The Recruiting Partnering Project remains within the overall agreed cost of £1.360 <ins class="ministerial">billion. </ins><del class="ministerial">million.</del><br /><br />My right hon. Friend the Secretary of State for Defence (Philip Hammond) set out on 14 January 2014 the cost of Capita providing a new Information Technology platform as part of the Recruiting Partnering Project (Official Report: column 716). At the time, these costs were expected to be around £47.7 million directly linked to the change of hosting provision. Since this statement, these costs have reduced to around £42.9 million. <br /><br />As previously stated by the Secretary of State on 14 January, there has been an additional cost of around £1 million per month to run the Capita system. As announced by the then Minister for Personnel, Welfare and Veterans (Andrew Robathan) on 12 December 2011 (Official Report, column 63WS), these arrangements have been discontinued. Properties which were formerly categorised as OSRs are being phased out on a rolling basis as personnel retire or move on to other posts. However, senior officers remain entitled to Service Family Accommodation (Type 1 or Type 2). In addition, the Department is undertaking an ongoing review into domestic assistance policy to ensure that the level of support provided to senior entitled officers is appropriate and driven by a clear business need. The figures for sexual assaults in this answer are different to those provided by the then Minister for Defence Personnel, Welfare and Veterans (Andrew Robathan) on 6 July 2012 (Official Report, column 822W) in response to a question from the hon. Member for Bridgend (Mrs Moon), for sexual assault referrals in the years between 2010 and 2012 (although 2012 was only for part of the year). This is because the term sexual assault has been expanded to cover the offences of indecent assault and sexual activity with a child. In addition, the figures provided in a response given by my predecessor (Mark Francois) on 30 November 2012 (Official Report, column 555W) again to the hon. Member for Bridgend (Mrs Moon) referred only to the number of cases where the victim was a member of the Armed Forces. The figure quoted reflects the media costs of the campaign, and includes approximately £1.2 million from the existing contracted budget. I have placed a copy of the marketing brief and analysis of results for the Step Up campaign in the Library of the House. The Start Thinking Soldier campaign took place four years before the current partnering arrangement between the Army and Capita started. Although formal evaluation is no longer held for Start Thinking Soldier, I have placed the marketing brief for the television advertising in the Library of the House.</p><p> </p><p>The Army is always recruiting, as it requires a constant flow of personnel to enter as privates and officer cadets, and then to gain the knowledge and experience to be promoted through the ranks. Consequently, it will always need to run recruitment campaigns. Member is referring to cases where administrative action was taken, under AGAI Chapter 67 or the equivalent regulations in the Naval Service and RAF, against Service personnel who had been in receipt of a simple police caution, after the amendment to the Rehabilitation of Offenders Act 1974 made by section 49 the Criminal Justice and Immigration Act which came into force on 19 December 2008. <br><br>The range of administrative sanctions which could have been applied in such circumstances is extremely wide, ranging from a formal warning to termination of service.
