There has been a broad range of different communications provided by APHA to private veterinary practices and farmers regarding changes to the veterinary surveillance network, including:</p><p> </p><p> </p><p> </p><p>(a) Public consultation on the development of a new surveillance model, from December 2012 to February 2013, which gathered over 370 responses from vets, farmers, the livestock industry and other stakeholders.</p><p> </p><p><strong> </strong></p><p> </p><p>(b) Visits to a total of 57 private veterinary practices in England and Wales from January 2014 to January 2015.</p><p> </p><p><strong> </strong></p><p> </p><p>(c) A series of 19 regional meetings for private veterinary practitioners in different parts of England and Wales, running from December 2014 until March 2015.</p><p> </p><p> </p><p> </p><p>(d) A total of 22 articles, letters or other forms of communication to private veterinary practices or farmers from February 2014 to date.</p><p> </p><p>Details of the surveillance model are being finalised. 	answer	answer is ministerial correction date of answer 16/02/2015 answer text <p>Farmers do not need to have a credit reference to apply for Common Agricultural Policy grants.</p><p> </p><p> </p><p> </p><p>As part of the registration process on the new Rural Payment Service customers will need to complete a verification process to confirm their identity. This is to prevent any fraudulent activity. Although personal verification is a mandatory requirement for registration on the Rural Payment Service, a customer can choose whether they do this via the Rural Payments Agency (RPA) helpline or through GOV.UK VERIFY depending on their circumstances.</p><p> </p><p> </p><p> </p><p>Customers can choose either to call the RPA helpline (on 0300 0200 301) and answer a series of security questions relating to previous claims, or use the new online GOV.UK VERIFY service, which will eventually replace Government Gateway. Customers can select a certified verification company from a list on GOV.UK VERIFY; there are currently two certified companies on the service, Experian and Digi-identity, and more companies will become available in the future. Customers will start to build their Basic Payment Scheme application from the moment they register on the Rural Payment Service. As of 22 February, 49,642 businesses have registered.</p><p> </p><p> </p><p> </p><p>Since January, customers have been able to register, check and confirm personal, business and land details, and give permission for others to act on their behalf. Customers also update and amend their land information such as adding features and land cover. 	answer	answer is ministerial correction date of answer 24/02/2015 answer text <p>Under article 13 of EU regulation 809/2014, Member States must require claims to be made by no later than 15 May, and this is the deadline adopted in the UK. Late claims submitted within the next 25 days are subject to a penalty of 1% of the claim for each working day’s delay. Claims already submitted by 15 May can be adjusted after that in some circumstances. We expect that the Rural Payments system, and our provision of support to those who may face any difficulty in applying online, will ensure that all farmers have every opportunity to claim their direct payments by 15 May. 	answer	answer is ministerial correction date of answer 06/07/2015 answer text <p>As promised in our manifesto, we have committed to planting 11 million trees during this Parliament, which we plan to do primarily through the Rural Development Programme’s Countryside Stewardship scheme. This scheme aims to invest £18 million in new woodland planting each year. A number of other initiatives are also in place, including the Woodland Carbon Code, to attract other funding to ensure that planting rates are maintained at the average level over the previous Programme of 2,600 hectares per year. The “Review of Food Aid in the UK” published in February 2014 was a short, literature based study designed to improve understanding of food aid provision in the UK, who makes use of it, and why. It was not a complete assessment of food aid as it found a variety of types of food aid, with mostly community-led provision responding to local needs.</p><p>Defra does not estimate numbers of households experiencing food insecurity. There is no single definition of food insecurity.
