We need a resilient and healthy food system, that works with nature and supports British farmers, fishers and food producers.</li><li>This Government will introduce a new deal for farmers to boost rural economic growth and strengthen Britain's food security. We will: cut energy bills by switching on GB Energy; protect farmers from being undercut in trade deals; and use the Government’s own purchasing power to back British produce.</li><li>We will publish the next UK Food Security Report later this year as required by the Agriculture Act 2020. 	answer	answer is ministerial correction date of answer 31/07/2024 answer text <p>Indigenous Peoples and Local Communities (IPLCs) play a critical role in the protection and restoration of biodiversity. IPLCs are stewards of 80% of the world’s remaining biodiversity<sup>1</sup>. Evidence suggests that where IPLCs hold secure governance rights to forests, communities provide better protection and management, deforestation rates are lower, and carbon storage higher<sup>2</sup>. Biodiversity indicators show significantly lower declines in land managed by Indigenous Peoples, and these lands are at least as diverse or more so than protected areas<sup>3</sup>. The UK is a signatory to the Convention on Biological Diversity (CBD) which recognises ’the dependency of indigenous peoples and local communities (IPLCs) on biological diversity and their unique role in conserving life on Earth’<sup>4</sup>. The UK supported the adoption of the UN Declaration on the Rights of Indigenous Peoples (UNDRIP) and is fully committed to promoting and protecting human rights for all individuals, including Indigenous People, without discrimination on any grounds. The UK also supports Voluntary Guidelines on Governance of Tenure (VGGT)<sup>5</sup>; these embody international provisions requiring the Free, Prior and Informed Consent (FPIC) from Indigenous Peoples to any project that may affect them.</p><p>At COP26 the UK Presidency led a $1.7bn Indigenous Peoples and Local Communities Forest Tenure Pledge (the Pledge)<sup>6 </sup>from 23 public and private donors to advance support for Indigenous Peoples’ and local communities’ (IPLC) tenure rights in tropical forest countries, running from 2021-2025. The Pledge has led to a step-change in international attention on the central role local and Indigenous communities play in climate mitigation, protecting nature and biodiversity, and the critical role of tenure security in sustainable land use. If there is a belief that the evidence was not considered properly during the original inquest, or that there is new evidence available then there is a legal process via the Attorney General that should be followed. Due consideration of the merits of an inquiry will be made at the appropriate time if, and when these legal processes have been exhausted.</p><p> </p><p>Under Part 2A of the Environmental Protection Act 1990, each local authority has a duty to inspect its area to identify and require remediation of contaminated land, including historic landfills. A risk-based approach is used to define contaminated land, with regulators required to intervene in cases where land poses an unacceptable risk to human health, property or the environment.</p><p> </p><p>Risks of significant harm to human health are already considered by regulators within the existing regulations. The Action Plan for Animal Welfare in 2021 made a commitment to consider such legislation and it remains an option. An industry-led, non-statutory code of practice to protect hares in England is already in place which states that lethal control to prevent damage to crops should only be carried out in the winter months of January and February when vegetation is low and hares are easily visible.
