCTV can offer some real benefits but it cannot replace the need for businesses to have proper monitoring procedures in place.</p><p> </p><p>This is an issue which we are keeping under review.</p> more like this

star this property answer text <p>The Mandatory Use of Closed Circuit Television in Slaughterhouses (England) Regulations 2018 requires slaughterhouses to provide official veterinarians with access to CCTV footage. Official veterinarians will view CCTV footage daily. As there are no official veterinarians or routine animal welfare inspection programmes in farmed fish processing premises CCTV footage, were it to be mandated, would not be viewed.</p><p> </p><p>Any allegations of welfare or health issues are investigated by the Animal and Plant Health Agency and Cefas, and where there are non-compliances with the regulations, appropriate action is taken.</p><p> </p><p>As part of the Action Plan on Animal Welfare we are considering general improvements that could be made to the welfare of farmed fish at the time of killing. We have also asked the Animal Welfare Committee (AWC) to update its 2014 Opinion on the welfare of farmed fish at the time of killing and look forward to receiving AWC’s updated advice later this year.</p>

star this property answer text <p>In February 2015, the Farm Animal Welfare Committee (FAWC) published an independent assessment of the use of CCTV in slaughterhouses which concluded that CCTV can offer real benefits, particularly to slaughterhouse operators, but that it cannot replace the need for businesses to have proper monitoring procedures in place.</p><p> </p><p>The vast majority of horses are slaughtered in slaughterhouses in England which have CCTV installed for welfare purposes, although cameras may not be present in all areas. Official Veterinarians also have the power to seize CCTV footage if they suspect that welfare standards are not being met.</p><p> </p><p>Defra continues to encourage slaughterhouses to install CCTV in all areas on a voluntary basis in order to realise the benefits to animal welfare set out in the FAWC report.</p> more like this
