	answer	answer is ministerial correction date of answer 19/12/2022 answer text <p>The Government is committed to cracking down on unacceptable behaviour in the ticketing market and improving people’s chances of buying tickets at a reasonable price. That is why we have strengthened the law on ticketing information requirements and introduced a criminal offence of using automated software to buy more tickets online than allowed. Ticketing sites can help fans buy and resell tickets, but they must comply with the law and should never be used as a platform for breaking it.</p><p>Enforcement agencies such as the Competition and Markets Authority, National Trading Standards and the advertising industry's own regulator, the Advertising Standards Authority, have a track record of investigating breaches of consumer law and improving transparency in the ticketing market, and are prepared to go after those who flout the law or abuse the ticketing market. The recent conviction of ticket touts for the unlawful mass reselling of Ed Sheeran tickets at inflated prices and obtained by fraudulent means, is just one example.</p><p>We do not believe that price capping is an appropriate solution at this time, as experience in other markets has shown that it would not be an effective tool to address the problem at hand, and would present significant practical challenges in implementation and enforcement. 	answer	answer is ministerial correction date of answer 08/12/2022 answer text <p>Under the Online Safety Bill, all platforms will need to undertake risk assessments for illegal content and content that is harmful to children. This will ensure they understand the risks associated with their services, including in relation to their algorithms. They will then need to put in place proportionate systems and processes to mitigate these risks.</p><p>Platforms that are likely to be accessed by children will need to fulfil these duties in relation to harmful content and activity, including legal self-harm and suicide content. Assisting suicide has also been designated as a priority offence in the Bill, so all platforms will be required to take proactive steps to tackle this type of illegal content. The government will also bring forward a new self-harm offence. Companies will therefore need to remove communications that intentionally encourage or assist self-harm.</p><p>The largest platforms will also have a duty to offer all adult users tools to reduce their exposure to certain kinds of legal content. On 29 November the government announced its intention for these tools to apply to legal self-harm and suicide content. As well as theatre organisations based in buildings, there are producing theatre companies which do not own or lease a building but which make theatre which is then presented in a network of theatres around the country. Given this mixed ecology, it is not possible to provide a comprehensive assessment using the definition of “producing theatres”.</p><p>The data shows that investment in theatre and the number of theatre organisations supported have both increased in the Arts Council England 2023–26 Investment Programme (although some organisations may have changed discipline classification between 2018–22 and 2023–26).</p><p>In the 2023–26 portfolio Arts Council England has maintained investment in theatres such as Live Theatre in Newcastle – a significant investor in new writing. The libraries basic dataset 2021 shows the number of static libraries in England (statutory and non-statutory) from April 2010 to 31 December 2021 and also includes information on permanent library closures. The scheme continues to provide valuable assistance to organisations until the end of March when the new Energy Bills Discount Scheme comes into effect for all non-domestic customers, which applies to energy usage from 1 April 2023 to 31 March 2024. 	answer	answer is ministerial correction date of answer 03/02/2023 answer text <p>While the taskforce formally ended on 31 March 2020, the Department for Digital, Culture, Media and Sport provided a further year of funding for the team based at Arts Council England to manage the ongoing work funded through it, to convene a core group of library stakeholders, and to assist in the delivery of in upcoming strategic development opportunities. (Arts Council England is the national development agency for public libraries in England.)</p><p>Local authorities have a statutory duty to provide a comprehensive and efficient library service and to think long-term and strategically as they plan and transform their library services. <a href="https://www.gov.uk/government/publications/libraries-deliver-ambition-for-public-libraries-in-england-2016-to-2021/libraries-deliver-ambition-for-public-libraries-in-england-2016-to-2021" target="_blank">Libraries Deliver: Ambition for Public Libraries in England 2016 to 2021</a>, together with other <a href="https://www.gov.uk/government/publications/longer-term-evidence-based-sustainable-planning-toolkit/longer-term-evidence-based-sustainable-planning-toolkit" target="_blank">strategic planning toolkits</a> previously published by the taskforce, remain relevant guidance documents to assist local authorities in delivering this duty.