These negotiations will concern the exchange of quota between the parties and access to waters. There will be no setting of total allowable catches in this bilateral forum.</p><p> </p><p>Separately, a number of North Sea stocks now fall to be jointly managed by the UK, Norway and the EU. Accordingly, separate trilateral discussions will be needed to establish trilateral governance arrangements for these stocks.</p><p> </p><p>The UK’s bilateral negotiations with Norway and trilateral negotiations with Norway and the EU will both take place later this year. 	answer	answer is ministerial correction date of answer 12/10/2020 answer text <p>The Government has successfully secured the agreement of supermarkets to continue to provide support to the clinically extremely vulnerable.</p><p> </p><p>Supermarkets continue to provide support to their vulnerable customers through offers such as priority access to delivery slots, in-store shopping assistance, and home delivery of food boxes which can be purchased over the phone for customers without internet access.</p><p> </p><p>Additionally, there are a number of options available for individuals who identify as vulnerable and want help accessing food. Vulnerable individuals can contact their local authority, or one of Defra’s charity partners (AgeUK, Scope or RNIB), to be referred for the Priority Food Delivery Scheme. The Animal Welfare (Sentencing) Bill was introduced into the House of Commons by Chris Loder MP on 5 February. Second Reading is due on 23 October. The Government will continue to support it as it makes its way through Parliament.</p><p> </p><p>We have committed to bringing in new laws on animal sentience. Any necessary changes required to domestic legislation will be made in an effective and credible way and will be brought forward when parliamentary time allows. 	answer	answer is ministerial correction date of answer 08/10/2020 answer text <p>The UK meets all legal air quality obligations, except for nitrogen dioxide (NO<sub>2</sub>) concentration limit values at the roadside, and the latest UK compliance data in 2019 shows an improvement since 2018.</p><p> </p><p>The Government published the UK plan for tackling roadside NO<sub>2 </sub>concentrations in July 2017, followed by a supplement in October 2018. The plan and supplement set out how the Government will achieve compliance with legal limits for NO<sub>2</sub> in the shortest possible time, supported by a £3.8 billion investment into air quality and cleaner transport.</p><p> </p><p>In January 2019, the Government also published a comprehensive Clean Air Strategy, which aims to cut air pollution across all sectors and sits alongside the 2017 plan. 	answer	answer is ministerial correction date of answer 08/10/2020 answer text <p>The Mayor of London is responsible for air quality in the capital and has reserve powers under Part IV of the Environment Act 1995 to reflect this.</p><p> </p><p>As part of these responsibilities the Mayor of London carries out monitoring of air quality in London, and this is likely to include an assessment of nitrogen dioxide (NO<sub>2</sub>) levels in Erith and Thamesmead.</p><p> </p><p>The most recent national compliance assessment for NO<sub>2 </sub>shows that all road links in Erith and Thamesmead that are included in the assessment were below the annual mean limit value for NO<sub>2 </sub>of 40 µg/m³ in 2019, with the highest concentration recorded at 37.6 µg/m³ on the A2016. The full data is available online at <a href="https://uk-air.defra.gov.uk/data/gis-mapping/" target="_blank">https://uk-air.defra.gov.uk/data/gis-mapping/</a>.</p><p> </p><p>The UK is compliant with our air quality obligations for all pollutants with the exception of NO<sub>2</sub> concentrations at roadside locations, and we have put in place a £3.8 billion plan to tackle this issue. More widely, the Government’s Clean Air Strategy sets out an ambitious programme of action to reduce air pollution from a wide range of sources. 	answer	answer is ministerial correction date of answer 08/10/2020 answer text <p>Our target is to eliminate all avoidable plastic waste over the lifetime of the 25 Year Environment Plan, and we have already made good progress. We have introduced one of the world’s toughest bans on microbeads in rinse-off personal care products, reduced sales of single-use carrier bags by over 95% in the main retailers through the 5p charge, and, since 1 October this year, have banned the supply of plastic straws, cotton buds, and stirrers, with exemptions. And we will not stop there. Next year we will extend the carrier bag charge to all retailers and increase the minimum charge to 10p, consult again on the introduction of a deposit-return scheme for drinks containers, and, from 2022, will introduce a tax on plastic packaging containing less than 30% recycled content.</p><p> </p><p>Our landmark Environment Bill includes a number of measures that will enable us to further tackle plastic waste.
