star this property answer text <p>It is recognised that better identification of the veteran community within and through data can lead to a greater understanding of their needs, trends and geographical distribution - which in turn will provide a more robust evidence base to inform policy making, enable planning and support service delivery.</p><p>The UK-wide Strategy for our Veterans champions the changing needs of the ex-Service community. Since Veterans draw on services from across Governments and Departments, implementation of the strategy will be across the three-sitting governments and across Whitehall Departments.</p><p>'Data on the Veteran Community' is one of the cross cutting factors of the Strategy and whilst it recognises that there is some reliable data collected across Government Departments, it can be fragmented, making analysis and prediction of needs difficult. The outcome we want by 2028 is for an enhanced collection across Government to better build an evidence base to identify and address the needs of veterans.</p>

star this property answer text <p>For personnel returning from conflict, the Ministry of Defence (MOD) continues to fund the large scale, ongoing independent study from the King's Centre for Military Health Research (KCMHR), King's College London, which has become an important source of data on the impact of deployment on the overall health and wellbeing of military personnel and veterans who served in Iraq and Afghanistan. Since 2003 MOD have contributed over £9 million to this study.</p><p>A considerable number of research papers, relating to issues such as depression, alcohol abuse, and PTSD, can be accessed on the KCMHR area of the King's College London website at https://www1.kcl.ac.uk/kcmhr/pubdb/ This work continues to produce high quality evidence upon which we can make considered decisions about the way we manage and treat our personnel.</p> more like this

star this property answer text <p>Ordinarily, an individual would not be medically discharged from the Armed Forces prior to a diagnosis of their condition being made.</p><p>However, it is possible in a limited number of cases that an individual displays symptoms and reduced function that is incompatible with Service, where even specialist medical opinion has been unable to determine a diagnosis, and all appropriate investigation and management have failed to improve functional outcome to the level required. A medical discharge decision is based on functionality rather than the condition per se.</p> more like this

star this property answer text <p>The Ministry of Defence (MOD) acknowledges the results of the All Party Parliamentary Group (APPG) for Veterans’ survey.</p><p> </p><p>The MOD has already taken steps towards raising awareness of the Veterans Advisory and Pensions Committees by delivering on its commitment to capture the breadth of their activities through a Private Member’s Bill that has now been passed into law. The passage of this Act has raised broader awareness of the role of the Committees and the support they provide to our Armed Forces community at a regional level.</p><p> </p><p>The issue of how the Committees communicate within their regions and with relevant stakeholders, forms part of both their public bodies independent review and the UK Government Welfare Services for Veterans, which were published in July 2023. The MOD and Office for Veterans' Affairs, along with other stakeholders, will now consider these reports and will develop an action plan to address findings and recommendations, with a focus on implementing meaningful change that will enhance service effectiveness and delivery. The Government’s response to these reports will be published later in the year.</p>

star this property answer text <p>The Ministry of Defence (MOD) welcomes the results of the all-party parliamentary group (APPG's) recent survey. The MOD also undertakes a variety of surveys and canvassing to ensure it is giving serving personnel, their families and veterans what they need to pursue their careers and ensure their lived experience is positive.</p><p>Many of the issues raised by veterans relate specifically to the Armed Forces Compensation Scheme (AFCS) which is subject to the Quinquennial Review. The latest Quinquennial Review was published on 17 July 2023. Its aim is to ensure that the AFCS remains fit for purpose and identify opportunities for improvement. Its recommendations are currently being considered, and a Government response will be published later this year.</p><p>We recognise delays do happen and we are always working to minimise these but the interaction and dependency on OGDs, in particular the NHS means some delays are outside our control. The need to obtain proper, full, comprehensive medical reports from claimant's medical practitioners being the most frequent reason for delay.</p><p>The Veterans Welfare Service (VWS) helps Veterans with form completion for MOD administered schemes and signposting to entitlements and support available from the wider public and voluntary sectors.</p>

star this property answer text <p>The Ministry of Defence (MOD) takes the wellbeing of all veterans very seriously. MOD Ministers and officials have regular meetings with their counterparts in the Department for Health and Social Care and NHS England to ensure that the health needs of veterans in England, including those who are medically discharged, are properly considered.</p><p> </p><p>Within the UK, veterans, including those who are medically discharged, access public sector services in the same way as their fellow civilians, through a combination of UK Government, Devolved Government and local authority provision. The unique circumstances of each nation and region mean that in practice the level and method of service can, and should, be different as they are tailored to local needs, even if the principles and broad outcomes are consistent. The UK Government will continue to work with service deliverers across the UK who support veterans to collect and analyse data to ensure that appropriate support is provided for those veterans who need it most.</p><p> </p><p>As part of the ten-year vision articulated in the <em>Strategy for our Veterans</em>, in October 2019 the Ministry of Defence introduced a ‘Defence Holistic Transition’ policy. ‘Defence Transition Services’ (DTS) was established at the same time, to support those Service leavers who face the greatest challenges to making a successful transition to civilian life, including those who are medically discharged. The full-spectrum service is available to all Service leavers exiting the Armed Forces and is based on the needs of the individual, providing the specific support they may need and interventions to ensure issues are resolved. This support extends for two years after discharge and longer if necessary.</p><p> </p><p>The long-established Career Transition Partnership (CTP) provides guidance to Service leavers in their transition from military to civilian life through a range of career and employment support services including skills development workshops, seminars, resettlement training advice, vocational training courses, career consultancy, one-to-one sessions and job finding support. A bespoke service is provided for the most vulnerable leavers through the CTP resettlement pathway. This function is called CTP Assist and delivers an individualised, needs-based service to those Service personnel who face the greatest barriers to employment as a consequence of their medical conditions. This comprehensive employment support is made available to all Service personnel subject to medical discharge in order to maximise their successful transition to civilian life. All military personnel can access CTP two years before leaving and within two years of leaving; beyond that point they can access The Forces Employment Charity (RFEA) which provides support for life.</p><p> </p><p>Statistics on the estimated employment outcomes for ex-Service personnel who used the services provided by CTP, including those who have been medically discharged, can be accessed at the following link:</p><p>https://www.gov.uk/government/collections/career-transition-partnership-ex-service-personnel-employment-outcomes-statistics-index.