</p><p>In September 2022, the Government appointed Baroness Sanderson of Welton as chairman of a new advisory panel to help develop a new strategy to make sure that public libraries are providing the best possible service for their communities. More detail can be found <a href="https://www.gov.uk/government/news/baroness-sanderson-to-help-develop-new-public-libraries-strategy" target="_blank">here</a>. To date she has had numerous meetings with organisations with an interest in public libraries work, and has led two roundtable sessions. The first, on 13 January in Nottinghamshire, focused on the contribution public libraries make to cultural and creative enrichment and the second, on 27 January in Suffolk, discussed their contribution to health and wellbeing. This is content of a kind which presents a material risk of significant harm to an appreciable number of children in the UK. This would not include content that is designed to educate and inform children, such as content on sexual health and LGBT+ educational resources.</p><p>In addition, content will only meet the definition of pornographic content in the Bill if it is produced solely or principally for the purpose of sexual arousal. We are working closely with the Welsh Government and plan to launch procurements in Wales in the coming months.</p><p>In addition to our procurements, nearly 2,800 vouchers have been issued under the Gigabit Broadband Voucher Scheme to help communities in rural and hard-to-reach areas of Wales.</p><p>In December 2022, DCMS also launched a series of Alpha trials to test the use of Low Earth Orbit (LEO) satellites to improve broadband connectivity in very hard to reach locations. Up to 15 sites will be selected to trial the technology across the UK and to date four sites have been announced, including two in Snowdonia National Park.</p><p>The £1 billion Shared Rural Network (SRN) programme is already delivering 4G coverage uplifts in Wales and across the whole of the UK. Currently, 4G coverage in Wales stands at 62% from all four operators and will rise to a minimum of 80% through the SRN. Coverage from at least one operator currently stands at 90% and will increase to 95% in Wales once the programme completes. Given these restrictions, no funding has been directly allocated to food redistribution organisations such as FareShare.</p><p>However, the independent organisations that currently receive dormant assets funding are free to determine the most impactful initiatives in their sectors. We understand that some of their work has indeed benefitted food redistribution organisations. For example, through the Access Foundation, social investment has been provided by the Key Fund to FoodWorks Sheffield, which works to divert food waste and use it to provide affordable food in various neighbourhoods across the city. FoodWorks has grown to save over 500 tonnes of food waste per year, work with hundreds of volunteers, and feed thousands of people each month.</p><p>In terms of other sources: since 2018, a series of grant awards have been taken forward by the Food Waste Prevention team in the Department for Environment Food and Rural Affairs (Defra) to make sure more surplus food is diverted from animal feed and disposal for human consumption. Openreach’s prices are fixed by Ofcom as part of their five-year Wholesale Fixed Telecoms Market Review (WFTMR) process and have been allowed to increase by CPI in order to reflect the significant additional costs faced when deploying new physical infrastructure. There are no plans to change the WFTMR until 2026. This is in line with industry requests for long-term stable regulation that incentivises competition and investment in the fixed telecoms market in order to increase the coverage of gigabit-capable networks as quickly as possible. This approach has been successful, with over 80 companies investing approximately £35 billion to connect premises across the UK.</p><p>The Government’s Statement of Strategic Priorities for Ofcom, published in 2019, states that we want to see regulation that incentivises network investment and ensures fair and effective competition between new and existing network operators. The Department regularly meets with Ofcom at all levels to discuss progress against its strategic priorities. My officials also regularly engage with representatives across the telecoms sector. To this end, ACE has recently announced the outcome of its 2023–26 Investment Programme, which will be investing £446 million each year in arts and culture across England. Organisations right across the country are facing challenges, and it is right that support from the taxpayer is fairly distributed. This funding will now support 990 organisations – a record number – across the whole of England and will give people across the country, including those in coastal communities, more opportunities to access high-quality culture on their doorstep.</p><p>ACE and DCMS jointly identified 109 Levelling Up for Culture Places – places which historically have had low investment in arts and culture or lower levels of participation – which will be targeted for additional Arts Council England investment. These places include a number of coastal communities such as the Isle of Wight, Great Yarmouth, Torbay, and Barrow-in-Furness.</p><p>Between 2020 and 2023, across all programmes Arts Council England has allocated almost £2.3 million of lottery and exchequer funding to Great Yarmouth – including support for The Seachange Trust. The responsibility of providing this access lies at Local Authority level, and the Government continues to encourage Local Authorities to support swimming facilities.</p><p>Last month I chaired a roundtable discussion with representatives from the public and private leisure sector including organisations such as Ukactive, Sport England, Swim England and the Local Government Association (LGA).</p><p>During this session, we discussed the current challenges facing the sector and how we could work together and across government in order to resolve them.
