We also appreciate the significant opportunities zoos can provide for the public to access well managed and controlled outdoor spaces, and the potential to improve general wellbeing.</p><p> </p><p>However, the Government has taken the decision that zoos and aquariums should not yet reopen, and the Health Protection (Coronavirus, Restrictions) (England) (Amendment) (No. 3) Regulations 2020, which came into force on 1 June, provide greater clarity and certainty on this. Member for York Central, Rachael Maskell on 19 May 2020, PQ UIN 45322.</p><p>The Zoos Support Fund is open for applications until 19 July 2020.</p><p>As announced by the Prime Minister on 10 June, outdoor areas of zoos and safari parks will be allowed to reopen from 15 June, subject to appropriate social distancing measures being in place. This includes keeping indoor exhibitions, such as reptile houses and those in aquariums, closed, and ensuring other amenities like cafes offer take-away services only.</p><p>The move follows close work by the Government with the zoo industry to ensure visitor numbers can be managed and safeguards are put in place.</p><p>The decision to relax restrictions on these select outdoor attractions is part of the Government’s careful approach to easing the lockdown in phases, guided by the advice of scientific and medical experts and the fact the risk of transmission is much lower outdoors.</p><p>Officials continue to meet weekly with BIAZA (British and Irish Association of Zoos and Aquariums) and with the CEOs of the largest charitable zoos and aquariums in England providing a valuable forum to monitor concerns and seek insights from key sector representatives on current issues.</p> answering member constituency Banbury answering member printed Victoria Prentis question first answered 12/06/2020 15:29:19 answering member 4401 label Biography information for Victoria Prentis

Responsibility for administering these requirements rests with local authorities, which undertake annual inspections to ensure that zoos have sufficient levels of animal welfare.</p><p>Defra supports this by setting out minimum standards that zoos are expected to meet, via the Secretary of State’s Standards of Modern Zoo Practice, and by maintaining a list of qualified zoo licensing inspectors who undertake periodical inspections of zoos for local authorities. These inspectors are competent to inspect animals in zoos and to advise on their management and on their welfare. 	answer	answer is ministerial correction date of answer 06/07/2017 answer text <p>The welfare of animals kept in zoos in England is covered by the Animal Welfare Act 2006 and the Zoo Licensing Act 1981. The 2006 Act allows action to be taken where there is evidence of cruelty to an animal or a failure to provide for its welfare. The 2006 Act applies to zoo animals. Further to these general provisions, the welfare of animals in zoos in Great Britain is specifically covered by the 1981 Act.</p><p> </p><p>Under the 1981 Act zoos must comply with comprehensive animal health, welfare and husbandry standards, and be subject to an annual local authority inspection. Zoos have to be inspected at least every year by a local authority, with an inspection every two to three years using inspectors drawn from a list of qualified zoo inspectors kept by Defra. Defra also maintains the Secretary of State's Standards of Modern Zoo Practice. These are detailed standards for zoo management with which zoos are expected to comply. The standards are kept under review by Defra’s Zoos Expert Committee (ZEC) which includes leading animal welfare experts.</p><p> </p><p>The ZEC’s role is to provide independent, technical advice to UK Governments on zoo matters. ZEC’s remit includes keeping the operation and implementation of the zoo licensing system in the UK under review, and to advise, or make recommendations to, Defra or devolved governments, in relation to any legislative or administrative changes that may be necessary. To make this fund even more accessible, we have expanded the eligibility criteria so that grant payments to zoos begin when they reach their final 12 weeks of financial reserves, rather than six weeks, and so that zoos can apply for funding at any time before reaching this 12 week point to help with their business planning. I would like to assure zoos that we remain committed to ensuring the sector can deliver the best possible care for its animals and we are currently considering options. We keep all aspects of the Zoo Animals Fund constantly under review to ensure that it is meeting its aims. Changes that we have made include extending the criteria to include maintenance costs, easing the evidence requirement for these maintenance claims, introducing the ability to apply ahead of reaching 12 weeks reserves and most recently extending the application deadline for the Zoo Animals Fund to 26 February 2021. We have ongoing communications with the sector to ensure updated information is shared as soon as situations change. 	answer	answer is ministerial correction date of answer 29/04/2021 answer text <p>The Zoo Animals Fund was introduced to provide for zoos who, due to a coronavirus-related drop in income are experiencing severe financial difficulties and need support in caring for their animals. If zoos are downsizing or rehoming their collection the fund can also provide support for this to ensure the animals’ welfare. We have taken many steps to make the Zoo Animals Fund accessible to those who need it including expanding the range of eligible costs so zoos could claim for costs relating to pre-planned essential maintenance and repair works as well as animal care costs, replacing the 6 week criteria and allowing applicants to apply at any time before reaching their final 12 weeks of reserves to help with their business planning and extending the fund several times. We recently extended the application deadline from 26 February 2021 to 28 May 2021 to give zoos more time to apply and have extended the support provided from the end of March 2021 to the end of June 2021.</p><p> </p><p>The Zoo Animals Fund has supported a wide variety of zoos throughout the pandemic, from some of the smallest to some of the biggest – and it continues to do so. It has helped ensure the continued welfare of zoo animals and prevent unnecessary euthanasia. Only two applications have been rejected on the basis that the businesses in question were ineligible as they did not have the necessary licence or exemption. Fund recipients have reached out to express how funding has supported their animals and what a difference it has made to them to receive this help. From 12 April zoos have been able to welcome back visitors, reopening their outdoor areas as part of step two in the roadmap for easing lockdown restrictions. Allowing zoos to re-open has been an integral step towards enabling them to initiate a financial recovery. 	answer	answer is ministerial correction date of answer 25/10/2023 answer text <p>The Government has championed the success of English and Welsh wine producers for many years and the sector continues to be a fast-growing magnet for domestic and foreign investment. I am delighted to hear from wine producers that vineyards anticipate a record-breaking 2023 harvest in size and quality.</p><p> </p><p>The Government is committed to supporting our booming wine sector. Defra recently published plans to reform the outdated and overly restrictive wine laws inherited from the EU. The primary purpose of the reforms is to remove barriers to growth, foster innovation in the sector and have a simplified rulebook that supports rather than hinders our producers. The plans include giving producers access to the latest winemaking practices and processes, changing labelling rules to support the marketing of innovative products and measures to reduce packaging waste and associated costs.</p><p> </p><p>The reforms, developed in partnership with the sector, will maintain the UK's high food and drink standards.
